CITY OF SAN Li32S.GBISpo ADOPTING BUDGET AND APPROVING
MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF
GAS TAX ALLOCATION FOR MAJOR CITY STREETS.-
WHEREAS, a memorandum of agreement has been presented
to be entered into with-the State of California in accord-
ance with a project statement submitted by the City of
Dan Luie Obispo for expenditure;.o_f the_ gas tax al-
location to cities for the fiscal.year 1954 , and
WHEREAS,,the city council 'has, -heard read said agree-
ment in full and.is familiar with the contents thereof;
THEREFORE, be it resolved by the city- council,of the
City of Gan Luis Obispo that said projeez statement
be and it is hereby adopted as the budget of proposed ex-
penditures of the gas tax allocation to cities, and said
agreement be and the same is hereby approved and the mayor
and the city clerk are directed to sign the same on behalf
of said City, said agreement to be binding upon the City
upon its execution by the authorized officials of the State.

A RESOLUTION DECLARING THE RESULTS
OF THE ELECTION HELD ON APRIL 6, 1953•
WHEREAS an Election was held in the City of San Luis
Obispo on the 6th day of April, 1953, which election was duly
held and conducted in the manner provided by the- Charter of the
City of San Luis Obispo; and as provided by law.
AND WHEREAS, within two days after such election, to wit,
on the 8th day of April, 1953, the City Council met as a canvassing
board and duly canvassed the returns of the votes cast at each of
the precincts of said election.
AND WHEREAS, on April 8th; 1953, the City Council duly
met and counted and canvassed all absentee ballots.
AND WHEREAS, a statement of the results of said election
has been duly entered by the City Clerk in.the minutes and records
of the City Council,
NOW THEREFORE BE IT RESOLVED.. by the City Council of the
City of San Luis Obispo, as follows:
1. That the whole number of votes cast in said election
within the City of San Luis Obispo was 3695
2. That.-the whole number of votes cast at said election
outside of said City, by voting on school directors only, was 170
3• That the names of the persons voted for, the office
for which each person was voted for, the number of votes given at
each precinct to each person, and the total number of votes given to
each person is shown by the tabulation of votes attached hereto and
made a part of this Resolution
4'. That FRED H. LUCKSINGER, the candidate having received
the highest number of votes cast at said. election for the office of
Mayor, is hereby declared.elected to such office for the term pre-
scribed by the City Charter.

5. That RICHARD E. GRAGG and KENNETH W. JONES, the two
candidates having received the highest number of votes cast at said
election for the office-of City Councilman, are and each of them is, .
hereby declared elected to such office for the term prescribed by
the City Charter.
6. That CARL G. BECK and BANNING GARRETV,the two candi-
dates having received the highest number of votes cast at said elec-
tion for the office of School Directors, are and each of them is,
hereby declared elected to such office for the term prescribed by
the City Charter.
7. The City Clerk is hereby directed to sign and deliver

FROM THE STATE OF CALIFORNIA FOR THE COST OF PREPARING PLANS FOR
THE CONSTRUCTION OF A BRANCH FIREHOUSE
1. TPTi "REAS, the State of.California under Chapter 47, Statutes of 19442
4th Extra Session_) has appropriated funds for allotment by the Director of Finance
to provide financial assistance to Local Agencies defined therein as counties,cities,
or cities and counties for the purpose of defraying not to exceed one -half of the
cost of preparing engineering field surveys,engineering or architectural designs
and working and detailed drairings and specifications (hereinafter called "Plans "j
required for post: -;ar public works projects described as "specific projects" in
said Act; and
2. I.IHEREAS, the City of San Luis Obispo, hereinafter designated as "Local
Agency" desires to apply to the Director of Finance and/or the State Allocation
Board, as the case may be, for an allotment of the State's share of the estimated
cost of preparing the completed plans hereinafter mentioned and there has been
prepared and presented to this Legislative Body for consideration an application
for such rurpose; and
3. I,: TYMEAS, Local Agency has provided, or will make available upon approval
of the aforemnentioned application, sufficient funds to prepare the completed plans
herein mentioned;
4. N0:7 THEI=ORE, BE IT RESOLVED, that Local Agency submit the aforesaid
application -to the Director of Finance and /or the State Allocation Board, as the
case may be, requesting allotment of Six Hundred Five and
23 /100 Dollars ($- 605.23 ) being not more than one -half the cost . of preparing
said completed plans, or for such-amount as may be approved by the Director of Finance
and /or the State Allocation Board, (said allotment to be used for the purpose of
defraying the cost of preparing said completed plans required) for a specific project
to be undertaken by local agency and described as a Branch Firehouse.
5. BE IT FURTHER RESOLVED, that the estimated cost of preparing such plan is
OnelThousand Two Hundred Ten and 100 Dollars
and that Local Agency has made provision for paying one -half or more of the cost of
preparing such plans;
b. BE IT FURTHER RESOLVED, that for the purposes of this application, Fred H.
Lucksinger, Mayor- Elect, City Hail, San Luis Obispo, California, be and he hereby is
designated as the authorized agent of Local Agency and is herebyaauthorized and
directed to sign the above mentioned application on behalf of the Local Agency and
submit the same to the Director and /or State Allocation Board together with a
certified statement of the estimated cost of preparing such plans and such other
information as may be required; and said authorized agent is further authorized and
directed as the representative of Local Agency to conduct all negotiations and conclude
all arrangements, including submission to the Director of Finance of applications for
reimbursement, which may be necessary to secure reimbursement for the State's share of
the expenditures made in preparing said completed plans.

