RESOLUTION NO. 11530 (2024 SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AUTHORIZING USE OF POLICE IMPACT
FEES AND CAPITAL OUTLAY FUND TO SUPPORT 1106 WALNUT
TENANT IMPROVEMENTS, SPECIFICATION NUMBER 2000577-04,
AND 1106 WALNUT FENCING PROJECT, SPECIFICATION NO.
2000577-02
WHEREAS, in November of 2022, the City Council authorized staff to engage in
real property negotiations; and
WHEREAS, in May of 2023, City Council authorized the purchase of the 1106
Walnut property and appropriated funds to include the costs of the tenant improvement
and site security fencing projects and staff to initiate project planning and design; and
WHEREAS, in April of 2018, the City Council adopted Resolution Number 10879,
amending and establishing a Police Impact Fee, which identified construction of a new
police headquarters as an intended use of the fee revenue; and
WHEREAS, in July of 2024, the City Council approved the 2023-25 Financial Plan
Capital Improvement program, which identified the need for a Public Safety Center
Replacement with a total budget amount of $350,000; and
WHEREAS, to provide funding to support the total construction contract for the
Project, staff is recommending the City Council appropriate $396,914.41 from Police
Impact Fees as the tenant improvements are consistent with the purpose identified in the
2018 nexus study; and
WHEREAS, to provide funding to support the total construction contract for the
Project, staff is recommending the City Council approve the transfer of $232,000 from the
Police Station Replacement account (2000522-03).
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:

SECTION 1. The City Council authorizes appropriating $396,914.41 from the
Police Impact Fees (517.9101.472); and approves the transfer of $232,000 in Police
Station Replacement, in Capital Outlay Fund to the 1106 Walnut TI Project.
Upon motion of Council Member Shoresman, seconded by Council Member Marx,
and on the following roll call vote:
AYES: Council Member Francis, Marx, Shoresman, Vice Mayor Pease, and
Mayor Stewart
NOES: None
ABSENT: None
