(Alta) is pleased to submit our qualifications to provide On-Call Transportation Design Services for the City of San Luis Obispo (City). We understand from the Request for Qualifications that we will be called on to assist the City in delivering Capital Improvement Plan projects and to provide technical expertise for planning, engineering, and design of a wide range of transportation projects. Our specialized experience includes: Engineering Experience with an Implementation Focus: Alta’s engineering staff excel at assisting agencies with bicycle and pedestrian infrastructure implementation. Our civil and traffic engineering skills offer a perspective that goes beyond the standard – we consider roadway interactions and needs for public transit, bicycling, and walking in a comprehensive Complete Streets manner. We have designed a large number of, now-constructed, innovative intersections that have grown our toolbox of traffic solutions. The Alta team is also well-versed in the development of full plans, specifications, and estimates. Comprehensive Multimodal Planning and Analysis: Planning for multimodal and active transportation requires an interdisciplinary approach to develop solutions that address challenging issues. Our Civic Analytics team uses data-driven modeling to quantify project needs and benefits, resulting in more objective prioritization and stronger funding applications. Interdisciplinary Expertise: The preparation of technically sound and implementable plans requires a combination of urban design, transportation engineering, landscape architecture, education and safety programs, economic analysis, and public outreach skills. Alta provides all of these services in-house and offers them in a “studio” format with all disciplines collaborating as needed on design projects, resulting in higher quality outcomes. Local Knowledge and Commitment to the City: The Alta team has worked with San Luis Obispo (SLO) and communities across California on hundreds of local, county, and regional plans, as well as dozens of bikeways of all classifications. Our work on the ground in SLO gives us a unique understanding of the local challenges that must be addressed to achieve sustainable, multimodal communities. We developed the 10% directive striping plans for the separated Class IV bike facility along Higuera Street, helped the City obtain the construction funding through ATP, and are currently working towards the final designs for the project. Through our previous work on projects like the Active Transportation Plan Update and the City’s protected bikeway design standards, we are familiar with SLO’s character and opportunities, and its aspirations regarding safety improvements. Alta teaming partner, Gilplin Transportation Consulting (GTC) has advocated for and worked on many of the projects that have been implemented in the region in last decade and managed the production of the Cal Poly Bicycle Circulation and Safety Study. More recently, GTC has provided peer review services and is a trusted advisor for City staff. Rexford Drive Beverly Hills, CA 90210 2022-Ongoing $200,000 Alta is working closely with the City of Beverly Hills to evaluate the feasibility of implementing a Class IIIB bicycle boulevard along Clifton Way and Le Doux Road. This bike boulevard will implement calmed neighborhood streets to connect bicyclists to the larger bikeway networks by including curb extensions and neighborhood traffic circles. This feasibility study identified a number of improvements to facilitate bicyclist and pedestrian movement through the area, including the first of its kind TOUCAN crossing at Wilshire Boulevard in the City, which Alta is now seeing through final design. The project began with an alternatives analysis, includes robust public engagement, demonstrations of infrastructure options, and will conclude with the design of the bike boulevard. The linear park will be created in a new median, and will feature walking and biking paths, native plantings, stormwater capture, public art, shade trees, and play areas. Alta provided final plans, specifications, and estimate (PS&E) for the linear park design. The plans include curb ramp details, median plan and profile plans, grading details of the trail, landscape and irrigation plans, amenity details, and signing and striping plans. To date, Alta has worked with El Monte to support grant applications for construction funding, provided a range of concept designs, conducted extensive public outreach, and created a fly-through animation to build support for the project. An anticipated future phase will connect to and re-naturalize a local stream and provide a Class I path that joins with the nearby Rio Hondo Bike Path. The project includes 4.6 miles of Class IV protected bike lanes, buffered bike lanes, various intersection improvements (like LPIs, high visibility crosswalks), HAWK beacon, RRFB, curb ramp upgrades, neighborhood