Dear City Council,
Thank you for having dedicated staff willing to tackle this hard issue. The detailed report written by the
City Attorney and the analysis presented is excellent. As a near-lifelong resident of SLO, and an advocate
of our underrepresented communities, I believe districts would not have the intended impact and do not
necessarily help our underserved and marginalized polulations have a voice in government and decision-
making processes (the very purpose of the California Voting Rights Act) for a city of our size. Due to the
nature of our City's housing and development, including schools and labor force needs - San Luis Obispo
retains a balance of populations throughout its communities, which means underrepresented voters
would remain marginalized in voting districts.
I urge you to please maintain our open system which better meets the intended purpose of the law for
which the Act was created - by allowing voters to choose on behalf of the entire community to better
amplify the voices of all populations, and better ensure addeessing the needs of the underrepresented.
