Consideration of the 2025-26 Community Development Block
Grant (CDBG) Funding Recommendations

Recommendation: Review funding recommendations for the 2025-26 Community
Development Block Grant Program and provide a recommendation to City Council for
final approval.

Advisory Body Role
Human Relations Commission (HRC) serves as the advisory body to Council and is responsible
for reviewing:
•Community Development Block Grants Program (Federally Administered)
•Diversity, Equity, and Inclusion High Impact Grants (Locally Administered)
•Human Services Grants (Locally Administered)

Community Development Block Grant (CDBG) Program
CDBG is administered by HUD
SLO County is considered an "Urban County"
•Incorporated cities are eligible to receive formula-based
annual grants
•Funding distributed is non-competitive
City funding decisions are supported by the County and
included in the annual Action Plan

•Public services (e.g., 40 Prado Homeless Services Center Operations)
•Property acquisition for affordable housing
•Assistance to non-profits for the benefit of low-income residents
•Public facilities that benefit low-income households

•Housing rehabilitation or construction

1.Provide emergency and transitional shelter, homelessness prevention and services.
2.Develop and enhance affordable housing for low- and very low-income persons.
3.Enhance economic development (to include seismic retrofit, economic stability,
low- and moderate-income jobs).
4.Promote accessibility and/or removal of architectural barriers for the disabled and
elderly.

Public Comment
Staff & Commissioner Updates
•Starting July 8, 2024, one (1) hour parking vouchers are provided to
Commissioners and meeting attendees. Please see staff to receive the
parking voucher.
•City Clerk sent an email to all of you regarding an Ethics Training. The
training was due October 10, 2024. A minimum 2-hour requirement must
be completed. Staying inactive for more than 4 minutes in the page will
only log those 4 minutes. Please follow up directly with the Clerk’s Office if
you have not completed this required training.