traffic circles, and a pedestrian plaza. Alta is currently providing final design plans, specifications, and estimates for the South Higuera Complete Streets project. In addition, Alta is providing Caltrans encroachment permit and coordination support over the US 101 freeway. Alta is providing final design of approximately six miles of roadway within the City of Oakland. The project is being done on a tight timeline to accommodate the City’s planned pavement rehabilitation schedule. For 73rd Avenue and Bancroft Avenue, Alta produced signing and striping plans, specifications, and estimates and is currently providing construction support services. For High Street, Alta prepared a traffic analysis, developed recommendations including ADA compliant pedestrian refuge islands, speed cushions, signing and striping, and curb ramp designs—and is currently providing construction support for the traffic calming improvements. In addition, Alta supported the City in its efforts to secure a Caltrans Encroachment permit for the project which included a design standard decision document (DSDD). This project is a complete corridor revision including protected bike lanes, transit islands, curb ramp upgrades, signal improvements, and protected intersections between Mandela Parkway and Martin Luther King Jr. Way. This project has unique outreach and design implications since it proposes changes to one of the main access routes to the Port of Oakland and provides improved bicycle and pedestrian access to the West Oakland BART station from other bicycle infrastructure projects in Oakland along Mandela Parkway and Martin Luther King Jr. Way. Not only are we providing design and outreach services we are supporting the City will Caltrans encroachment permits, geotechnical/ pavement analysis, utility coordination, NEPA clearances, traffic analysis and signal plans, and support during construction. 7th Street Connection OAKLAND, CA | 2023-ONGOING The Sunnyvale SNAIL Neighborhood Improvements Project is a safety improvement project that includes the addition of new traffic calming measures and infrastructure improvements at multiple intersections within the SNAIL neighborhood in Sunnyvale, CA. Salinas Safe Routes to School (SRTS) Plan SALINAS, CA | 2020-2022 Bishop Downtown Specific Plan and Mixed-Use Overlay BISHOP, CA | 2020-2022 Alta led the development of a Downtown Specific Plan and Mixed-Use Overlay that establishes a framework for guiding the growth, function, and aesthetic of Bishop’s city center. Alta completed this work, and the associated CEQA analysis to create holistic guidance for creating a vibrant pedestrian-friendly environment in the downtown area while also maintaining and complimenting the City’s distinct small-town character at the eastern edge of the Sierra Mountains. Alta is leading the traffic calming plan for Parkway and Denholm Drives, creating a new Class IV bicycle facility with landscaped medians that provide a buffer from vehicular traffic. The project team assessed existing and future risks in climate resilience and active transportation safety and mobility. Alta identified bicycle and pedestrian mobility needs and made recommendations that address these needs while aligning with climate change adaptation measures. Alta’s role involved establishing techniques and planning-level concepts that account for the proposed resilience measures while also better accommodating the safety and mobility needs of bicyclists and pedestrians along the corridor. These recommendations established a decision making toolkit for Caltrans to apply to this and other sections of the Pacific Coast Highway (PCH) and similarly threatened roadways throughout the state. Alta led the conceptual design, outreach, and preparation of construction documents for Culver City’s first separated bikeway on Elenda Street, as well as neighborhood improvements to create Safe Routes to La Ballona Elementary. The Alta team led a community engagement strategy which included a demonstration of the Class IV protected bike improvements. The separated bikeway design included parking and traffic analysis, streetscape and pedestrian lighting, striping, and bicycle signal design at two major boulevards. The neighborhood greenway improvements included over 25 ADA compliant curb extensions with green infrastructure to treat stormwater runoff, one raised crosswalk, two pedestrian hybrid beacons (HAWK), five traffic signal modifications, pedestrian refuge island, street lighting, and high visibility crosswalks at all crossing locations. Ney Avenue Traffic Calming, Oakland, CA Alta developed a traffic calming plan for the Ney Avenue neighborhood in east Oakland. During the COVID pandemic, Alta conducted a socially distanced outdoor outreach activity where traffic calming features were demonstrated with cones and spray chalk. Community members were able to evaluate designs and given their own piece of chalk to make design