2024-25 DEI High Impact Grant Preliminary Funding
Recommendation

Recommendation:
1.Receive the grant preliminary funding recommendation from the HRC Grant Review
Subcommittee; and
2.Make a final DEI Grant Funding Recommendation to the City Council following the
public hearing, full commission discussion, and feedback.
Background
•Council approved the 1st round of grant on Nov. 17, 2020 – allocated $109,800 to eight (8)
non-profit organizations.
•2021-2023 Financial Plan included $150k for fiscal year 2021-22 and 2022-23 for a grand
total of $300k.
•Fiscal 2022-23 a total of $300k was allocated to 21 non-profit organizations.
•2023-25 Financial Plan included sustainable funding for a grand total of $300k - $150k per
fiscal year.
•In FY 2023-24 a total of $150k was allocated to eight (8) non-profit organizations.
•For the current FY, 2024-25, a total of $150k is what we currently have to allocate.
Project Plan
•Purpose:
•Enhance sense of belonging for all peoples in the community.
•Uplift and support local projects, programs, or initiatives that contribute to creating a
San Luis Obispo that is welcoming, inclusive, equitable, and safe.
•Note:
•Scope of inclusion and equity is inherently broad and complex.
•Grant is intended to support organizations and projects that show understanding of
“root cause” issues and “intractable” problems.
•Seek to address structural and systemic inequities (SLO-centric).
•Projects must indicate and show success and contribute to some systemic change.
Funding Areas
•Funding should primarily focus on advancing and implementing diversity, equity, and
inclusion through innovative practices that seek to narrow equity gaps and address
intractable, systemic, and structural issues.
•Illustrative examples include (not exhaustive):
•Poverty and unemployment impacting access to education, food, and shelter
•Diversity in government and governing institutions.
•Racial and socio-economic disparities in the criminal justice system.
•Environmental justice and equitable access to sustainable resources.
•Diverse individual civic engagement related to voting representation and election
education.
Funding Requirements
•Submit a complete application which must include:
•1-page DEI statement
•Understanding and application of DEI
•Affirming language that furthers or creates access and a sense of belonging in the
community.
•Advancing DEI in the City of SLO
•1-page detailed budget for the project/program
•Organizational chart
•Document certifying Federal Tax-Exempt Status
Funding Criteria
•Other key details:
•Applicants must be a registered 501(c)(3) non-profit organization, government, or
education entity, or faith-based organization.
•Funding activities must primarily occur in the City of SLO.
•Funding activities must primarily serve City of SLO residents.
•Funding request must show measurable impacts and successes. New and creative
approaches are highly encouraged.
•Partnership/collaboration between one (1), two (2), or more organizations is welcomed
and encouraged. The lead organization must be a 501(c)(3) non-profit organization,
government, or education entity, or faith-based organization.
Funding Request Examples
•Proposals can focus on specific underserved/underrepresented communities, but all
projects, applications, services, and concepts must provide access to the entire
community-at-large and contribute to a positive systemic change.
•Social Justice/Anti-racism activities and training programs
•Expand access to education and knowledge on social services programs by developing
how-to videos in English, Spanish, and Mixteco.
•Inclusive leadership development for businesses and/or non-profit organizations.
•Mentorship and apprenticeship programs by cross-pollinating different fields or sectors.
•Community art or historical projects highlighting the history and contributions of
different populations.
Funding Information & Restrictions
•Single applicants request – minimum of $5,000 and max of $20,000.
•Partnerships/partner applications – no minimum, and max of $40,000.
•A maximum of one (1) grant award per organization or per partnerships/partner applications.
•Funding may be used for new or existing projects, programs, or initiatives with proven success or that use best
practices or innovating approaches.
•Leveraging existing or other funding sources are encouraged.
•Programs/projects start January 1, 2025
•Must execute contract with the City prior to award funds
•Funding Restrictions:
•Funds CANNOT be used for advancing, advocating, promoting, or highlighting political causes, entities,
ballot measures, or candidates.
•Funds CANNOT be used for advancing, advocating, promoting, or highlighting religious causes, entities,
individuals, or activities. Funding CANNOT be used of the purpose of disseminating religious information.
•Funds CANNOT be used for profit or personal gain.
Funding Decisions
The HRC will exercise discretion when developing funding recommendations.
•Human Relations Commission (HRC) is the advisory body that will review and provide final
funding recommendations to City Council.
•Final funding recommendations will be presented before Council for approval in
November/December.
•Proposals will be evaluated for meeting the funding areas and funding criteria, as well as
potential success, application, and advance systemic change.

1.The application opened July 22, 2024, and closed August 30, 2024.
2.A total of 30 applications were received from local and out-of-county organizations.
3.A total of $642,995 in funding requests, which is about three (3) times more of what is
available to fund.
4.A total of 10 applications have moved to preliminary funding.
5.Upon completion of the HRC review and public hearing tonight, a final recommendation will
be before Council in November.

