ON-CALL TRAFFIC ENGINEERING SERVICES | HAYWARD, CA AMG is currently assisting City of Hayward with the following services; Christopher Thnay is in an advisory role and providing QA/QC review of various deliverables. • Traffic Impact Studies (TIS): Preparing TIS guidelines for the City in accordance with the City’s latest General Plan update. • Grant Applications: Assisting the City with grant applications including TFCA, ATP, HSIP, Safe Routes to School, Section 130 etc. • Transportation Planning: Updating and reviewing City model on an as-needed basis. AMG staff responsibilities also include assisting the City in identifying critical issues with respect to planning documents and plans released from Alameda CTC and Caltrans. • Signal Timing/SCATS & Traffic Operations: AMG staff are acting as the liaison between Transcore and the City to resolve any issues with the signal timing system and preparing and/or reviewing traffic signal timing plans as needed with City’s ATMS.now. • General Engineering: Conducting safety analysis, including SWITRS analysis for the entire city to identify locations with high accident levels and conducting other day-to-day engineering tasks. LAMORINDA TRI-CITYWIDE TRAFFIC SIGNAL MODERNIZATION PROJECT | CITIES OF LAFAYETTE, ORINDA, AND TOWN OF MORAGA (LAMORINDA), CA AMG Team members planned and designed the Lamorinda Tri-Citywide Traffic Signal Modernization project to upgrade existing traffic signal systems in this region that are legacy systems and are outdated. The traffic signal systems lack fiber and/or 4G communication which makes traffic signal synchronization and coordination between traffics signals difficult. Currently, none of the corridors are capable of Signal Control and Prioritization (SCP) technologies to reduce delay and travel time for transit and promote transit use. Lamorinda has approximately 75 traffic signals and two routes of regional significance that provide connectivity to SR 24 and I-680 and span multiple jurisdictions. There are 17 traffic signals along the routes of regional significance. The other traffic signals are on arterials that provide access between the three cities and to the freeways. The traffic signal system deficiencies result in severe traffic congestion within the region, often resulting in spillover on the freeways since major arterials provide direct connectivity to freeways and state routes. There is also an increase in overall commuter travel times and delays, greenhouse gas emissions, fuel consumption and accidents. AMG Team members prepared the plan for acquiring necessary project elements including controllers, cabinets, switches, and modems, prepared the data plan, video detection, signal control prioritization (TSP & EVP), communications, city data access and workshops and training. The Team is providing systems engineering, design, signal synchronization and project management. The project included utilizing the StanCOG model to develop 2040 forecasts and determine traffic impact on future roadways, including intersection safety analysis and development of 30% conceptual plan line drawings. AMG evaluated the existing detection system and recommended upgrades and modifications for an adaptive signal system along Dublin Boulevard. AMG staff focused on ITS-based strategies to improve arterial operations. Conducted extensive data collection and analysis of performance measures such as travel time, vehicle hours traveled (VHT), vehicle miles traveled (VMT), minor street efficiency, smooth flow (or Purdue Coordination Diagrams), fuel consumption, and GHG emissions; and performed Benefit/cost (B/C) analysis AMG developed proposed signal coordination plans for weekday a.m., midday and p.m. peak periods for Dougherty Road, San Ramon Road, and Dublin Boulevard. The project included data collection, field review, collision analysis, development of Synchro models, development of recommended signal coordination plans and optimization, implementation, and fine-tuning of the timing plans, conducting of “Before” and “After” studies, and B/C analysis. Depending on your specific needs we have the flexibility to support certain tasks or take on the project or effort from the beginning to end. Our focus will be your team’s needs on the municipal transportation engineering sides. Our team will take the time and focus on your specific needs and the compliance environment unique to San Luis Obispo City government. That includes the City’s General Plan, any specific plans, mobility guidance and local standards and transportation related policies. Contra Costa Transportation Authority (CCTA) is leading a Countywide Smart Signals Project to upgrade traffic signal and communication systems at 328 intersections within