A RESOLUTION OF THE CITY OF SAN LUIS OBISPO REQUESTING ALLOCATION FROM THE STATE OF
CALIFORNIA FOR THE CONSTRUCTION OF WATER FACILITIES - FOOTHILL BLVD. WATERLINE
IMPROVEMENT PROJECT NO. 1352
1. WHEREAS, the State of California, under Chapter 20, Statutes of 1946. (First
Extra Session), as amended, has appropriated funds for allotment to provide for.financial
assistance to.Local Agencies defined therein as counties, cities and counties, or cities,
so that they may engage in a large public works construction program in order to prevent
and alleviate unemployment; and
20 TMREAS, the City of San Luis Obispo hereinafter designated "Local Agency°
desires to apply for an allotment of State aid for the construction of -a public works
project under said Act; and
30 VEMREAS, an application to the State Director of Finance for such an allotment
has been prepared and presented to this Legislative Body for consideration; and
4, V7HIREAS, Local Agency has made provisions for paying that portion of the cost
of the project not requested as an allotment from the State;
5. NOW THEFOM BE IT RESOLVED, that Local Agency submit the aforesaid
application for State aid for construction of a public works project to the Director of
Finance, requesting an allotment of Twelve thousand five hundred fifty nine and 70/100
Dollars ($12$59.70) or an allotment.of such amount as may be allotted by the State
Allocation Board;'
6. BE IT FURTHER RESOLVED, that Local Agency hereby certifies that the total
estimate of cost to.be paid for the construction of Foothill Blvd. Waterline Improvement
Project #4352 for which Local Agency is making application under said Act is Twenty five
Thousand.one hundred nineteen and 391100 Dollars ($25,119.39); and
79 BE IT FURTHER RESOLVED, that Local Agency hereby requests the State to pay the
State's share of the total actual cost of construction of the project for which Local
Agency is making application for aid;
80 BE IT FURTHER RESOLVED, that for the purpose of this request Fred H.
Lucksinger, Mayor - Elect, 990 Palm Street, San Luis Obispo, California., be, and he hereby
is, designated as the authorized agent of Local Agency, and is hereby authorized and
directed to sign the herein mentioned application of Local Agency and to submit the same
to the State.Director of Finance together with a certified statement of the total
estimated cost to be paid for construction of the project herein mentioned and such other
information as may be required; and said authorized agent is further authorized and
directed as representative of Local Agency to conduct all negotiations and conclude all
arrangements, with either the State Allocation Board or the Director of Finance, including
requests for payment of the State's share of the cost of the.constraction of the

a) The £ollo-.ring rules shall govern step increases for all employees hired
hereafter and for employees listed under section 3 (b) below.

2. The r3cond step is an incentive adjustment to encourage an eLVloyee
to improve his work. Employees may be advanced to the second step follovi k the

A RESOLUTION SETTING UP CITY CLERK'S PETTY CASH ACCOUNT AND CITY COLLECTORIS REVOLVING
ACCOUNT
BE IT RESOLVED by the City Council of the City of San Luis Obispo as follows:
1. That a petty cash account of $100.00 be authorized, to be handled by
the City Clerk. Disbursements are to be made from this account only after presentation
of proper proof that expenditures have been made and signature of approval indicated
by the department head. Such account is to be subject to audit at any time and shall
be replenished at least once each month by issuance of a warrant with charges
distributed to each department which has drawn on the account.
2. That a revolving account in the amount of $300.00 be authorized to be
handled by the City Collector. The City Collector shall open a separate bank account
and shall write checks against this account to cover returned checks. When such
checks become payable the Collector shall then replenish such bank account. This
account shall be subject to audit any time and at all times shall contain $300.00
or a combination of money and bad checks totaling $300.00.

A RESOLUTION DECLARING A CERTAIN PORTION
OF MARSH STREET TO BE AND CONSTITUTE
NO.PARKING ZONE
WHEREAS, pursuant'to the provisions of Section 4.4
of Ordinance No. 122(New Series) of the City of San Luis Obispo,
entitled: "An Ordinance Regulating Traffic Upon and the Parking
of Vehicles on-the Public Streets of the City of San Luis
Obispo ", as amended, the City Council of the City of San Luis
Obispo is authorized by to establish by Resolution any street
or a portion of any street within the City of San Luis Obispo
to be and constitute a NO PARKING ZONE; and
WHEREAS, said City Council is desirous of establishing
a certain portion of Marsh Street to'be and constitute a NO
PARKING ZONE;
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of San Luis Obispo that the easterly side of Marsh Street
from Santa Rosa Street to a point 170 feet south of the inter-
section with said Santa Rosa Street be and the same are hereby
declared to be NO PARKING ZONES.
BE IT FURTHER RESOLVED, that the Chief of Police Is
hereby authorized and directed to suitably indicate these
regulations as provided in said Section 4.4 of said ordinance.
