Councilmembers,
I am writing regarding the council's consideration of the change of development application and general plan
amendment related to Dalidio Way.
I am a homeowner in the San Luis Ranch community. The City of San Luis Obispo and California generally
are desperate for more housing and I support changing the planned use of the vacant parcel from commercial
to mixed commercial and residential. However, there will be significant impact on the community both in terms
of services and traffic safety that I would urge your board to consider.
The use of roundabouts throughout the development is already a danger. Less than 50% of the time when I
attempt to use the crosswalk at San Luis Ranch and from Road to the cars coming through the neighborhood
as a shortcut slow down or stop at the crosswalk. They also do not treat the roundabout in the legally
sanctioned manner of yielding to traffic already in it. Less than 10% of the time when I attempt to enter the
roundabout from San Luis Ranch does a car coming in from the From Ranch direction slow down sufficiently
that if I am already in the intersection I will not be hit. Folks on Froom Road treat that street like a through road
with no traffic control from their side. There is never any police presence to enforce the rules of the
roundabout. The design is so narrow that even when attempting to properly use the roundabout, it is extremely
difficult to tell whether someone intends to turn or go straight insufficient time to make a decision. It is a poorly
designed intersection type for an area that will continue to be high traffic and become only more highly used if
plan changes are approved.
One of my neighbors was nearly run down in a crosswalk by not one but two cars in a row in that intersection
this week alone. It will only get worse as folks start enjoying the San Luis Ranch Market development portion
more regularly.
Even if you do not take the community's word for it, consider the fact that an individual driving on Froom Ranch
at too high a speed, as everyone passing through does, failed to complete the roundabout and smashed into a
power box, knocking out power to our entire neighborhood for a full 24 hours. Pedestrians on the sidewalk or in
the crosswalk would have been killed had they've been present. The crossing is now as dangerous as South
Street or Broad Street in terms of the speed of traffic relative to driver's respect for pedestrians. The City
should address it now while the development is on its docket instead of waiting for someone to be killed, as it
did on South and Broad.
It is critical that if the City intends to increase traffic and residents in the neighborhood, the roundabouts on San
Luis Ranch Road be replaced with traffic lights. A walkable community is worthless if poor traffic management
decisions put pedestrians at risk. It undermines the entire purpose of the design of the community.

Moreover, while it is great that the park in the center of San Luis Ranch is open to the public, there are
significant impacts on parking. I would urge the board to consider requiring additional recreational facilities to
be included in the design of the new parcel, and specifically uses that are allowable by the hundreds of
residence in San Luis Ranch who do not have access to clubhouse or pool facilities in the already constructed
townhome and condo condominium area. The traffic and mingling of residents and the public using park and
trail facilities are a benefit to the community. The shared enjoyment should run both directions so that the
houses being impacted by additional denser residential uses along our fence lines can similarly be involved
and avail ourselves of amenities to which we are currently not given access by the community design.
Thank you for your consideration and we hope that you give due weights to the safety of the residence of this
community in meeting our regional housing goals.
