SUBJECT: AUTHORIZE THE FIRE DEPARTMENT TO APPLY FOR FEMA
ASSISTANCE TO FIREFIGHTER GRANT
RECOMMENDATION
1. Authorize the Fire Department’s previous application for funding under the Federal
Emergency Management Act (FEMA) Assistance to Firefighter Grant (AFG) Program
in the amount of $2,200,000 to purchase a replacement tiller-ladder fire truck; and
2. Authorize the City Manager, or their designee, to execute the grant documents and
approve the budget changes necessary to appropriate the grant amount upon
notification that the grant has been awarded.
POLICY CONTEXT
The recommended actions are consistent with the City of San Luis Obispo’s Financial
Management Manual, Section 740 - Grant Management Policy. The policy states that
Council will approve all grant applications in excess of $5,000 and delegate receipt and
contract execution to the City Manager.
On May 17, 2022, Council approved a Purchasing Policy Update to the Financial
Management Manual that required Council Approval for purchases that cost over
$200,000.
DISCUSSION
State, federal, and non-profit grants are occasionally offered to assist local governments
with the financial impacts associated with daily operations and/or mandated programs.
The Fire Department actively seeks out these opportunities to enhance the effectiveness
of the Department while increasing fiscal sustainability for the City. A recent grant
opportunity was identified, which is in line with these goals and addresses a current need
for the City: the FEMA Fiscal Year (FY) 2024 AFG program1. The FY 2024 grant
applications opened in November 2024 and closed December 20, 2024. Due to the very
short time frame within which a grant application needed to be prepared and submitted,

Council authority for the application was not able to be obtained prior to the application
deadline. However, to preserve the City’s ability to apply and potentially receive funds
through this program, the Fire Department submitted an application and is now seeking
confirmation from Council that the application should be pursued. If not approved, the
application will be withdrawn.
The Federal AFG Program is one of three grant programs that constitute the Department
of Homeland Security (DHS) and FEMA’s focus on enhancing the safety of the public and
firefighters with respect to fire and fire-related hazards. The AFG Program accomplishes
this goal by providing direct financial assistance to eligible fire departments for critical
training and equipment. The AFG Program represents one part of a comprehensive set
of measures authorized by Congress and implemented by DHS.
The objectives of the AFG program are to provide critically needed resources that equip
and train emergency personnel to recognized standards, enhance operational
efficiencies, foster interoperability, and support commu nity resilience. Since Fiscal Year
2018, the AFG program has awarded funding to purchase more than 800 fire
apparatuses.
Truck 1 was purchased in 2010 and is the City’s only tiller-ladder truck. This truck has
the tightest turning radius in the Fire Department’s fleet, giving it the ability to maneuver
the City’s narrow, congested streets where other, shorter, straight frame apparatus are
not able. The 100-foot ladder has the ability to reach the tallest buildings around the City
and on the nearby University campus that ground ladders cannot. Additionally, being a
larger apparatus, a tiller truck has greater storage capacity for carrying gear, equipment,
and ladders. This critical feature allows the Fire Department to bring more equipment than
could otherwise be carried on a smaller apparatus.
At the time of purchase, Truck 1 was responding to far fewer calls and was intended to
operate for 20 years. In 2023 the truck responded to 2,080 calls , a 40% increase from
2010. The unforeseen increase in use has caused the truck to age more rapidly than
anticipated, especially in the drive train. The truck is spending increasing hours out of
service undergoing needed repairs. The department has been approved funding for the
truck to undergo a drivetrain refurbishment by the end of FY2025. This is intended to
reduce the repair costs and downtime while ensuring it is operational through the
scheduled 2029 replacement date.
Firetrucks are custom built and historically had a lead time of 18-24 months from the date
of order to delivery. In recent years the delivery date has extended to 48 months. If the
department is awarded this grant, the order for the new truck will be placed immediately,
but delivery will remain on the current replacement schedule with delivery in 2029.
The proposed AFG program application seeks up to $1 million in funding for a
replacement heavy-duty, tractor-drawn, 107-foot Aerial Apparatus.

