CALL TO ORDER A Regular Meeting of the San Luis Obispo Planning Commission was called to order on November 13, 2024 at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Cooley. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - SEPTEMBER 25, 2024 PLANNING COMMISSION MINUTES Motion By Vice Chair Houghton Second By Commissioner Tolle To approve the Planning Commission Minutes of September 25, 2024. Ayes (6): Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Commissioner Tolle, Vice Chair Houghton, and Chair Cooley Absent (1): Commissioner Flores CARRIED (6 to 0) 2 4. PUBLIC HEARING 4.a 280 CALIFORNIA BLVD. (USE-0625-2024) RE-REVIEW OF AN EXISTING CONDITIONAL USE PERMIT FOR A FRATERNITY Vice Chair Houghton and Commissioner Kahn provided ex parte disclosures and announced that they visited the site, but did not speak with any residents. Associate Planner Hannah Hanh presented the staff report and responded to Commission inquiries. Adam Wechsler, President of the Alpha Epsilon Pi Fraternity, provided a brief overview of fraternity activities and responded to questions raised. Chair Cooley opened the Public Hearing Public Comment: Chaim Hilel Kathie Walker --End of Public Comment-- Chair Cooley closed Public Comment Motion By Commissioner Munoz-Morris Second By Commissioner Jorgensen Adopt the Draft Resolution to modify the Conditional Use Permit, based on updated required findings and subject to revised conditions of approval, with the corrected typo in Condition #13 of the Resolution, shown below. The project is categorically exempt from environmental review under Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines. "A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN LUIS OBISPO APPROVING MODIFICATIONS TO AN EXISTING CONDITIONAL USE PERMIT TO ALLOW THE CONTINUATION OF THE FRATERNITY AT 280 CALIFORNIA BOULEVARD. THE PROJECT IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER SECTION 15301 (EXISTING FACILITIES) OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED NOVEMBER 13, 2024 (USE- 0625-2024)" 3 Condition #13: Within 60 days of the re-review hearing with the Planning Commission on November 13, 2024, the fraternity shall install a minimum of 19 bicycle spaces (one bed space for each resident) and contact the City for a follow-up inspection to verify that all required bicycle spaces have been installed. Ayes (4): Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, and Chair Cooley Noes (2): Commissioner Tolle, and Vice Chair Houghton Absent (1): Commissioner Flores CARRIED (4 to 2) 5. COMMENT AND DISCUSSION 5.a 2025-2027 PLANNING COMMISSION GOAL-SETTING Deputy Community Development Director Tyler Corey led the discussion on identifying Planning Commission goals and work programs for the 2025-27 Financial Plan. Chair Cooley opened Public Comment Public Comment: Kathie Walker --End of Public Comment-- Chair Cooley closed Public Comment Motion By Commissioner Munoz-Morris Second By Commissioner Kahn To provide the following initial feedback to staff but continue development of the 2025-2027 Planning Commission goals and work programs to a date certain, the December 11, 2024 Planning Commission meeting, for further discussion and refinement. 1. Housing: Increase Affordable and Workforce Housing Supply o Consider updating this goal to prioritize projects that develop tiny homes and other shelters for homeless individuals. Reaffirm the City's commitment to partnering with the County of San Luis Obispo to continue to address the needs of homeless individuals in our community. o Consider removing state mandated language related to educational materials for Accessory Dwelling Units. 4 2. Sustainability: Reduce GHG Emissions by Reducing VMT and Improving Residential Energy Efficiency o Consider combining this Goal with Goal 3 and remove state mandated language. 3. Multi-Modal Circulation: Improve Walkability and Transit o Prioritize updating the Mid-Higuera Enhancement Plan. 4. Livability o Consider updating this goal to include Cal Poly. As the university expands enrollment, more on-campus housing for students and faculty will be needed; leverage this partnership to encourage Cal Poly to build on-campus fraternity and sorority houses to alleviate the current conflicts with fraternities and sororities in residential neighborhoods. Ayes (6): Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Commissioner Tolle, Vice Chair Houghton, and Chair Cooley Absent (1): Commissioner Flores CARRIED (6 to 0) 5.b STAFF UPDATES AND AGENDA FORECAST Deputy Community Development Director Tyler Corey provided the following update of upcoming projects: • The November 27, 2024 meeting will be cancelled due to the Thanksgiving Holiday. • Tentatively scheduled for the December 11, 2024 meeting, is review of an affordable housing project located at 466 Dana Street (ARCH-0329-2022) known as "Waterman Village" and rehabilitation of the historic Rosa Butron Adobe. The Commission will also continue discussing the 2025-27 PC goals and work programs. • The December 25, 2024 meeting will be cancelled due to the Christmas Holiday. • Tentatively scheduled for the January 22, 2025 meeting, is an update on the Rotating Overnight Safe Parking Program, which will include review of 6 different sites that have agreed to host the program and the conditions for use for each unique site. 5 • Tentatively scheduled for the February 12, 2025 meeting, is review of an Ordinance to amend the Zoning Regulation to address recent changes in housing State law. 6. ADJOURNMENT The meeting was adjourned at 7:49 p.m. The next Regular Meeting of the Planning Commission is scheduled for December 11, 2024 at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
