Zoom participation will not be supported at this time. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings are held in-person. To provide public comment during the meeting, you must be present at the meeting location. Electronic Visual Aid Presentation. Staff: Parks and Recreation Director Greg Avakian Recreation Manager Meghan Tolley Administrative Analyst Lily Honer PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. None CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Commission of September 4, 2024 ACTION: Approval of the regular minutes Parks and Recreation Commission for September 7, 2024. CARRIED: 7:0:0:0 to approve the minutes for the regular meeting of September 7, 2024, as motioned by Vice Commissioner Howell and second by Commissioner Blair. AYES: Spector, Howell, Blair, Duperron, Kincaid, Murphy and Stowe. PRC Sub-Committee to Provide Presentation and Discussion on Level Of Service (LOS) Amenities Associated with the Parks & Recreation Blueprint for the Future (60 min) – Commissioner Blair and Duperron Commissioner Blair presented a recap of the project findings to date. • Outdoor amenities projections: ▪ Each year % of level service ▪ Defined level of service – number of amenities per people (i.e. 1 playground per 2,000 people) ▪ How far are we away from our target to what we currently have? • Negative means we are short • 0% is on target • +% we have more than what we have ▪ 68% projected then dropping off from there • Bigger question is what’s the future goal o Indoor facilities and park acres ▪ We are far short of our targets - Indoor ▪ Park acres – will grow slightly and then taper off unless more parks are created • Director Avakian spoke about national standards • Commissioner Kincaid – is population is static or growing? • Commissioner Blair – pickleball is growing now but will it be in 10 years? o We can’t build for the current growth. o Used 5% growth. Need to look at the court’s usage. o There are other facilities that are easier to predict. • Director Avakian – stated that has always been a conversation and can they be converted or multi use. Key is to know when to reassess. • Commissioner Blair – model is to be reused and recalculate in the future. • Commissioner Stowe – current years are accurate; the further out is less accurate. • Commissioner Blair –We only know what’s currently planned. Outdoor amenities sorted by LOS and Short on park acres and indoor facilities. • Chair Spector – appreciate this analysis and bottom line is clear that the work the commission is doing is good but need to address the shortfalls. • Commissioner Blair – Disc golf info provided by Commissioner Stowe ▪ Vice Chair Howell - Led a priorities discussion to divide 22 amenities into 1 of 5 tiers. • Director Avakian – listed current amenities and older ones that are carry overs from the past. Might have infrastructure though for the needs and wants. Present to leadership and then counsel. There is a lot of behind the scenes. Explanation of CIP. 3-4 months to provide the wish list. Make sure it fits the global sense to the masterplan • Chairman Spector – wants to cover in the October meeting to flush out and have more serious conversations. Set aside time in the next agenda. • Director Avakian – Tours are next topic. Margarita area plan – 12.5 for athletic fields and playground. Currently just a piece of property and acreage set aside for that. Director Avakian – it will have to be developed. Commissioner Kincaid – Righetti and new housing areas. Going to have to build new schools. Look to new developments • Director Avakian – said that there are no schools in those areas and current schools are trying to expand because new ones won’t be made. No properties identified for school sites. • Commissioner Kincaid – schools will be impacted? • Meghan Tolley – schools are in process of rezoning and maps are available considering and those impacted schools. 3. Review and Discuss Parks and Recreation Commission Facility and Park Tours (Avakian - 15 min) • Staff to present and discuss options for fall facility and park tours with Commissioners. • Identify and confirm tour locations and date/times o Dates/Times: ▪ Fridays from 8:30am to 12:30pm. October 11, 18 or 4th are options. o Locations: ▪ Swim Center and Sinsheimer Stadium ▪ Laguna Lake Park (dog park project and bike park) ▪ Laguna Lake Golf Course ▪ Potential Add Ons: Meadow or DeVaul park o Date selected – October 11th 8:30 am start and will pick the start location o Route: ▪ Swim Center & Stadium ▪ Laguna Lake Park ▪ Golf Course – lunch at 11:30/12 o Process – City Hybrid Van or drive yourself o Email to send out with updated information to coordinate (food/driving) 4. Receive Directors Report on Status of Current Park Projects: (Avakian - 30 min) • Director Avakian – monarch butterfly migration signs at mission plaza have been installed and are facing the creek. They are in both English and Spanish. • Laguna Lake Dog Park Revitalization – Start Date / Impacts were discussed. o Flyers posted today about construction start of Sept. 16th. Social media and website and provide information about alternative dog parks during the 100 days of construction. o Updated scope – grass, trees, planters, pea