CLOSED SESSION (4:30 - 5:30 PM) 1.a CALL TO ORDER Mayor Erica A. Stewart called the Closed Session Meeting of the San Luis Obispo City Council to order at 4:34 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo with all members present. 1.b PUBLIC COMMENT FOR CLOSED SESSION ITEMS ONLY Public Comments: None ---End of Public Comment--- 1.c CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Action: City Attorney Christine Dietrick indicated that there was no reportable action taken on this item. 1.d ADJOURNMENT Closed Session adjourned at 5:35 p.m. The City Council held a Regular Meeting on January 14, 2025 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. 2. CALL TO ORDER A Regular Meeting of the San Luis Obispo City Council was called to order on January 14, 2025 at 5:40 p.m. in the Council Chambers, 990 Palm Street, San Luis Obispo, by Mayor Stewart. 2 3. PLEDGE OF ALLEGIANCE Council Member Mike Boswell led the Council in the Pledge of Allegiance. 4. PRESENTATIONS 4.a NATIONAL MENTORSHIP MONTH PROCLAMATION Mayor Stewart presented a proclamation declaring January as "National Mentorship Month" to Carole Florence on behalf of Big Brothers Big Sisters of SLO County. 4.b INTRODUCTION - ECONOMIC DEVELOPMENT AND TOURISM MANAGER LAURA FIEDLER Deputy City Manager Greg Hermann introduced Laura Fiedler, Economic Development and Tourism Manager. 4.c CITY MANAGER REPORT City Manager Whitney McDonald provided a report on upcoming projects. 5. CONSENT AGENDA Council Member Marx requested that Item 6c be pulled from the Consent Agenda. Ayes (5): Council Member Boswell, Council Member Francis, Council Member Marx, Vice Mayor Shoresman, and Mayor Stewart CARRIED (5 to 0) 3 6.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES Waive reading of all resolutions and ordinances as appropriate. 6.b MINUTES REVIEW - DECEMBER 9, 2024, DECEMBER 10, 2024 and DECEMBER 17, 2024 COUNCIL MINUTES Approve the following minutes of the City Council meeting: • December 9, 2024 - Special Meeting • December 10, 2024 - Rescheduled Regular Meeting • December 17, 2024 - Special Meeting 6.d EXECUTE AN AGREEMENT WITH SLOCOG FOR SENATE BILL (SB) 125 GRANT FUNDS AND APPROPRIATE FUNDS TO ASSOCIATED CAPITAL PROJECTS 1. Adopt Resolution No. 11538 (2025 Series) entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, authorizing the Mayor to execute a cooperative agreement with San Luis Obispo Council of Governments for Senate Bill 125 Funds and the appropriation of funds to associated capital projects”. 2. Authorize the Finance Director to Appropriate $395,000 of SB 125 Grant Funds to Project No. 2000403 to support Battery Electric Bus Charging Infrastructure. 3. Authorize the Finance Director to Appropriate $280,000 of SB 125 Grant Funds to Project No. 2000505 to support the purchase of six Battery Electric Buses. 4. Authorize the Finance Director to return to Fund Balance $278,521 of Transit Funds currently assigned to Project No. 2000505 to be available to support future Capital or Operational expenses as directed by Council. 6.f AUTHORIZE INCREASE TO LANDSCAPE SERVICE CONTRACTS FOR ALLWEATHER LANDSCAPE MAINTENANCE & TENNIS LANDSCAPE 1. Approve the AllWeather Landscape Maintenance contract amount of $305,582, inclusive of all prior contract scope amendments totaling $88,800, and authorize the Public Works Director and City Manager to amend the contract up to their purchasing authority in accordance with the City's purchasing policy. 4 2. Approve the Tennis Landscape contract amount of $742,395, inclusive of all prior contract scope amendments totaling $162,900, and authorize the Public Works Director and City Manager to amend the contract up to their purchasing authority in accordance with the City's purchasing policy. Pulled by Council Member Marx 6.c COUNCIL LIAISON SUBCOMMITTEE ASSIGNMENTS FOR 2025 Public Comments: None ---End of Public Comment--- Motion By Council Member Marx Second By Vice Mayor Shoresman Approve the Council Liaison Subcommittee assignments for the 2025 calendar year with the following amendment: • Change the Student City Liaison Committee (SCLC) rotation for the non-voting City Council member to attend two consecutive meetings before continuing the rotation. Ayes (5): Council Member Boswell, Council Member Francis, Council Member Marx, Vice Mayor Shoresman, and Mayor Stewart CARRIED (5 to 0) 6.e APPROVAL OF UPDATED OPERATING AGREEMENT FOR THE PERFORMING ARTS CENTER ACTION: No action taken, item was pulled from Agenda prior to the meeting. 7. PUBLIC HEARING AND BUSINESS ITEMS 7.a PRESENT THE 2024 POLICE DEPARTMENT STAFFING STUDY (30 MINUTES) Police Chief Rick Scott and Deputy Chief Brian Amoroso provided an in- depth staff report and responded to Council questions. Public Comments: Stew Jenkins ---End of Public Comment--- 5 ACTION: By consensus, the Council directed staff to receive and file the 2024 San Luis Obispo Police Department staffing study final report. 7.b PRESENT THE 2024 PUBLIC WORKS MAINTENANCE DIVISION STAFFING STUDY (30 MINUTES) Public Works Director Matt Horn and Deputy Director of Maintenance Operations Greg Cruce provided an in-depth staff report and responded to Council questions. Public Comments: None ---End of Public Comment--- ACTION: By consensus, the Council directed staff to receive and file the 2024 San Luis Obispo Police Department staffing study final report. 7.c 2025-27 BUDGET FOUNDATION (90 MINUTES) Finance Director Emily Jackson and Principal Budget Analyst Riley Kuhn provided an in-depth staff report and responded to Council questions. Public Comments: Laura Albers Carolyn Smith Barry Price Dona Hare Price Stew Jenkins Kanon Green Rachel Whalen Steve Walker Kathie Walker Darrell Voss ---End of Public Comment--- ACTION: The Council provided the following consensus comments: • Alignment on fiscal policies and the updates made, especially on the user fee cost recovery goals. • The recommended Budget Balancing Strategies look good and understand the Council would like to have a discussion with staff before any changes are made to the split between Capital and Operating regarding the use of the Local Revenue Measure funds. 6 Not identifying triggers at this point an just keep it a little more organic in how they are implemented. • Supportive of document updates and make fonts bigger on the numbers. • General support for ADP increase using unassigned fund balance and continue to look at this with the 2nd quarter budget report every year depending on financial conditions. • To leave the Community forum survey open one additional day and change the Housing station to Housing, Safety, Affordability and Livability. 8. LIAISON REPORTS AND COUNCIL COMMUNICATIONS • Mayor Stewart attended the Rodel Institute workshop. • Vice Mayor Shoresman filled in as the alternate for two Downtown SLO board meetings and provided opening remarks for the second night of Hanukkah. • Council Member Marx attended the IWMA board meeting on January 8th. • Council Member Francis attended the SLOCOG/RTA meeting on January 8th. 9. ADJOURNMENT The meeting was adjourned at 11:03 p.m. The next Regular City Council Meeting is scheduled for January 21, 2025 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