modifications in the field. Jeff served as the Project Manager and Outreach Lead for this project. Menlo Park Transportation Master Plan and Transportation Impact Fee Program Update, CA Alta was a part of a consulting team working with the City of Menlo Park in the preparation of a Transportation Master Plan. Artesia Boulevard Go Human Demonstration, Long Beach, CA Devan served as a Planner for a three-day complete street demonstration that coincided with the Long Beach Jazz Festival. She set up GoHuman demonstrations, spoke with the public during the community event day, compiled completed community surveys, and wrote the engagement summary. Alta showcased temporary curb extensions, crosswalks, and parklets considered for permanent installation along the Artesia Boulevard commercial corridor. Bishop Downtown Specific Plan, CA Alta led the development of a Downtown Specific Plan and Mixed-Use Overlay for the City of Bishop. This work creates a vibrant pedestrian-friendly environment in Bishop’s city center by establishing a framework for growth, function, and streetscape aesthetics. The Plan includes development regulations, building and signage design guidelines, mobility recommendations, and implementation strategies. Transportation Association Safe Routes to School STEP Campaign, Orange County, CA Devan is a Planner on this countywide Safe Routes to School program that targets 25 priority schools throughout the county with education, encouragement, enforcement, and evaluation activities. The program involves student and parent workshops, school and community rodeos, walking events, and bike and pedestrian audits. The program will address the conflict points throughout Orange County that currently deter children from walking or biking to school. Our typical design considerations for designing and meeting ADA compliance are joint conditions, drainage, existing utility impacts, and existing cross-sectional roadway grades. We strive to create sustainable designs that do not over-burden maintenance departments and minimize operations costs. For example, in the City of Oakland, Alta prepared and specified new signage and striping improvements to coincide with routine repaving and maintenance efforts for the City’s repaving program. ROADWAY/PAVEMENT ENGINEERING Rehabilitation projects often require adjacent improvements to address facilities such as driveways, walls, curb ramps, and other appurtenances. Our design carefully considers these “conform” requirements, with the goal of minimizing or eliminating the need for temporary construction easements or additional rights- of-way. Our team will work with the City’s and/or one of our trusted pavement firms to provide alternative pavement recommendations to meet project goals and objectives while staying within City budget. All traffic engineering design will generally conform to the Caltrans standard specifications and standard, unless otherwise specified by the City. The final design package is then submitted for a final review to stakeholders as directed by City staff. Final comments are incorporated into the package and a final bid document set is issued to the City for soliciting contractor bids. Our design team has prepared cost estimates ranging from the very conceptual ballpark number based on the general scope of work to detailed construction cost estimates used for construction bidding and capital improvement budgets. We have developed an internal framework for developing the various levels of cost estimating for our design team to follow so that each project, depending on the level of detail needed, has a consistent approach to cost estimating. We are aware of the advantages, difficulties, funding sources, management practices, and upkeep requirements unique to creating public space in rural, suburban, and urban settings. Our specialties include green infrastructure and best management practices (BMPs), urban spaces, parks, Complete Streets, and wayfinding. Streetscape and landscape elements have the ability to strengthen and promote the identity of a community or corridor. Alta uses a sustainable design approach to develop concepts that integrate best management practices, green infrastructure, and durable materials. Alta staff bring the technical expertise and organization to complete a range of tasks, from full-fledged preparation of the grant application to assisting with document review and preliminary design. Alta maintains a compendium of recent bid results in California that will be used as a basis for establishing unit prices. An escalation factor can be added to the overall cost once the anticipated construction schedule is determined. Our staff bring the experiences gathered during these projects to bear on each project we take on. We know that a strong project manager with good communication and collaboration skills, grounded in the fundamentals of skillful project management and the technical knowledge