Previous Council or Advisory Body Action
On October 20, 2009, the City Council approved the sole source acquisition of a Pierce
Tillered Aerial Quint and authorized the Mayor to enter into a purchase agreement with
Pierce Manufacturing in the amount of $1,014,181.46.
On August 15, 2023, the City Council authorized the fire department to apply for an AFG
Program to send two firefighters to paramedic school and authorized the City Manager,
or designee, to execute the grant documents and approve the budget changes necessary
upon notification that the grant had been awarded.
Public Engagement
This item is on the agenda for the February 4, 2025 City Council meeting and will follow
all required postings and notifications. The public will have an opportunity to comment on
this item at or before the meeting.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in
this report, because the action does not constitute a “Project” under CEQA Guidelines
Sec. 15378. If the work associated with the grant funding requires environmental review,
staff will not proceed with the project until a review has been completed.

The purchase price of the new truck is $2,200,000. The FEMA grant awards are
determined by population size. For the City of San Luis Obispo, the maximum grant award
is capped at $1,000,000. The match required from the City is $1,200,000 for the balance
of the truck costs. The budget for the truck replacement is on the Capital Improvement
Project Fleet Replacement Schedule for FY2029. The fire apparatus vendor’s lead time
from date of order to delivery is currently four years. The vendor has assured staff th at to

place an order, funds are not necessary and will be due upon delivery, allowing the
funding to remain in FY2029. Staff spoke with FEMA regarding the long lead time and
were advised extension requests were common for vehicle acquisitions while awaitin g
delivery and are generally granted on this basis.
All other costs associated with the maintenance and operations of the truck are currently
in the Fire Department’s budget.
ALTERNATIVES
Council could direct staff to withdraw the AFG program application. This is not
recommended as fire service grant opportunities are limited and the grant funds would
only serve to enhance the City’s safety and resilience while increasing fiscal sustainability
for the City.

The City of San Luis Obispo resides in the County
of San Luis Obispo with a population of
approximately 270,000 people covering 4,000
square miles. The City of SLO, however, has a
daytime population nearing 100,000 during
working hours and special events. At various
times in the year, nearly 30% of the County’s
population can be present within the City Limits.
This density of population within a relatively
sparsely populated County means that mutual aid
resources are as thin, leaving the City of SLO to
depend on internal resources which can be
quickly overwhelmed in the event of a major fire.
Across the County there are fewer than 40 engine
companies and only 4 aerial apparatus; only the
City of SLO staffs its truck company 24/7. San
Luis Obispo also has a Municipal Code codified
Urban Reserve Line which severely restricts the
outward expansion of the City. Yet, the City has
over 1,000 residential units slated to house
occupants in the next five years. This restrictive
physical outward growth of the City limits,
coupled with the continued population growth of
the community means that ALL new construction
is multi-story, driving the significant need for
reliable and effective aerial apparatus. The City of
SLO is the County seat and also a major hub
commercial, government and industrial
companies due to its location relative to major
infrastructure in the County. The lone State
highway, railroad and only commercial airport
reside in SLO. Along with investment in critical
infrastructure such as high-speed internet
connectivity, a major university in California
Polytechnic University (Cal Poly), and numerous
multimodal transportation options, SLO has

created hub for industrial, commercial, tourism
and education investment. All of the commercial
and residential properties require continued
preparation and response capabilities to ensure a
high level of proficiency, and aerial apparatus are
essential to SLO FD’s deployment and response.
The SLOFD protects various educational facilities
including 12 schools, two high schools and Cal
Poly. Also within San Luis Obispo are numerous
residential day care facilities, nursing homes,
senior living facilities, two hospitals and health-
care centers. The department protects
apartments, multi-story hotels, court buildings
and the four-story San Luis County Government
Center. Downtown has many multi-story
buildings, including the six story Anderson Hotel,
which is now low-income housing. SLOFD is the
primary responding agency to California
Polytechnic State University. Cal Poly has a
student population over 20,000, with nearly 10,000
living on campus in dormitory buildings ranging
from three to five stories high. Construction is
currently underway on nine eight-and-nine story
buildings bringing 4000 more beds to the campus.

