Re: Item 6a— Study Session: Review the Administrative Draft of SLO Transit's Short -Range Transit
Plan

The San Luis Obispo Council of Governments (SLOCOG) appreciates the hard work that has gone into
the development of the City's Short -Range Transit Plan and the opportunities to provide input as part
of the project development team. The SRTP is an important document and assures SLOCOG that
projects proposed for programming in the Federal Transportation Improvement Program (FTIP) have
been vetted and developed through a public planning process and that delivery of the projects is
financially viable. We commend the city for providing a multitude of opportunities for SLOCOG and our
community members to offer feedback on this vital service. We also commend the city for the efforts to
transition to a fully electric bus fleet and for the service enhancements proposed in the plan. To this
end, SLOCOG worked with city staff to program $1.4 million in the 2024 FTIP to operate "B" Routes on
weekends and looks forward to opportunities to program the additional service enhancements proposed
in the plan during our 2026 programming cycle.
SLOCOG fully supports reinitiating development of a consolidated transit center and encourages
exploration of additional or augmented transit transfer hubs outside of the downtown core. We are
pursuing grant funds to update our existing park and ride lot study and to evaluate travel patterns in the
region to identify potential latent transit travel demand and potential service, transit stop, and mobility
hub enhancements. This may present an opportunity to reevaluate the current Calle Joaquin park and
ride lot given its future use as a overnight safe parking pilot program location. Your staff's participation
in these important planning efforts will be invaluable and we look forward to engaging them.
While the funding and implementation of the plan's full set of recommendations will require further
discussion with the city, quality transit service continues to be key to delivering a balanced intermodal
transportation system and SLOCOG looks forward to our continued partnership.
