Zoom participation will not be supported. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline ma not be processed until the following day. COMMENT AND DISCUSSION 5.a SLO TRANSIT UPDATE Mobility Services Business Manager Alex Fuchs provided updates on the following:  SLOCOG's Ride Fare Free Pilot Program which focuses on reducing emissions by encouraging use of public transportation after approving grant funding towards a Region-wide Fare Subsidy Pilot Program. (Attachment D)  Downtown Access Pass Program and the associated marketing events promoting the relaunch.  Route 6 Express re-activation.  Holiday Trolley Service. 6. COMMENT AND DISCUSSION 3.a 2025-27 MASS TRANSPORTATION COMMITTEE GOAL SETTING AND THE FINANCIAL PLAN PROCESS The MTC recommended goals and tasks for the upcoming FY25-27 Financial Plan based on the draft Short-Range Transit Plan update and Transit Innovations Study. Motion By Chair Figueroa Second By Member Hershberger Page 9 of 10 2 Committee recommends to Council, for the 2025-27 budget cycle, to focus on all of the "High Impact to Ridership" recommendations found in the recently approved SLO Transit Innovation Study, with the exce ption of Micro Transit (which may be a focus for future budget cycles). In addition, we recommend focusing on the following recommendations from the same study: Expand the Downtown Access Program, and Install Lighting, Shelters and Bike Parking at Bus Stops. Consent WP1: Overview of Transit Services WP2: Goals, Objectives, and Standards WP3: Service and System Evaluation WP4: Service Alternatives Analysis WP5: Operating Budget and Financial Projections WP6: Marketing Plans and Goals WP7: Capital Improvement Plans WP8: Joint Coordination Analysis 4.a Short-Range Transit Plan slotransit.org Business Items COMPLETED 4.a Short-Range Transit Plan slotransit.org Comments from Council Study Session •Supports increased service on the 4A/B with an interest in increasing service on all ‘A’ routes •Include analysis of a new route connecting Broad and Higuera along Tank Farm (see map on right) •Include analysis of service to the new Avila Ranch area •Not supportive of realigning routes 1 and 3 if that means an elimination of services •Supportive of funding mid-life rebuilds of existing buses to extend their useful life •Include year-round service beginning FY2026 in advance of Cal Poly’s shift to semester system Business Items 4.a Short-Range Transit Plan slotransit.org Business Items Preliminary Service Recommendations FY 2025-26 • Reinstate services to pre-pandemic levels • Increase Routes 4A/B service frequency • Revise Routes 2A/B to serve San Luis Ranch and reduce headways to 45-minutes FY 2026-27 • Provide academic service year-round • Operate B Routes on weekends FY 2027-28 • New direct route to serve Avila Ranch development • Microtransit pilot program to supplement evening service Preliminary Pass and Fare Recommendations Fares •Maintain existing fare and pass rates (i.e. $1.50/ride and $0.75/ride for discounted riders) Passes •Eliminate 5-Day and 7-Day passes Programs •Expand the Downtown Access Pass (DAP) program area to include areas south and east of downtown (see map on right) 4.a Short-Range Transit Plan Feb. 4, 2025Council Study Session to Review Draft Plan March 2025 Adoption of Final Plan June 3, 2025Adoption of 2025-27 Financial Plan Fall/Winter 2025Begin Implementation of Service Changes 4.a Short-Range Transit Plan Next Steps in the Process Staff Recommendation: The Mass Transportation Committee recommend the inclusion of specific service changes in the final Short-Range Transit Plan update. 4.a Short-Range Transit Plan 5.a SLO Transit Update Comment and Discussion slotransit.org 6 Express Continuation Average Fall Ridership: 275 riders Winter/Spring Dates: January 9 through June 5 (Aligns with Cal Poly’s academic calendar) Staff will continue to monitor ridership and may make minor schedule adjustments for next academic year 5.a SLO Transit Update slotransit.org Comment and Discussion Region Wide Reduced / Fare Free Pilot Program Background •The SLOCOG Board previously (April 6, 2022) approved the $300K set-aside of multiple cycles of LCTOP* funding towards the Region-wide Fare Subsidy Pilot Program. *LCTOP = Operating and capital assistance for transit agencies to reduce GHG emissions and improve mobility, with a priority on serving disadvantaged communities. •Originally, the pilot program was supposed to launch in FY26/27, however, the program was added to the scope of the Five Cities Multimodal Transportation Network Enhancement Project (i.e. Pismo Congestion Relief) US 101 SB1 Solutions that was awarded funding. •Now implementation is in FY 25/26 5.a SLO Transit Update slotransit.org Comment and Discussion Region Wide Reduced / Fare Free Pilot Program Updates since Committee’s November 2024 Meeting November 25 - SLOCOG and transit agencies met with FTA Region 9 staff to discuss fare free program and impacts to ADA paratransit services. •FTA confirmed that paratransit services would also need to be fare free during program period. •As an alternative, SLOCOG proposed offering pre-paid cards to riders that can be used to pay fares. December 3 – SLOCOG decided to pull staff report requesting approval to submit Uplift Grant and refocus program on Southbound Highway 101 project impacts as originally intended. •SLO Transit will not qualify to participate in the program since program’s focus is outside our service area.
