Dear Council: Thank you for the work you're doing to align our Major City Goals with current and emerging needs and develop the work plans to meet those needs. As you go into Saturday's workshop, we appreciate your consideration of these priorities:  Create a comprehensive Rental Registry that includes detailed information about the property owner and the rental property.  Modernize the City’s health and safety requirements with added protections, and implement an aggressive public education program to notify tenants and landlords about their rights and obligations.  Draw from the successes of other cities across the state to close loopholes in the Tenant Protection Act, incorporate their “just cause” eviction provisions into the SLO Municipal Code, and strengthen eviction protections.  Deter rent gouging by capping skyrocketing rent increases and tying them to the cost of living.  Ensure the right to counsel for any tenant in the City who has received an eviction notice or been served with an unlawful detainer lawsuit.  Preserve, maintain, and expand the City’s existing low-cost rental housing stock, an indispensable housing supply for low-income members of our community.
