SUBJECT: ITEM 6A – LEAD BY EXAMPLE 2025-29 WORK PROGRAM
Staff received the following questions, regarding the Lead by Example 2025-29 Work
program. The questions are below with staff’s response shown in italics:
1) Is there an estimate for the cost to opt-up to Central Coast Community
Energy (3CE) Prime to receive 100% renewable energy?
Based on 2023-24 electricity usage, 3CE estimates that the cost to opt-up to 3C-
Prime relative to 3C-Choice for all City accounts is approximately $65,000 per
year, with $40,000 for the Utilities Department Enterprise Funds and $25,000 for
all other funds. Estimates are not currently available for facilities that were
previously not served by 3CE because they were in the unincorporated county
(e.g., the Water Treatment Plant). In both cases, 3CE Choice and 3C Prime
provide electricity generation rates that are lower than PG&E’s generation rates.
2) Has the City ever provided commuter bicycle education for City employees?
Yes, the City has partnered with Bike SLO County to provide City employees with
their bicycle education training courses as well as short “Lunch and Learn”
opportunities on a periodic basis. The City will continue to work with them to
continue this education and coordinate it with promotional efforts such as the
employee TRIP program and incentives provided by SLO Rideshare including their
Commute Club.
3) Does the City provide a guaranteed ride home program?
The City itself does not operate a guaranteed ride home program, but partners with
SLO Rideshare to provide all City employees with such a program through their
Commute Club incentive program. Their Guaranteed Ride Home is available up to
six times per year for anyone actively participating in the Commuter Club program
and reimburses eligible rides up to $100 for use of a taxi or other ride hailing
program such as Uber or Lyft.

4) Do the Water and Wastewater sector emissions include Cal Poly’s share of
service demand or is the accounting split?
The Water and Wastewater sector estimates account for the emissions related to
biogas generated as the result of wastewater treatment including Cal Poly’s share
of service. The estimates account for all biogas and do not attribute the emissions
to any particular wastewater source.
5) Will the Financial Plan recommendations include LBE plan funding as a
single line item or will each Action sector or item presented in the plan have
an associated cost?
The 2025-27 Financial Plan will include information about each Capital
Improvement Project proposed for funding. Lead by Example projects will be
identified as such and a short narrative section will be added that summarizes the
entirety of the proposed Lead by Example projects. Projects not recommended for
funding in the 2025-27 Financial Plan will be identified in the 10 year Capital
Improvement Plan included as a part of the financial plan materials.