Describe your financial need and how consistent it is
with the intent of the AFG Program. Include details
describing your organization's financial distress such
as summarizing budget constraints, unsuccessful
attempts to secure other funding, and proving the
financial distress is out of your control.
The City is facing a number of current and future
fiscal impacts that hinder important spending for
fire safety that stretch back to pension impacts
from the Great Recession, recovery from more
recent winter storm damage, increased costs
from inflation and declines in revenue all while
facing population growth that will soon require an
additional station in the City. The City of San Luis
Obispo is currently in the recovery process from
a Presidentially Declared Disaster created by
severe 2023 winter storms. The storms had a
significant effect on all city services and fiscal
impact from the storms is estimated at
$48,000,000 severely impacting future spending.
The Fire Department’s budget is nearly 35 percent
higher than the department’s budget in fiscal year
2008-2009; this is without any inflation
adjustments. If adjusting to inflation, the
department’s current budget is 7.8 percent lower
that the budget in 2008-09. The Department’s
emergency response non-staffing budget was
reduced, decreasing monies for items such as
training, rescue equipment, hose, safety supplies,
medical supplies, personal protective equipment,
training and investments in fire apparatus. The
department has had to delay the replacement of
the Type VI engine due to budget constraints.
Other City Departments and programs are
similarly positioned. The need far outweighs the
available resources. In addition to the City’s
recovery from the January 2023 storms, the
State’s Public Employee Pension Fund
(CALPERS) took a substantial hit during the Great
Recession which created an unfunded pension
liability crisis. To navigate through the crisis,
CALPERS reduced its anticipated rate of return
on investments and subsequently increased the
employer contributions to the fund. While some
agencies are beginning to see their contributions
decrease the City of San Luis Obispo will
continue to pay an elevated amount for the
foreseeable future which further impacts the
City’s budget for critical services. Prior to the
CALPERS unfunded pension liability crisis, the
Fire Department was not sufficiently funded to
meet training demands, replace critical life safety
equipment, including personal protective
equipment, medical equipment, and radios
communications equipment. The storm recovery

has further hampered the department’s ability to
fund critical training and capital investment in
fleet replacement. The City’s main revenue source
is sales tax. Recently the City forecast anticipates
expenses out pacing revenue by late 2025 as the
current growth rates are at near zero. The City
has experienced negative impacts from higher
interest rates. Development activity and the
associated fee revenues have observed a
slowdown as it is highly sensitive to borrowing
costs. The higher interest rates are weighing on
sales tax earned from rate sensitive purchases
like new cars and building materials. These
slowdowns will force cuts across all departments,
further reducing the ability to purchase necessary
equipment. Additionally, call volumes have
increased over the last 10 years during the life of
the current aerial apparatus, such that existing
aerial apparatus has responded to over 1,500
calls each of the last 10 years, severely reducing
its life span. Escalating repair costs continue to
strain capital reserves intended to fund fleet
replacement such as the existing aerial
apparatus, purchased in 2010. The City growth
through annexation and development has created
the need for a fifth fire station on the south side of
the City where new residences lie outside the four
minute response time. The City entered
development agreement in 2011 that requires a
new station by fall of 2026. This station will
require the purchase of another type I, front line
apparatus in the near future. The combination of
this new need plus the failing tiller is more than
the City budget can sustain.

upon the request of the grant applicant, the FEMA
Administrator may grant an Economic Hardship

Currently we have two active grants, EMW-2023-FP-00320 to purchase Personal Protection Equipment
to use while investigation fire causation and EMW-2022-FG-08062 to train Emergency Medical
Technicians to the Paramedic level. This is not listed under the percentage of declared operating
budget above because the grant related training is not built within the operating budget but incurs
unbudgeted costs that are reimbursed through the AFG project.