needed for each unique project leads to successful outcomes. Alta has design checklists that will be filled out by the designer and checked at every submittal stage of the project to see that designs are compliant and applicable information is included. QUALITY ASSURANCE/QUALITY CONTROL Alta maintains a quality assurance/quality control system along with strict adherence to established business procedures. Our team employs a three-tier quality control system that includes (1) review by peers, (2) independent review by Principals, and (3) customized scheduling and management tools. Our QA/QC process will provide both plan verification and schedule compliance. All members of the project team have the authority to identify quality problems and to initiate, recommend, provide, and verify the necessary solutions. Final review of solutions is conducted by technical experts before clearing the QA/QC process. The QA/QC process will be led by the Engineering or Design Principal assigned to the task, whose primary role is to ensure the integration of goals of the project and to verify the accuracy and consistency of project deliverables. We know that each project will be unique, requiring a customized scope of services developed using a general overall scoping approach. Typical needs include existing plans, drawings, aerial photos, and documents related to past projects in the study area. Alta typically also requests available GIS and traffic data to further inform our analyses. If existing data is not available, Alta will develop a scope of work and budget that outlines data needs and the costs to obtain those data. An example of possible data needs can be found in Sample Scope of Work in Section 3.C Additional Information. 47ALTA PLANNING + DESIGN, INC.Specification no. 5009.2024.Te On-Call Transportation Design Services 1.5 Data Collection Alta will collect peak hour traffic turning movements (for large buses/private shuttle services, motorists, bicyclists, and pedestrians), volume and speed counts, and inventory the existing number of on-street parking spaces (including parking capacity and occupancy data at four different periods throughout the day). In addition, Alta will conduct field observations to evaluate existing traffic, access, and circulation patterns for transit, motorists, pedestrians, and bicyclists and identify challenges and opportunities. 1.6 Traffic Analysis Alta will prepare a traffic analysis of the corridor, modeling the proposed lane and signal configurations using weekday morning and evening peak period traffic counts. The City will provide traffic counts to Alta if they are available, or they can be collected by Alta by contracting with a data collection vendor. We will model the design alternatives during the schematic concept phase and approximate behavior of transit vehicles, motorists, bicyclists, and pedestrians within the corridor. Alta will prepare a technical memorandum summarizing the analysis findings, including the motor vehicle level of service (LOS) for intersections during each peak period. We will explore various signal timing strategies to optimize efficiency and effectiveness for motorists, pedestrians, and bicyclists. Based on the analysis, we will develop signal timing plans and include this information with the preliminary engineering plans. 1.7 Community Engagement and Outreach Alta will reach out to residents, business owners, and nearby schools to identify operational conflicts, challenges, concerns, and opportunities. Alta will assist with facilitating a community meeting. c. Additional Information SAMPLE SCOPE OF WORK For the sample scope of work that follows, we have supplied a broad sample scope of services for a multimodal corridor design project. TASK 1: SCHEMATIC DESIGN/DESIGN DEVELOPMENT 1.1 Advance Coordination The Alta team will review previous project-related materials supplied by the City or available online in advance of the first series of meetings. The City will provide all relevant materials, including, but not limited to, traffic counts, Synchro simulations, parking inventories/studies, aerial photos, relevant CAD or GIS data, and applicable near-term projects along the corridor (including any construction documents or concept plans). In addition, electronic copies of important plans, drawings, and studies should be provided, along with any other relevant documents. 1.2 Project Kick-off Meeting The Alta team will prepare for and attend a project kick-off meeting with City staff. This meeting will review and refine the project scope, the public engagement process, and the project schedule and the key milestones required to facilitate successful construction of the project. The anticipated workflow and communication protocols will be reviewed, along with accounting and project management processes and materials. This project kick-off meeting may be held on the same day as the field tour described in Task 1.3. 