gravel, entrances, pour flatwork but shade in the future and footprint for next phase/fundraising. One tree removed but 30 will be planted. o KSBY, tribune, KBEC, broadcasting show came out today. • Chair Spector – what is the area outside of the grass? • Director Avakian – bark chips that dogs can still run on. Parking stays the same. o Working with Friends of Dog Park & Pacific Beach High School shop class. Friends are funding the materials for the class. o Outreach to SLO Rotary and they came to council to support the project. Looking to do more fundraising and service days. o North Broad Street Park – Completion of successful project. • remove filler dirt from the garden plots. Taking reservations o Cornhole was wrong distance and corrected. o On hold for lighting • Director Avakian – o Mitchell Park State Park Beautification Grant project is almost done. ▪ A Senior center member luncheon funded by the Parks and Recreation Department was held. ▪ Waiting for shade structure. Bocci ball court used powder not crushed, which will be removed and turned into DG. Kacy has a workshop for the seniors on how to play Bocci. New check out system for items/renters. o Cheng Park Beautification – Rededication Ceremony Timeline ▪ Still waiting on interpretive signs and dedication plaque ▪ Will be a rededication party – no timeline yet o Laguna Lake Bike Park: Phase 1 – Next Steps ▪ More costs for bike park jump. Specific volunteers that have already helped. Jump lines and adult style (like BMX) o Emerson Park Grant Beautification and Righetti Ranch Community Park ▪ Emerson Park - No updates – still getting revisions with shopping list to bring to Commission. Might need to be phased. o Righetti –Timeline may be as soon as January for an RFP for bid. • Chair Spector – staff will present a list of items with costs included to make decisions in advance of the meeting. • Director Avakian –Receive Department Updates (Staff - 30 min) o Aquatics – swim center closed for maintenance for 2 weeks. Extremely successful revenues. o Golf – continued to have successful months. Announced new Recreation Coordinator for Golf Division, Alex Hamilton. New fees begin October 1st. o Facilities – Fields offline for renovations beginning next week. Website needs to be updated. Special events upcoming. • Community Services, Public Art, Senior Programs, Youth Services, Volunteer Program - Meghan Tolley o Public Art – ▪ 10 new box art installations around town. ▪ Garden Street alley – lots of moving parts. 13 private property owners with SLOMA and the artist ▪ Call for artists at the Elks Club and on Higuera on the wall which will be a vinyl wrap by Tri County artists. ▪ Chorro underpass – fence installed, muralist in the next couple months ▪ Box art – second round jury in October for 10 rewraps of downtown core boxes. Minutes Parks and Recreation Commission September 4, 2024 6 | P a g e ▪ Shift at Froom – San Luis ranch ▪ Community wall – commissioned by city to make moveable wall for each event. o Senior Programs – ▪ Luncheon ▪ Bocce ball clinic ▪ Around the town with SLOMA and Public Art Coordinator. At museum and walk around. Highest turnout of all events this year. ▪ Rec coordinator bringing in senior yoga classes (senior program/contract class) ▪ Director Spector – how does this work? Hired an instructor? ▪ Meghan Tolley – registration through ActiveNet. City offers and hires contract class instructors, and the community signs up ▪ Commissioner Kincaid – when does it start? ▪ Meghan Tolley – Tuesday. o Other programs ▪ North Broad Street – garden plots ▪ September Scramble & Youth basketball registration is now open o Volunteer – ▪ Photographer took the pictures of Monday meetup and other events ▪ Recycle Right ▪ Upcoming: Sept. Scramble, Arbor Day, Adopt-a-pathway (NEW), downtown beautification, looking for untapped community groups from the PRC commission o Youth Services – ▪ Staff: 45 active staff ▪ Cal Poly – more staff. Open a couple more classroom. Serving more kids (more than ever, which already doing) ▪ Coordinator interviews ▪ Numbers of enrollees. ▪ Opportunity to show school sites outside of the tour • Chair Spector – great report, neighborhood pop-ups came from the group and revitalize neighbor hood parks. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS • Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: (Commissioner Blair) No report. b. Active Transportation Committee: (Vice Chair Howell) No meeting, no report. c. Youth Sports Association: (Commissioner Stowe) No update. d. Jack House: (Commissioner Kincaid) Garden railroad on 9/16. Second Sunday in October – mourning event with close collaboration with history center. First three Sundays in December for Christmas. Impact for 6 months to roof repair and any wood will have to be remanufactured. Will close the entire property. Likely late summer/spring Chair Spector – October meeting of 10/2: Can tour be in place of meeting and is also on a Jewish holiday. Postpone or cancel? Commissioner Kincaid – made a motion to move the meeting to October 11. Vice Chair Howell – seconded the motion. Director Avakian – confirmed October 11 as the date for the tour which will be the October special meeting.
