Region Wide Reduced / Fare Free Pilot Program
Background
•The SLOCOG Board previously (April 6, 2022) approved the $300K set-aside of multiple
cycles of LCTOP* funding towards the Region-wide Fare Subsidy Pilot Program.
*LCTOP = Operating and capital assistance for transit agencies to reduce GHG emissions
and improve mobility, with a priority on serving disadvantaged communities.
•Originally, the pilot program was supposed to launch in FY26/27, however, the program
was added to the scope of the Five Cities Multimodal Transportation Network
Enhancement Project (i.e. Pismo Congestion Relief) US 101 SB1 Solutions that was
awarded funding.
•Now implementation is in FY 25/26
5.a SLO Transit Update
slotransit.org
Comment and Discussion
Region Wide Reduced / Fare Free Pilot Program
Updates since Committee’s November 2024 Meeting
November 25 - SLOCOG and transit agencies met with FTA Region 9 staff to discuss fare free
program and impacts to ADA paratransit services.
•FTA confirmed that paratransit services would also need to be fare free during program
period.
•As an alternative, SLOCOG proposed offering pre-paid cards to riders that can be used to
pay fares.
December 3 – SLOCOG decided to pull staff report requesting approval to submit Uplift Grant
and refocus program on Southbound Highway 101 project impacts as originally intended.
•SLO Transit will not qualify to participate in the program since program’s focus is outside
our service area. RTA will continue to work with SLOCOG on program details