1.3 Field Tour and Site Visit A walking tour of the corridor is an important aspect of a Complete Streets design project as it provides an opportunity to see first-hand the challenges and opportunities along the corridor. Up to three Alta staff, including Alta’s project manager, will meet with City staff to discuss the project goals and perform a field tour of the corridor to view existing field conditions. We will photograph the corridor to aid design efforts and document existing conditions. In addition, we will review private driveway access, intersection crossings, and signal operations. In order to minimize travel costs, this field tour may be held on the same day as the project kick-off meeting described in Task 1.2. 1.4 Base Map Preparation Alta will utilize City-provided as-builts, GIS, and aerial data to merge previous information and prepare base mapping in AutoCAD for the corridor. Alta maintains open lines of communication and will provide strong, experienced project management for agency staff and community stakeholders. 48 ALTA PLANNING + DESIGN, INC.Specification no. 5009.2024.Te On-Call Transportation Design Services pedestrian and bicyclist facilities, and connections to schools, residences, and retail. In addition to the overall site plans, typical cross sections and three-dimensional vignettes will be prepared for the corridor, indicating the allocation of space for all modes of travel. Alta will identify and prepare a report documenting the opportunities and constraints of each concept alternative. The report will also consolidate the data, field observations, stakeholder input, analysis, and recommendations. From this report, the City can select a preferred alternative design. 1.9 Preliminary Engineering Plans (30% PS&E) Alta will prepare the following plan documents based on the preferred alternative design identified at the conclusion of Task 1.8. It is anticipated that one round of consolidated, non-conflicting comments will be addressed during this task. Cover Sheet. This sheet will include general project and project team information as well as general notes. Roadway Sections. These sheets will include dimensioned roadway sections for each corridor. Roadway Improvement Plans. These plan sheets will include proposed curb, sidewalk, and other improvements that may be necessary for construction of the roadway improvements. Pavement Marking and Signage Plans. These sheets will include pavement marking and signing information for each corridor in accordance with the latest applicable design standards. Plans will include proposed striping and dimensions for any bicycle facilities, modifications to sidewalks and curb ramps, modified striping for vehicular travel and turn lanes, and proposed crosswalk striping. Engineer’s Opinion of Probable Construction Costs (EOPCC). An EOPCC will be prepared for the 30% preliminary engineering plans utilizing recent unit cost information provided by the City. Plan sets will be 22” x 34” for full size and 11” x 17” scalable at 50 percent. Plan submittals will be provided in a PDF format. 1.10 Meetings with Staff and Community In addition to the kick-off meeting and field tour, the Alta project manager and pertinent Alta staff will meet with City staff to discuss schematic concept plans and the 30% preliminary plans. Alta will also attend community meetings (up to two meetings) to seek input and feedback for the vision of the project and on schematic concept plans. Alta will prepare notices and meeting materials, attend and facilitate meetings, make presentations, and address public input and concerns. Community outreach is intended to understand user needs in the corridor and identify solutions that will garner community support. Safety considerations and solutions will be the utmost priority. 1.8 Schematic Concept Design Based on the field tour, kick-off and other meetings with City staff, and community input, Alta will prepare up to three schematic design alternatives, along with corresponding cost estimates. We will develop site plan illustrations for the corridor using a combination of Adobe and AutoCAD. These illustrations are intended to intuitively communicate the details of the proposed designs to a wide variety of stakeholders; however, they will be based in AutoCAD, allowing efficient transition into later plan submittals. The design process will be iterative and it is assumed we will have two working meetings with City staff during this phase of work to evaluate ideas throughout the process. The concept designs will illustrate ideas for parking configurations, intersection treatments, Alta will develop conceptual designs for streetscape improvements like these ones developed for a transportation design project in Santa Clara. 