Dear council,
My name is Jessica Goswick, I am a resident of San Luis Obispo writing in support of the
amendments proposed for San Luis Ranch Lot 7 (12/10/2024 agenda - Item 6c). The city has identified
housing as a top priority, and these additional residential units will take a much needed step towards
increasing housing supply. I encourage you to provide direction to process the applications as staff
has recommended.
Below are my thoughts on the specifics of the plan and other questions posed by staff:
Financial - I want to underscore that the overall project is still calculated as a net financial
positive to the city, even if projected revenue is less than previously anticipated. I also understand
that the revenue gap needs to be reduced, and encourage exploring alternatives that will
provide additional revenue to the city. I am curious if the financial analysis takes into account the
additional sales tax revenue that would result from these new residents shopping at adjacent
businesses along Madonna and Los Osos Valley Road. While this may be difficult to calculate, it
seems that additional shoppers in close proximity to these existing businesses would increase
sales tax revenue for the city and may help offset the loss of potential revenue due to the land use
change.
Commercial area - I disagree with the statement that this is prime commercial land. The
proposed development is directly next to lots of commercial land use, and some of these spaces
have been empty in recent years. Rather than adding more of the same, we should look to other
beloved neighborhoods in our city like downtown, North Chorro, and upper Monterey where a mix
of residential and commercial allow residents easy access to the services they need.
Site design - I appreciate the amount of green space available on the site. However, I encourage
you to ask the applicant to reconfigure the site plan design to provide higher quality, better
connected, usable green space that is not cut up by parking lots and drive aisles. Moving the
parking to the exterior of the site rather than the interior could help with this, as well as providing
some pedestrian connections through parking where necessary.
Now is our chance to demonstrate the city's dedication to housing, please move forward with these
applications and get us one step closer to our housing goals.
