on this agenda.Although the Committee will not take action on items presented during the Public Comment Period,the Chair
may direct staff to place an item on a future agenda for discussion.Comments are limited to 3-minutes,per person.

Tree Removal Convenience Application to remove two (2)
Quercus agrifolia (Coast Live Oaks) located in the front yard at
2675 Johnson Street.

Tree Committee Focus of Review
Review the proposed tree removal request regarding its consistency
with the policies and standards set forth in the Tree Regulations (San
Luis Obispo Municipal Code Section 12.24.090(E)(3).
Make a recommendation to the Community Development Director.

Compensatory Planting
•The applicant is proposing to replant thirteen (13) Lyonothamnus
floribundus ssp. asplenifolius (Catalina Ironwood) as a hedge along the
wall to create sound barrier.

•G(1) Size of Tree : Two Quercus agrifolia with small and moderately-sized
canopies
•G(2-3) Location and Species: Trees are native and in the front yard
•G(4) Forestry Best Practice: Front yard could support more trees
•G(5) Right-of-Way Impact: Trees are not impacting the Public Right-of-Way
either by obstruction or displacement
•G(6) Compensatory Plantings: Landscaping plan exceeds required minimum
for replanting (13:2).
•G(7) Heritage Status: Not Heritage Trees.

Tree Committee Actions
Recommend findings of consistency with the Tree Regulations. An
action recommending approval of the application based on consistency
with the Tree Regulations (SLOMC Section 12.24) will be forwarded to the
Community Development Director for final action. This action may include
recommendations for revisions to the landscaping plan
Continue the project to a hearing date certain, or uncertain. An action
continuing the application should include direction to the applicant and staff
on pertinent issues.
Recommend findings of inconsistency with the Tree Regulations. An
action recommending denial of the application should include findings that
cite the basis for denial and should reference inconsistency with the
General Plan, Tree Regulations, or other policy documents.

AND THE FINANCIAL PLAN /BUDGET PROCESS

Background
Bi-annually the City adopts a budget and financial plan.
Advisory Bodies identify goals and major work programs
for the next two years.
City Council uses this information, along with public
comment and other input, to set community priorities and
to allocate resources to accomplish the identified Major
City Goals.

17A look-back on 2023-25 Financial Plan Objectives

Key Points
1.The Council is seeking advisory body input focused on the purview area of the advisory body and is also interested in input on other issues that are important to the community.
2.Advisory body input is highly valued by the Council and City staff .
3.Goals can include completing projects from a previous work program.
4.Identifying priorities implies recommending fewer rather than more goals to the Council.
5.Advisory bodies are encouraged to only recommend activities that can reasonably be accomplished during a two-year financial plan cycle.

Goal Setting: Current Goals 2023-2025
1.December 2, 2022: TC discussed the future of the Urban
Forestry Program for the 2023-2025 budget cycle.
2.January 2023: City Council held a study session on urban
forestry and reviewed the results of an organizational
assessment. As a result:
•A Community Forest Plan was completed.
•February 27, 2023: the plan was presented to the TC.
•February 2023: New positions were created in different city
departments in response to support urban forestry.

Goal Setting 2025-2027 Discussion
1.Update the Tree Regulations in the Municipal Code based on
an Ordinance Review, Advisory Body Case Study Report, and
recent California State Laws.
2.Implement the Community Forest Plan.
3.Advocate tree planting in public spaces.

Goal Setting Steps: 2025-2027
1.Determine if any goals and/or programs have not been
completed and should be carried forward;
2.Identify new goals or programs for possible inclusion in the
work program;
3.Prioritize the goals and programs; and
4.Identify activities which may require additional resources to
accomplish. This may include references to possible
community partnerships or outside funding sources.