49ALTA PLANNING + DESIGN, INC.Specification no. 5009.2024.Te On-Call Transportation Design Services required signing will be identified for sidewalks that are to be reconstructed. Traffic Signal Modification Plans. Alta will prepare design plans to modify signalized intersections with improvements incorporating bicycle and pedestrian facilities. Erosion Prevention and Sediment Control (EPSC) Plans. Alta will prepare EPSC plans where needed for full depth reconstruction of median islands and reconstructed sidewalks for each construction plan set (if required). If possible, the EPSC design will be added to the existing and proposed layout plans. Landscape Plan. Alta will prepare landscape planting plans depicting the layout of mature size plant material and include a planting legend with plant size, planting notes, and the botanical and common name. Irrigation Plan. Alta will prepare irrigation plans, if required, illustrating conceptual pipe and head layout and sizes, and include notes and a legend with specifications for irrigation materials. Details. Alta will prepare standard and special details appropriate for the project design for each construction plan set. Details include paving, pavement markings, signage, planting, drainage systems, and site furnishing installation (benches, trash/recycling receptacles, lighting). Details and material selections will be made with input from City maintenance staff to identify materials that meet the City’s standards for durability and maintenance. Where City specific construction details are required, the City will provide standard construction details in the most recent AutoCAD- compatible format. Technical Specifications. Alta will prepare pre-final technical specifications in CSI format. City staff will prepare Div. 0 & 1. Construction Cost Estimate. Alta will prepare a preliminary construction cost estimate, based on the most recently available cost information supplied by the City and our internal sources. The format of the estimate will follow City standards. 2.2 Final Construction Documents (100% PS&E) The Alta project manager will meet with City staff to discuss pre-final review comments. Based on one set of internally consistent consolidated comments, Alta will finalize the construction documents. Alta will provide the City with final full-size stamped and signed set of plans in PDF and AutoCAD format. Alta will provide the final specifications in MS Word and PDF formats. Alta will coordinate and lead meetings, prepare agendas and minutes, and prepare meeting materials. TASK 2: CONSTRUCTION DOCUMENTS 2.1 Pre-Final Construction Documents (60% PS&E for permitting) The preparation of construction documents is anticipated to include updating the 30% PS&E based on one set of internally consistent consolidated comments from the City and further development of detailed design. All plans will be prepared under the direction of and be stamped and signed by a registered Civil and/or Traffic Engineer in the State of California. The construction documentation phase will include preparation of the following: Title Sheet. Alta will prepare a Title Sheet that will contain job title and number, sheet index, and project location map. General Notes and Estimated Quantities. Alta will prepare general project notes required for the project. Estimated quantities will also be included. Typical Sections. Alta will prepare typical roadway cross sections which will detail the proposed pavement section and widths of roadway, sidewalks, multi-use pathways, and other section elements. Existing and Proposed Layouts. Alta will develop preliminary baseline horizontal and vertical alignments for the corridor and affected intersecting roadways for each construction plan set. Alta will also develop preliminary drainage and sidewalk improvements (if necessary). In addition, preliminary locations of geometric changes such as islands, medians, curb extensions, and driveway closures and reconstruction will be provided. Signing and Pavement Marking Plans. Alta will develop preliminary signing and pavement marking plans. Curb Alignment Plans. Alta will prepare separate curb alignment plans for any new median islands, geometric features, and sidewalk curb lines. Drainage and Grading Plans. Alta will prepare drainage and grading plans to show proposed gutter line grading for proper drainage. Sidewalk grading will be provided where grading differs from the typical sections. Demolition Plans. Alta will prepare demolition plans, as needed, to support the construction of the proposed improvements. Traffic Control Plans. Alta will prepare plans for temporary signals, construction signing, and temporary pavement markings to facilitate safe traffic operations during construction. TASK 3: BIDDING PHASE AND DESIGN SUPPORT DURING CONSTRUCTION 3.1 Bidding Phase and Construction Period Services Following completion of design, Alta will remain a resource to the City through the bidding and contract award process. Alta will attend a pre-bid meeting to answer bidder questions and prepare addenda through the letting period. Attend Pre-Bid Meeting.
