Dear Council Members:
I am a resident of 1839 Homestead Place, 93405 writing in support of an initiation of an amendment to the
development plan for San Luis Ranch Lot 7 on Dalidio Drive. Given the amount of time that has passed since the
last approval in 2020, I think it’s important to revisit the best use of lot 7. I would like to share three observations.
The first is driven by commercial availability adjacent to San Luis Ranch Lot 7. With a very brief walking survey,
combined with a simple online search, I found that there are 5 spaces available for rent of 31 spaces at the
\[i\]\[ii\]
Madonna Plaza Shopping Center and 10 spaces available for rent of 25 spaces at SLO Promenade. I am no
expert on commercial vacancy; I don’t know what an acceptable rate of vacancy is, but 15 of 56 vacancies in very
close proximity to San Luis Ranch Lot 7 seems high. That is only a 71% occupancy. There are also 2 spaces

available for rent a little further away at Laguna Village Shopping Center.
The second observation has to do with the state of retail in general. The City Council is aware that retail continues
to be tough. The city has, for the past five years, provided incentives to shop locally in order to keep downtown a
\[iv\]
rich and lively place and our local retail businesses supported. My family and I have participated in this for the
last two years since we moved here. I like this incentive. I like the idea of supporting our local and downtown
retailers. Maybe the two, the development of San Luis Ranch Lot 7 and the buy local initiative are not in conflict,
but they seem to be.
And finally, I don’t think it is a secret that we need more housing. If the city infrastructure can handle more
housing, I think we are doing ourselves a disservice by not considering more housing for San Luis Ranch Lot 7.
To conclude, I would like to see our current retail vacancy drop, a continued effort to support the existing local and
downtown retail, and an invigorated effort to help alleviate the local and statewide need for more housing before
the city considers agreeing to more commercial/retail space in San Luis Ranch Lot 7.
