Dear Mayor and Council Members,
I am writing to express my strong opposition to agenda item 6.C regarding the initiation of a general plan
amendment to modify the development plan agreement for Lot 7 in the San Luis Ranch Development.
The proposed modification, seemingly focused on meeting affordable housing goals, raises serious concerns
for existing residents and neglects the impact on those who have already invested in the development. As
currently drafted, the proposed amendment would significantly disrupt quality of life, rather than provide
benefits. This amendment will only exacerbate the two glaring issues residents are already facing which
include Parking and Safety. One of the most pressing issues is the significant impact this proposal would have
on parking. Parking has already become a challenge for residents due to the insufficient spaces provided for
the Loft and Condo complex off of Madonna Road as well as the SLO Market Place. As a homeowner, I
witness firsthand the daily impact of parking congestion caused by individuals who do not reside in my
neighborhood, but frequently park on my street. The proposed changes would exacerbate this issue further,
making it even more difficult for homeowners and their visitors to find adequate parking in an already crowded
area. As there is no system or parking permit process in place, the neighborhood is consistently burdened.
An immediate safety concern that underscores the lack of planning in the San Luis Ranch Development is the
design of the roundabouts along Froom Ranch Road and at the entrance to the Marketplace. From personal
experience, my family and I have narrowly avoided being hit while crossing the street or rear-ended while
properly yielding to pedestrians and vehicles. The current congestion and safety hazards at these locations are
already significant, and adding hundreds of additional housing units, a hotel, and freeway interchange, it will
only exacerbate these issues. I urge the City Council to address these concerns promptly rather than waiting
for a tragedy to force action. The safety of our community should be a priority in any further planning or
development.
In addition, there is a need for mixed-use commercial businesses to serve the dense multi-generational
population in this area. With the current lack of amenities, many residents are left without easy access to
essential services and daily conveniences. Further residential development, without proper commercial
infrastructure, would only add to the strain on an already overburdened community.
I would hope that before considering such a drastic amendment, the City Council would first address the issues
already created by the development's lack of planning, particularly regarding parking and commercial
infrastructure, as well as safety mitigation measures. By addressing these foundational issues, the city could
then approach future development with a more thoughtful and balanced plan that benefits both current
residents and future ones.

addressing the existing challenges within the San Luis Ranch Development first.
