Zoom participation will not be supported at this time. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings are held in-person. To provide public comment during the meeting, you must be present at the meeting location. Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire to utilize electronic visual aids to supplement their oral presentation must provide display-ready material to the City Clerk by 12:00 p.m. on the day of the meeting. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. None CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Commission of September 4, 2024 Action: APPROVAL OF THE REGULAR MEETING MINUTES OF THE PARKS AND RECREATION COMMISSION FOR SEPTEMBER 4, 2024. CARRIED: 6:0:0:1 to approve the minutes for the regular meeting AYES: Spector, Blair, Duperron, Kincaid, Murphy, Stowe NOES: None ABSTAIN: None ABSENT: Howell MINUTES - Parks and Recreation Commission November 6, 2024 3 | P a g e CONSENT ITEMS NA BUSINESS ITEMS 2. Review of Parks and Recreation Commission Parks and Facility Tour from October 11, 2024 (Avakian – 20 min) a. Staff to present overview of the parks and facility locations that were toured: i. Each Commissioner provided input on their observations during the tour. ii. SLO Swim Center and Sinsheimer Stadium. Commission expressed positive support for additional swim center funding, the great staff and excellent programming to serve the community. Special kudos given to Aquatics Coordinator Shawn Tucker. Director Avakian shared ideas on possible future upgrades for the Swim Center and Sinsheimer Stadium. All concurred that the stadium is in dire need of improvements and a definition is needed on those future improvements. These are highly used facilities for SLO residents. Question raised on whether a local funding drive with private investors or donors could be mounted to assist with immediate needs. Suggestion on using the stadium all year round to pull in additional funds. All facilities should be multi-functional so they can be used more often. The stadium is a hub of multiple activities in one location: Playground, Baseball and Aquatics. iii. Laguna Lake Park: Bike Park and Dog Park Project. The Commission requested more information from the master plan to understand the policy is for multiple uses of the land. Many groups use the park for various types of recreation. The area has tremendous potential for many uses while keeping an “open space” feel. Suggestion was made to create a plan for boating and waterfront activities. Dog park is looking great. Keeping the Open Space feel of the park is important. Director Avakian communicated that there is a master plan from 1983 for Laguna Lake Park. The park is a combination of Open Space and City Park in this location, having both active and passive spaces. iv. Laguna Lake Golf Course. Kudos given to the Golf staff for their vision and ideas on future use of the course. Commissioners were glad to see the course renovations and improvements. Recognition for the amazing job done by golf staff with little funding. Suggestion was made for additional uses of the course with the PRC assistance in advocating for new usage ideas and funding. A PRC suggestion was made for repurposing the entire land and facility. Director Avakian clarified that this piece of property was turned over to MINUTES - Parks and Recreation Commission November 6, 2024 4 | P a g e the city and the course is used by many local organizations and schools for a variety of activities and tournaments. Commissioner Spector asked for a report from staff on how many people (unique users each month) pay for using the course. 3. PRC Sub-Committee on Level of Service (LOS) Amenities: Discuss and Review Amenity Prioritization Associated with the Parks & Recreation Blueprint for the Future (60 min) – Commissioner Blair and Duperron a. Review and discuss the initial future amenity prioritization exercise from September 4, 2024, PRC meeting with commissioners. b. PRC to identify, recommend and prioritize their top (1-2) facilities for staff to potentially submit into the City’s Capital Improvement Plan (CIP) planning process future funding, design and construction. Commissioners provided input as follows: i. Murphy – Swim Center ii. Kinkaid – Swim Center iii. Spector - Community Center (LCC)/an indoor recreational facility. iv. Blair - Community Center (LCC) v. Duperron - Community Center (LCC) vi. Stowe - Community Center (LCC) and additional park acreage for future use. vii. Director Avakian – Proposed a discussion on concepts for a “true” community center. Would be a community hub with many multi-purpose rooms. Discussion on the comparison between the expansion of the aquatics center vs. a new community center. Both projects could be part of a future CIP plan. viii. Staff follow up to take ideas and create project requests for 5-year CIP planning for both swim center expansion and community center 4. Receive Directors Report: (Avakian - 15 min) Updates provided. a. Laguna Lake Dog Park Revitalization b. Laguna Lake Bike Park: Phase 2 progress c. Divisional Update (Meghan Tolley) – Community Services, Public Art (Box Art installations), Senior Programs, Youth Services, Volunteer Program b. Divisional Update (Director Avakian) - Aquatics, Golf, Facilities SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS 6. Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: (Commissioner Blair) – no update. b. Active Transportation Committee: (Vice Chair Howell) – no update. Jack House: (Commissioner Kincaid) – The October Sunday events were popular. November and December updates were provided. The house will be decorated for Christmas on December 1,8 and 15 for tours. The Jack House now has five new volunteers thanks to Kiersten and the volunteer program. Communication: The December 4, 2024, PRC meeting will be moved to December 11, 2024.