1 AAPI of SLO AAPI: Our Voices,
Our Stories
Funds will be used to cover 10 performers, 5-10 artists, and 10 small businesses at the annual AAPI
festival. Performers include the SLO Buddhist Temple Taiko Drumming Group, The Filipino Community
Center in Grover Beach, college students from various AAPI clubs on the Cal Poly campus such as Huio
Hawaii, Cal Poly Lion Dance Team, the United Movement, and high school student musicians. Spoken
word artists and poets will be invited to contribute original work centered around ethnic and cultural
heritage, small restaurants and retail owners will also be invited to participate. Additional AAPI leaders,
professionals, and BIPOC leaders will be invited to speak showcasing the diversity of the project. Before
the event, AAPI SLO will host storytelling events throughout the year building up to the AAPI event.

Funds will be used to put together the Afrikan Black Coalition (ABC) Conference, which is designed to
address structural and systemic inequities that impact Afrikan/Black students. The project's objectives
include 1) addressing systemic inequities to address academic policy disparities, 2) develop leadership
skills through workshops and interactive sessions, 3) focus on post-college success through career and
graduate education, 4) cultural affirmation focused on heritage and resilience, and 5) impact.

Funds will be used for their school-based mentoring program at Pacheco Elementary School. Activities
include recruitment and training of 25 high school student volunteers to serve as mentors, weekly 2-hour

and once a month field trips and enrichment opportunities.

dedicated to her time spent coordinating and facilitating DEI trainings for CASA volunteers and
conducting targeted volunteer recruitment. Funds will also be used to produce bilingual and Spanish-

Funds will be used to improve CCC's services to Latinx youth and provide support and access to
counseling services for their families. The funds will enhance existing on-campus programs in San
Luis Coastal Unified District (SLCUSD) at the three (3) elementary schools with the highest
percentage of Latinx students: C.L. Smith, Hawthorne, and Pacheco. Funds will be distributed
between the Program Coordinator, Admin Specialist I, Admin Specialist II, Therapists, Clinical
Director, Bilingual Licensed Clinical Supervisor, and Behavioral Health Interpreter.

Equity Gap
Funds will be used to provide a targeted civic education campaign to SLO's underserved and
underrepresented Latino/Latinx/Hispanic community and the entire community at large in order to
remove barriers to civic engagement, increase civic participation, and access to services. Funds
will cover six how-to-videos produced in English and Spanish (and Mixteco when appropriate),
providing civic education, monthly educational classes/groups led by Certified Community Health
Workers/Promotores, and a marketing outreach campaign to share civic information, promote
videos, and classes.

new monthly therapist-led support groups, one for families of youth, and one for young LGBTQ+

Workshop and the Art Therapy Group Workshop on a quarterly basis. Funds will cover bi-monthly
social groups designed to create mental health support programming for older adults and youth
and build community. Lastly, funds will cover another Summer Sports Day boosting youth
participation, confidence, and sense of belonging.

communication skills, grief and bereavement, and all training are saturated with themes of DEI
with an emphasis on empathic listening and human-to-human connection.

on Black wellness and healing, and one (1) 6-week sessions at 90-minutes centered on POC. All
provided at sliding scale ($15-$25). Black Girl Wellness centers its efforts in exploring the
experiences of Black identified female youth, ages 12-17, and other people of color.

Siji Krishnan. The exhibit by Cabeza de Baca explores the mix past, present, and future and mirrors
the myriad histories and cultures of the land, with themes of agriculture and diverse communities.
The exhibit by Krishnan explores sensory impressions of rural Southern India and examines the

Funds will be used to expand their 211 Program and Voluntary Organizations Active in Disaster
(VOAD) Disaster Relief Services through 1) increased outreach, 2) improved marketing, and 3) by
engaging additional agencies in the City of SLO for culturally appropriate outreach and information
dissemination.

Staff & Commissioner Updates
•Starting July 8, 2024, one (1) hour parking vouchers are provided to Commissioners and meeting attendees.
•City Clerk sent an email to all of you regarding an Ethics Training. Please complete this by October 10, 2024. A
minimum 2-hour requirement must be completed. Staying inactive for more than 4 minutes in the page will only log
those 4 minutes.
•The Office of DEI & ED&T partnered up with the Chamber of Commerce and Cal Poly OUDI to host an Insight Studio
Workshop: Celebrating Inclusive Business Practices on Oct. 29 from 3-5pm at the Ludwick Community Center. DEI SLO
Business Grant recipients will be participating as the panel.
•The DEI Administrative Specialist job posting was released Sept. 26, 2024, with a closing date of Oct. 20, 2024.
•SLO County UndocuSupport will host a movie night at Oak Park in Paso Robles as part of their 2023-24 DEI High
Impact Grant project from 6:00pm – 8:00pm.
•Applications for the 2025 Action Plan CDBG cycle are due to SLO County Homeless Services Division website
at slocounty.gov/HomelessServicesGrant on October 6, 2024, at 11:59pm.
•The next regular HRC meeting on November 6, 2024, will be led by a Community Development Department (CDD)
colleague which will include a public hearing for the CDBG funding priorities.
