Central Coast Transportation Consulting (CCTC) is pleased to submit this proposal to provide on-call
transportation planning and engineering services to the City of San Luis Obispo. Our team has successfully
completed numerous transportation engineering projects for the City and surrounding jurisdictions and are
familiar with City transportation standards and principles.
I will serve as the primary project contact as well as project manager. I’ve enjoyed the work we’ve done over
the past twelve years as an on-call consultant to the City and look forward to continuing this work. We have
prepared a brief response to the RFQ with a focus on our extensive local experience providing similar services
to other local agencies.
This proposal is divided into two sections:

Section 1: Qualifications and Work Program
Central Coast Transportation Consulting (CCTC) is dedicated to providing professional traffic engineering and
transportation planning services. CCTC’s services include:
• Transportation impact studies
• Transportation data collection
• Travel demand forecasting
• Traffic signal and lighting design
• Signing and striping plans
• Safety studies
• AB 1600 transportation impact fee studies
• Parking studies
• Project management and peer review
• Traffic operations analysis
• Multi-modal level of service calculations
• Signal warrant studies
• On-site circulation studies
• Traffic calming plans
CCTC is was formed in 2011 and has operated since that time in San Luis Obispo County.

WORK PROGRAM
Our local presence and extensive experience with transportation projects within the City allows us to offer
highly responsive services to seamlessly support City staff in delivering the Capital Improvement Plan and
conducting Development Review.
Our work program will depend on City staff availability and specific project needs. We will work closely with
City staff to ensure projects are delivered in a timely manner. As a local firm, we are available to act as an
extension of City staff to address the City’s transportation engineering needs and have an unparalleled
knowledge of City projects.
Below is a brief description of specific project experience. Our team resumes follow the project experience
summaries.

SELECTED PROJECT EXPERIENCE
SLO City On-Call Services
CCTC has been involved in a number of projects under our active on-call contract with the City, which we
have held since 2012. CCTC has prepared transportation impact studies for numerous important City projects,
including 790 Foothill Boulevard, 650 Tank Farm Road, 660 Tank Farm Road, 600 Tank Farm Road, Twin
Creeks, San Luis Square, Avila Ranch, the Margarita Area Specific Plan Western Enclave, and the
Palm/Nipomo Parking Structure. We have also assisted in a variety of other projecsts, including updating the
City’s Travel Demand Model, updating the City’s speed surveys, developing an Access Management policy,
peer review of studies prepared by others, the Bike Plan update, Railroad Square parking study, NTM program
assistance, the Marsh Street bridge widening project, Santa Rosa Street and Monterey Street traffic signal
modification, and multi-modal LOS calculations, among others. We are currently engaged in the Higuera
Complete Streets Project and the signal modification design at the intersection of California Boulevard/Foothill
Boulevard.
CCTC provided extensive support services to assist the consultant team and City staff in delivering the updated
Land Use and Circulation Elements within tight scheduling constraints. Tasks included travel demand modeling
support, including alternatives testing and sensitivity analyses; mode split adjustments to the model; operational
tests using the City’s Synchro network; public meeting facilitation; and document review.
Our familiarity and experience with City projects allows us to seamlessly provide support on an as-needed basis.
SLO City Other Projects
CCTC has been involved in a variety of other projects in the City while under contract with a different entity.
These projects include traffic studies and signal designs at three locations on Tank Farm Road; Prado/Higuera
signal modification; San Luis Ranch mitigations; Chevron Tank Farm Remediation and Redevelopment EIR;
Prado Bridge Widening Project; Marsh Street Bridge Replacement Project; San Luis Obispo High School
Access Plan; Chevron Cost Estimates Project; and University Square Shared Parking Analysis. Prior to starting
CCTC, Mr. Fernandez managed the transportation sections of the Chinatown Mixed Use Project EIR, Orcutt
Area Specific Plan EIR, and Madonna Road/Los Osos Valley Road signal modification design. Deliverables
and contacts for all of these projects are available upon request.
City of Paso Robles On-Call Services
CCTC has provided on-call services to the City of Paso Robles since 2014, leading an update to the City’s
Travel Demand Model and Circulation Element update, and preparing numerous transportation impact studies
for a variety of projects including the Olsen-Chandler Specific Plan, Beechwood Specific Plan, Boys School
Redevelopment, and numerous winery and hotel projects.
County of San Luis Obispo On-Call Services
CCTC has provided on-call transportation engineering services to the County of San Luis Obispo since 2013.
Tasks have included traffic operations analysis, intersection control evaluations, signage and striping plans, Safe
Routes to School plans, and peer reviews.

Summary Mr. Fernandez has worked as a transportation planner and traffic engineer in California since 2002.
He has successfully managed dozens of complex studies including transportation impact analyses,
travel demand forecasting studies, traffic operations studies, traffic engineering designs, and
multimodal planning studies. As both a Certified Planner and Professional Engineer, he specializes
in the development of solutions that are both technically sound and fitting with communities’
planning principles.

Michelle Matson, PE, TE, RSP1
Summary Mrs. Matson has 18 years of engineering experience in transportation planning, traffic engineering,
project management, design, grant writing and contract preparation. She has prepared traffic
impact studies, roadway safety analysis, bikeways plans, safe routes to school plans, traffic signal
plans, traffic control plans, and roadside sign and striping plans. As a Registered Civil Engineer
and Registered Traffic Engineer she has extensive experience addressing traffic issues in a wide
variety of contexts throughout the Central Coast.
