on this agenda.Although the Committee will not take action on items presented during the Public Comment Period,the Chair
may direct staff to place an item on a future agenda for discussion.Comments are limited to 3-minutes,per person.

Background
Bi-annually the City adopts a budget and financial plan.
Advisory Bodies identify goals and major work programs
for the next two years.
City Council uses this information, along with public
comment and other input, to set community priorities and
to allocate resources to accomplish the identified Major
City Goals.

Key Points
1.The Council is seeking advisory body input focused on the purview area of the advisory body and is also interested in input on other issues that are important to the community.
2.Advisory body input is highly valued by the Council and City staff .
3.Goals can include completing projects from a previous work program.
4.Identifying priorities implies recommending fewer rather than more goals to the Council.
5.Advisory bodies are encouraged to only recommend activities that can reasonably be accomplished during a two-year financial plan cycle.

Goal Setting: Current Goals 2023-2025
1.December 2, 2022: TC discussed the future of the Urban
Forestry Program for the 2023-2025 budget cycle.
2.January 2023: City Council held a study session on urban
forestry and reviewed the results of an organizational
assessment. As a result:
•A Community Forest Plan was completed.
•February 27, 2023: the plan was presented to the TC.
•February 2023: New positions were created in different city
departments in response to support urban forestry.

Goal Setting 2025-2027 Discussion
1.Update the Tree Regulations in the Municipal Code based on
an Ordinance Review, Advisory Body Case Study Report, and
recent California State Laws.
2.Implement the Community Forest Plan.
3.Advocate for tree planting in public spaces.

Goal Setting Steps: 2025-2027
1.Prioritize the goals and programs, based on the Tree
Committee’s goals, community needs and input,
opportunities, or special or urgent conditions;
2.Select the goals and programs that can reasonably be
accomplished in the two-year budget period and can
reasonably be accomplished with limited financial and staff
resources
