Subject: Determination of Application Completeness
ARCH-0129-2024 and SBDV-0130-2024 (3745 Sueldo St) including a request for
Major Design Review and Lot Merger to facilitate construction of a 115,358 square
foot self-storage facility with manager’s unit in the Service Commercial zone within
the Airport Area Specific Plan (C-S-SP)
Dear Ms. McGeever:
Thank you for the June 6, 2024 resubmittal of the Major Design Review and Lot Merger
applications to facilitate construction of a 115,358 square foot self-storage facility with manager’s
unit in the Service Commercial zone within the Airport Area Specific Plan (C-S-SP). We have
reviewed your application and found it to be complete for processing. We will also begin an
evaluation of the proposed project’s consistency with applicable State and City regulations and
conduct a more detailed analysis of its environmental impacts as necessary. Plan review comments
are included below for items in the submitted plans that are inconsistent with code requirements.
These Fire Department comments will need to be resolved through the entitlement process.
We will immediately begin review of your project to determine whether it is subject to
environmental review under the California Environmental Quality Act (CEQA). Please review the
description carefully. If you believe the project description is incorrect or does not include components
that you intend to include as part of the project, please contact us immediately. We reserve the right to
request additional information to clarify any changes or additions that are made to the project
description in response to this letter, as our completeness determination is based upon the material

provided with your application. Please note that as project review and the environmental assessment
continues, staff may be requesting additional information.
Based on the required process steps for this project, we expect to schedule the project hearing before
the Architectural Review Commission and the Planning Commission. The tentative hearing date
depends upon the course of case processing. Any delays in environmental review or required plan
revisions may cause the tentative hearing date to shift. If we determine that the length of processing or
hearing date will change, we will advise you accordingly. Please be aware that substantial revisions to
submitted information may affect the estimate of time, cost and level of review for your project.
Fire Department – Remaining review comments
1. Fire sprinkler riser rooms required for each building with direct exterior access. All fire
protection equipment and building utilities, including gas shut-off valves and electrical
service disconnect, shall be located in a single area to allow use by the fire department
without having to transit through a structure. In new construction, equipment shall be
located within an interior room having an exterior access door or in an exterior enclosure
attached to the building, specifically, for the purpose of, housing such equipment.
Exterior enclosures shall meet the aesthetic requirements of the Planning Department.
Second review: Fire risers are proposed exterior to the building, inconsistent with
design standards.
2. Fire water does not pass through water meters and private underground piping systems
shall be a minimum of 6 inches where serving fire hydrants and sized to supply both the
fire-sprinkler system and the fire-flow required for the structure. Show minimum
dimensions of backflow and underground fire lines. Second review: Fire water and
water meter routing shall be revised for code consistency.
3. Note: Location sits outside 4-minute fire emergency response area and additional fire
safety measures may be required. Until a permanent facility is developed that enables the
City to achieve its response time objectives, new development in the Airport Area may be
required to finance other improvements that will contribute to alleviating current
deficiencies, as identified in the San Luis Obispo Fire Department Master Plan (2009).
This policy will be implemented on a case-by-case basis through conditions of approval
when project specific fire and life safety impacts are identified. Second review: Further
discussion needed regarding conditions of approval.

Transportation Division – Public Works Department
The following comments are provided in relation to conditions of approval. No changes to plans
required for Transportation Division items:
1. Avoid Conflict with Planned Class I Ped/Bike Path on Eastern Property Boundary:

a. As noted during the pre-application review The City’s adopted Active
Transportation Plan identifies extension of a Class I bikeway (shared-use path)
along the east side of project’s property. The approved VTTM for the original
250 Tank Farm subdivision identified the alignment and proposed combined
sewer/trail easement, but ultimately this easement was recorded as a sewer
easement only. City is requesting that this easement be modified as a combined
sewer and bicycle/pedestrian trail easement with approval of this development
project. This is noted on the architectural plans, but shown as a 20’ easement,
where the existing sewer easement is 25’. Please correct/confirm easement width.
Comment for reference only, but is provided for advance notice of a planned
COA for the development to correct the easement. Review #2: Approved for
completeness review. Note that condition of approval will be recommended
requiring dedication of this easement prior to building permit issuance. Note
that staff’s preference will be to have bicycle/pedestrian trail easement width
match width of sewer easement to provide additional flexibility for future
design of sewer main and trail facilities. Condition of approval will be
drafted as such, but please feel free to contact transportation staff
(lschwartz@slocity.org) if you need to discuss any concerns with this
approach.
b. The grading plans on sheet C2 & C3 show a proposed stormwater swale within
Site Section “C” that would encroach into the sewer/trail easement described
above. Please revise drainage design strategy to avoid any work that would
conflict with this easement and/or the constructability of the future sewer main
extension and shared-use path. Review #2: Approved for completeness review.
Note that condition of approval will be proposed to update final civil plans
for grading/on-site improvements to denote “future pedestrian/bicycle trail
easement” at appropriate width as noted in above comment. Current plans
note “Future 10’ trail easement” which is not correct.
