Dear Planning Commissioners, I am writing to ask you to take careful consideration in your decision to approve the proposed location at 317 Foothill Blvd for the Rotating Safe Parking Pilot Program. Our neighborhood is the most residential of all of the proposed locations and is not the best choice for a program of this nature to thrive. Sadly, this program, despite its noble intentions, most likely will amplify the problem it is trying to diminish. The parking on Foothill Blvd is already a challenge for residents of the street. It is a valid concern of my neighbors and myself that people that are not enrolled in the program will be turned away and spill out into the surrounding neighborhood. We sincerely hope for the success of the Safe Parking Program, but not at the cost of any resident's safety or privacy. If a safe and quiet refuge is what the program participants are seeking, then Foothill Blvd might not be the best location, at least on weekends. The constant flow of foot traffic and all the noise and shenanigans that goes along with that, might be disturbing to the program participants as well as drunk college students will most likely be using the porta potties at the site. The city's grand jury previously identified several issues with past implementations of the Safe Parking Program in the area, ultimately leading to their discontinuation. In view of these previous failures, it seems counterproductive and potentially harmful to pilot this program in such a residential environment, It would be better suited at a more commercial location, where the program and its new guidelines and restrictions actually have a chance to succeed before it is rolled out to more residential neighborhoods. For the overall success of the program I ask you to choose a more appropriate site to test out this new program. Thank you for your time and consideration.
