Dear Mayor Stewart and City Council Members,
This is my second letter to comment on the Prado Road interchange and overpass set to be
heard at the City Council meeting tonight.
You will see here a copy of the purchase agreement. You can note that it was $2 million for 23.5
acres for land to be used for recreation. You will note the land was not subjected to CEQA
review as the land was to be used for the sports fields and open space only.
The other document was from the local indigenous expert Ms. Dunton. She noted that the
Damon Garcia Sports Fields construction would not jeopardize the Native American
archaeological site but that an extension of Prado Road would.
Lastly, there is a response from Wendy George that verifies there was never an EIR because the
sports field construction received a negative declaration. No road was in the proposal.

RECOMMENDED CEQA STATEMENT/ACTIONS AND FINDINGS FOR
STAFF REPORTS/ASRs
A. CEQA COMPLIANCE STATEMENT (FOR TEXT OF STAFF REPORT/ASR):
The CEQA compliance statement, located in the text of the staff report or body of the ASR
under "Additional Data", shall include the following statement unless advised otherwise by
County Counsel or the Manager, Land Use PIanning (LUPD).
In accordance with CEQA Guidelines, Sections 15316, 15318 and #325. Class 16
(Transfer of Ownership of Land in Order to create Parks) Class 18 (Designation of
Wilderness Areas) and Class 25 (Transfers of Ownership of Interest in Land to
Preserve Existing Natural Conditions), the proposed project is exempt from the
provisions of CEQA, which reflects the independent judgment of the lead agency,
Orange County, and satisfies the requirements of CEQA. The project is exempt
because it involves transfers of ownership of land "for open space purposes and
preservatidiiOPiiatumTcondition§.'• '•_ -"- - - -"
B. RECOMMENDED ACTION STATEMENT FOR APPROVING PROJECT:
State law requires that the decision -maker, prior to approval of the project for which it has
been prepared, take action on a CEQA document. The following action must be taken before
action on the project, unless directed otherwise by County Counsel or the Manager, OC
Planning, LUPD.
1. -Find that -the proposed project is Categorically -Exempt from CEQA per Sections
15316,15318 and 15325; Class 16 (Transfer of Ownership of Land in Order to create
Parks) Class 18 (Designation of Wilderness Areas) and Class 25 (Transfers of
Ownership of Interest in Land to Preserve Existing Natural Conditions) of the CEQA
Guideline.
Note that the following finding is an administrative finding and it is not necessary to include
in the findings for the decision -maker:
FISH AND GAME CODE FINDING FOR APPROVAL OF PROJECT:
Find that pursuant to Section 711.4 of the California Fish and Game Code, as amended,
this project is not exempt from the required California Department of Fish and Game
(DFG) Code fees unless it has been determined by DFG to have "No Effect". A copy of the
written determination of "No Effect" must accompany this NOE form to exempt the- -
required fees.

Back in July 2000, you sent a letter to my brother, Mr. John Burch. Concerning the above
project He tamed it over to me, to respond to_
My name is Patti Dunton; I am the cultural specialist for Playano Salinan Heritage
Services_ We are a business dedicated to the education and preservation of the Coastal
Playano Salinan People_ We offer qualified Consultants, Monitors and Archaeological
Technicians.
I recently worked on a project- The proposed Damon Garcia Sports Complex in the
City of San Luis Obispo_ Construction of the sports complex is not lily to affect any
archaeological resources, however, construction of the Prado Road extension east of
Ifighway 101, as currently designed, will adversely affect site CA SLO-1427.
I'm not sure if the proposed Prado Road Interchange will affect any cultural resources.
Unless it impacts areas of Prado Road east of Highway 101. In which, I would have some
concern_ It would be unfortunate if the design for the interchange contain, continuing
Pardo Road to the east_ Any such plans would have to be discussed. I believe any
extension of Pardo Road to the east of lower Higuera Street in San Luis Obispo, CA_
Could have adverse effects to CA-SLO-1427.
The Playano Salinan people have lived along the Central Coast for thousands of years.
Many of our farm ik�s still live in the area, for this land is who we are.
As our areal lands are becoming more and more developed we have ninny concerns_
Oar ancestors have left these special places for us to care for and to watch over_ It is
Our responsibility to share knowledge in preserving and caring for Playano Salinan
Cultural Resources_

Dear Ms. Vujovich LaBarre,
You recently wrote me a letter asking several questions about an e-mail I had sent to
Elise Wheeler. My response to Ms. Wheeler addressed her questions concerning an
archaeological study that was done for the Damon -Garcia sports fields project. I will
attempt to answer your questions in this letter.
The first questions you asked me related to Ken Hampian's comments at the July 15 City
Council meeting. As I indicated in my a -mail; I was not present at that Council meeting,
and so my reference was- simply to statements heard on the videotape of that meeting.
The archaeological study to which he referred is the "Evaluation of Cultural Resources at
the Propbsed Damon -Garcia Project" that was done for the sports field project, the
"current project'•' to which Mr. Hampian referred. The results of the study were part of
the information provided for the project's environmental work. Because the alignment of
Prado Road affected the-design*of the sports fields project, the study included the
preliminary road alignment
The second question you asked related to a statement I made in error in my e-mail. You
are correct that there was not an Environmental �pRinstead. ort done for the sports field
project. The project was given a Negative Declaration Iamsorryifmy
misstatement may have caused confusion on your part.
I hope these answers clear up the questions my e-mail may have created.

r The City of San Luis Obispo is committed to include the disabled in all of its services, programs and activities.
Not being one just to complain, I offer a few ideas:
1. Re-route Prado Road to meet with Santa Fe at Tank Farm. A stop light and new intersection are
desparately needed at that location. This would provide the outlet road necessary for the new
Margarita development without negatively impacting Damon Garcia and the Broad street traffic
flow. You could also extend a 2 lane access road/bike path from the Margarita development to the
new Damon Garcia parking area just for the purpose of getting to the fields from that side of town.
2. Ask city staff to review this issue one more time. I'm sure the Public Works people at the city
and county could work together to find a better alternative to what's currently planned.
I would be glad to talk or meet with you if you think it would be helpful. I am not part of any
"group", just a concerned SLO citizen who wants to keep SLO one the best towns on earth.

I can't believe that extending Prado Road through the Damon Garcia fields is even being
considerd! What are you thinking?
There are better alternatives proposed by the transportation experts at Cal Poly that you
should really consider.
It looks to me that SLO city planning is being hijacked by some people who don't have the
best interests of SLO citizens and its children at heart. But that's yourjob, isn't it?
This is an issue that is going to get the people energized. So stop thinking with your
pocketbook and do the right thing.
