Dear Council Members, I am writing to advocate for the adoption of a smoke-free policy in all multi-unit housing within San Luis Obispo. As a local resident and Chair of the SLO County Tobacco Control Coalition, I am deeply committed to initiatives that improve community health while remaining mindful of our city’s budget constraints. In these economically uncertain times, it is vital to prioritize cost-effective solutions that yield measurable public health benefits. Implementing smoke-free policies in multi-unit housing is one such solution. The reduction in secondhand smoke exposure—an exposure that has been linked to numerous health complications—can help lower future healthcare expenditures for both families and public services. Studies indicate that protecting residents from secondhand smoke not only reduces health risks but also decreases the long-term costs associated with treating smoke-related illnesses. Importantly, this policy can be implemented with minimal financial outlay from our local funds. Many California municipalities, including Morro Bay, Guadalupe, and Fresno, have successfully enacted similar ordinances. The availability of comprehensive resources—such as model ordinances and enforcement guidelines provided by the Public Health Law Center—ensures that San Luis Obispo can achieve this improvement in public health at a low cost, without reallocating significant funds outside of our city. By adopting smoke-free policies for all multi-unit residences, San Luis Obispo can secure an “easy win” for community health. This proactive measure is a prudent investment that safeguards residents—particularly children, seniors, and other vulnerable populations—from the harmful effects of secondhand smoke while also contributing to long-term healthcare savings. I respectfully urge you to consider this policy as part of our city’s strategic plan for a healthier and more economically resilient future.