Contra Costa County throughout the 19 cities/towns and unincorporated communities located along major arterial streets and roads designated as Routes of Regional Significance. Joy and his traffic engineers designed CCTA’s Countywide fiber master plan, prepared the inventory of all the signals on the routes of regional significance, as well as the conceptual plan for the upgrades. Implementation of the planned Intelligent Transportation System (ITS) elements will unify Contra Costa County’s signal technology and communication systems to optimize traffic flow. It will provide an interconnected Advanced Traffic Management System (ATMS) with the ability to monitor traffic conditions in real-time, safely, and efficiently manage incidents, and share information between agencies and the public. Citywide Advanced Traffic Management System (ATMS) Upgrade Project, Milpitas, CA (Project Manager). Joy supervised the upgrade of the City’s signal system to the state-of-the-art ATMS now system provided by Naztec. As a sub-consultant to Naztec, Joy prepared the design plans for the project, which the contractor was responsible to install. The City upgraded controllers citywide. Joy assisted in migrating the signal timing settings including signal priority and light rail preemption settings to the new controllers utilizing the ATMS.now user interface. The project included developing and updating the timing plans including TSP settings for all the signalized intersection within the City of Milpitas. Metropolitan Transportation Commission’s Program for Arterial Systems Synchronization (PASS) (Project Manager) Joy was responsible to synchronize traffic signal timing for 127 signals for various municipalities through MTC’s PASS program. The PASS project focuses on traffic signal timing upgrades for arterials that carry regional traffic, serve as transit corridors, traverse through multiple jurisdictions, and intersect freeway on ramps and off ramps. Coordination with Caltrans is a key element of this project. Cities included Alameda, Brentwood, Mountain View, Napa, Oakland, Petaluma, San Leandro, Windsor, Dublin, Foster City, Menlo Park, and Atherton. Additionally, work was completed for the Counties of Marin and Alameda County. State Route 4 Integrated Corridor Management (SR 4 ICM) Project, Contra Costa County, CA (Project Manager). Joy served as the Project Manager for the SR 4 ICM project. The primary goal of the SR-4 ICM project was to build a comprehensive multi-modal system for the SR-4 corridor to create a balanced, responsive, and equitable system that will monitor and control traffic to improve the overall safety and mobility of the corridor. To create a balance, stable, and reliable traffic flow throughout the corridor, agencies along the corridor, under the leadership of CCTA, have joined to address the congestion problem on SR-4 through implementation of ICM strategies along the corridor. The SR-4 ICM project integrates several innovative key operational strategies for the freeway, ramps, local arterials, and transit to mitigate congestion and to better manage the traffic flow throughout the corridor. Joy developed the Systems Engineering documentation for the project, including the Systems Engineering Management Plan (SEMP), Concepts of Operations, Systems Requirements, Analysis Modeling and Simulation Plan, and the Corridor-wide Implementation Plan. The project involved participation of all stakeholders including cities, counties, transit agencies, Caltrans, CHP, and BART. AMG’s work included the following: •Topographic survey and preparation of the AutoCAD base plan; •Civil detailed design for ADA curb ramp improvements as needed for the project intersections;Drainage design for the ADA curb ramp design and removal and addition of right turn lane; •Coordination with all utilities in accordance with Caltrans “Manual on High and Low Risk Underground Facility within Highway Rights of Way” to eliminate conflicts encountered during construction; •Level of service analysis for the intersection of Ramona Expressway and Evans Road using Synchro software to determine appropriate lane configuration and optimal signal timing for the traffic signals; •Roadway improvements including signing and striping modifications for Ethanac Road and Case Road, approximately 400 feet within the existing curb to curb width of the roadway; •Preparation of PS&E for the signal modifications; including safety lighting and accessible pedestrian signals; •Street light design; •Preparation of record drawings from City/Contractor redline as-builts at completion of construction; and •Final design plan set including traffic signal plans, signing/striping, and civil design details for ADA curb ramp construction.