increase in call volume. In 2023 the department
responded to a total of 7,428 calls, which was in
increase of 27% from 2018. The city has recently
annexed new areas that are actively being
developed, increasing the call volume and
response area. A significant portion of the calls
are related to transient population EMS calls. The
transient population continues to grow
throughout the State of California, and San Luis
Obispo is no exception. The department has

firefighter to provide non-emergent care by
responding to mental and behavioral health
challenges, addiction, and homelessness. Since
2015, the City has added 2,000 residential units
with another 3,000 residential units planned over
the next 10 years. With constrained physical
growth of the city limits, all building construction
is vertical, some reaching maximum heights of 75’
from street to roof lines for non-high rise rated
construction. GIS analysis of the San Luis Obispo
urban landscape reveals that over 1,000
buildings, of all use types, are 3 or more stories
tall. All new construction in the City is multi-story
and most require the use of aerial apparatus to
access roofs. Availability of reliable aerial
apparatus is critical to the safety of the
community and firefighters in SLO.

San Luis Obispo City Fire Department is a career
fire department 49 suppression personnel plus 6
non-safety prevention staff and 4 fire stations that
protect a city of some 13.2 square miles in an
area that has 4,000 acres of designated open
space with 53 miles of trails that make up a green
belt with dense vegetation and heavy fuels that
surround the City as well as a number of
structural challenges. These include an increase
in building heights, old un-reinforced masonry
buildings (fifth oldest community in California),
and an ever-increasing construction of
commercial, retail, and residential mixed use
buildings. We currently protect a population of
approximately 49,000 people; however peak-time,
business-day population in the City is routinely
more than 100,000 as we are the County
government operations center and business
center. The City is a popular year-round tourist
destination with over 1,400,000 visitors annually
and has a seasonal increase in population of
approximately 20,000 during the academic school
year. Our department also provides fire and
emergency medical services (EMS) protection for
California Polytechnic State University at San
Luis Obispo (Cal Poly), which sits adjacent to the
city limits but adds over 22,000 students and staff
to our service population, including 8,435 on-
campus student residents. Like the rest of
California, the number of unhoused people has
grown in San Luis Obispo. There is a large
population of unhoused residents living within
the forested creek that runs through the City. In
the absence of adequate shelter, individuals
experiencing homelessness often resort to
makeshift fires for warmth inadvertently
increasing the risk of wildfires from being
improperly managed. Accidental wildfire ignitions
near the built environment presents a significant
risk to both life and property. With many miles of

vegetated creek ways in the City, fires that start in
encampments, quickly spread from vegetation to
structures. The community of San Luis Obispo is
highly engaged in setting priorities for the City of
San Luis Obispo. One priority frequently stressed
is fiscal sustainability as a major city goal which
requires the fire department to operate on limited
budgets. Another priority continues to be the
preservation and use of open space, which
requires the fire department to have the ability to
serve community members who encounter
emergency situations in remote locations and
prepare for and battle wildland fires in the urban
interface. The City and Cal Poly are surrounded
by high fire area heavy with dry, vegetation fuels.
The city is at risk of a wind driven wildfire
breaching the city’s border and creating
devastating damage. We provide all-hazards
emergency response to the City and Cal Poly
including response to: all out-of-hospital medical
emergencies, structure fires, wildland fires,
hazardous material releases, technical rescues,
structural collapse, active shooters, and all
natural or human caused disasters. The City of
San Luis Obispo is the largest community
neighboring the Diablo Canyon Nuclear Power
Plant (NPP) and is located inside the emergency
planning and evacuation zone for the NPP. The
department provides mutual aid to the nuclear
power plant emergencies. San Luis Obispo is
geographically isolated from the mutual aid
resources of metropolitan areas such as Los
Angeles and San Jose by at least three hours.
Sustained self-reliance is vital to our all-hazards
mission in the community and region.
