Motion By Commissioner Munoz-Morris
Second By Commissioner Kahn
To provide the following initial feedback to staff but continue development
of the 2025-2027 Planning Commission goals and work programs to a
date certain, the December 11, 2024 Planning Commission meeting, for
further discussion and refinement.
1. Housing: Increase Affordable and Workforce Housing Supply
o Consider updating this goal to prioritize projects that develop
tiny homes and other shelters for homeless individuals. Reaffirm
the City's commitment to partnering with the County of San Luis
Obispo to continue to address the needs of homeless
individuals in our community.
o Consider removing state mandated language related to
educational materials for Accessory Dwelling Units.
4
2. Sustainability: Reduce GHG Emissions by Reducing VMT and
Improving Residential Energy Efficiency
o Consider combining this Goal with Goal 3 and remove state
mandated language.
3. Multi-Modal Circulation: Improve Walkability and Transit
o Prioritize updating the Mid-Higuera Enhancement Plan.
4. Livability
o Consider updating this goal to include Cal Poly. As the
university expands enrollment, more on-campus housing for
students and faculty will be needed; leverage this partnership to
encourage Cal Poly to build on-campus fraternity and sorority
houses to alleviate the current conflicts with fraternities and
sororities in residential neighborhoods.
