EBMUD determined that the survey universe established and utilized in prior surveys should be reassessed and modified or confirmed as appropriate. To conduct this assessment, along with a compensation survey, EBMUD retained compensation experts from Renne Sloan Holtzman Sakai LLP, Public Management Group. This report presents the results of the firm’s analysis of the surve y universe along with the results of the compensation survey. Survey outcomes I. PAY POLICY A. The Triad of Compensation Objectives Compensation programs are essential to the achievement of three key organizational objectives, including: Recruitment of qualified staff Retention of experienced staff Reward of longevity and acquisition of skills ---------------------------------------------------------------------------------------------------------------------------------- These three components form a triad of strategic compensation objectives. An effective recruitment and staffing effort is, in large part, reliant on a competitive compensation program in order to attract the best possible talent in the relevant recruitment market. The retention of highl y qualified personnel relies upon providing a total compensation package that considers cost of living, is competitive with comparable emplo yers, and that provides qualit y of life improvements. B. Elements of a Pay Policy Compensation goals are achieved through specific organizational programs and strategies, including the adoption of a pa y polic y. T ypicall y, a pa y polic y addresses and defines: • The geo-economic area in which the surve ying employer competes for qualified talent • The comparable organizations within that geo-economic framework to be utilized for survey purposes • The data points or elements of compensation (e.g. base pay, benefits, pension)that are collected and compared to determine competitiveness • The job classes to be surveyed • The competitive position that the employer wishes to maintain and/or achieve amongst other surveyed employers • The structure of the pay plan, including the width of the pay range, and number of pay steps in each range • The manner and extent to which longevity, performance and special skills are recognized • The allocation of labor costs between base pay, incentives, benefits and pension • The allocation of compensation between general entitlements and various incentives Comparabilit y surve ys are the principal instrument by which to produce objective and verifiable information that describes market competitiveness. Surveys are conducted in order to determine whether the surveying employer is achieving its pay polic y, and to identify areas where adjustments may be appropriate. 3 II. DEFINING THE SURVEY UNIVERSE Methodology: The first step in the process of developing an appropriate surve y universe is to identify rational and objective criteria b y which to assess potential comparator geo-economic areas and employers within those areas. Following that, the criteria are applied to create a variety of survey universes. In identif ying the recom mended surve y universe, the consultant relied on a series of filters or “sorts”. The first establishes a geo-economic area for further refinement. This sort utilizes residency information for employees and applicants to establish a labor market consistent with the EBMUD’s recruitment and retention experience. The second sort takes most appropriate government organizational areas – in this case, counties - and attempts to reduce the number to a rational survey universe using demographic and social characteristics as well as community wealth data. A. Historic Survey Universe One potential factor in defining a survey universe is the list of employers used in recent salary surveys. A surve y conducted in 2012 included thirty-one (31) employers. Notably, the survey universe included geo-political areas from around the state, and not limited to the recruitment and residence areas for current employees and job seekers, and not limited to utility districts providing services similar to EBMUD. Indeed, the survey universe mixed local government with a variet y of special districts, including transportation as well as utilities. Employers from the 2012 survey included: Alameda County Water District Bay Area Rapid Transit District Central Contra Costa Sanitary District City & County of San Francisco City of Berkeley City of Concord City of Hayward City of Oakland City of Pleasanton City of Sunnyvale City of Vallejo Contra Costa Water District 4 County of Alameda County of Contra Costa County of San Mateo County of Santa Clara Dublin San Ramon Service District East Bay Regional Parks Eastern Municipal Water District Inland Empire Utility Agency Los Angeles County Sanitary District Los Angeles Department of Water and Power Marin Municipal Water District Metropolitan Water District of Southern California Orange County Sanitation District Sacramento Municipal Utility District San Diego County Water Authority Santa Clara Valley Water District State of California Union Sanitary District Vallejo Sanitation District B. The Rational Factor Approach to Selecting a Survey Universe 1. Overview The following provides a review of the rational selection criteria and a strategy b y which to identify emplo yers who are most like EBMUD, and most appropriate for comparability surveys for EBMUD. Thi s approach is known as a rational or data-based strategy. It is employed b y numerous compensation surve y consultants, and has been recognized as a sound strategy b y fact finders and arbitrators. 5 This rational strategy is in contrast to both the “negotiated” surve y universe and the “cherry picking” approach. Both strategies ma y have influenced EBMUD’s large historical universes. In the “cherr y picking” approach, and often in the “negotiated” universe approach, both parties select employers who are most likel y to confirm their collective bargaining objectives. The result is often rather curious, often revealing both self-interest, and the effect of compromise. The rational approach involves the identification of geo-economic areas in which to identify organizations which share similar characteristics. The survey employers should consist of organizations that provide similar services, and exhibit other similar organizational characteristics. While no two employers are precisel y identical, we believe that the factors described below are most likely to produce the most appropriate survey universe. Finally, in applying a rational strategy, it is essential that the application of parameters for the tertiar y sort yield sufficient comparator organizations from which to draw significant conclusions. Ideall y, a survey should have at least twelve, and ideally more comparators. A ver y small number of comparators tends to yield samples which are simply too small to be significant. While a very large universe tends to include fewer employers with similar characteristics. 2. Form/Service Functions of Comparable Employers (Utility Operators versus municipalities and other special districts) As noted above, prior surveys utilized a cross section of comparator agencies. The single common factor being that all comparators were in the public sector. For a variety of reasons selecting comparable employers which are most similar to EBMUD may be most appropriate to develop the most useful compensation information. First, organizations which provide similar services tend to use similar classifications. So, for instance classes such as Wastewater Operators, Plumbers, and meter related classes are much less likely to be found in transit districts. Such gaps, especially when surve ying for some of the most important classes or work, then require either work arounds to make up for the deficiencies or leaving important questions unanswered. Neither option is desirable. Secondl y, funding sources and the types of services provided var y considerably between special districts and municipal government. Local governments typicall y provide safety services (police and fire) along with important public health and social services programs. Their sources of funding var y widel y, from fees to taxes and grants. While the demand for various services strains limited revenues. These limits and demands are ultimatel y reflected in their pay policies. Third, there is a greater likelihood that similar industry comparators will experience similar trends in recruitment and retention and will adjust compensation accordingly in order to remain competitive. 6 C. The Filter Strategy The objective of defining an appropriate survey universe is to produce a rational group of comparators that can generate useful information for assessing market competitiveness. The initial challenge in this process involves defining an efficient and rational methodology to narrow down the list of thousands of employers in California to those of particular relevance. The most efficient means of selecting a rational surve y universe is a filter strategy. At the outset, and consistent with the objective of using the compensation program to achieve recruitment and retention objectives, the geographic area covering the majority of both employee and applicant residences is identified. Within this recruitment and residence area, those cities and/or counties which are most similar in population are identified. Finally, depending on the number of employers remaining, a series of other rational criteria are applied to achieve an initial list which is sufficient (both in number and in appropriateness) to constitute a useful and rational survey universe. D. Primary Sort – Employee and Applicant Residence As noted above, two of the principal objectives of a compensation program involve the recruitment of qualified candidates and the retention of a qualified workforce. Employee and applicant residence information helps to define a group of geo-political areas to which other criteria can be applied. E. Secondary Sort – Demographic and Social Characteristics and Community Wealth 1. Selection and Application of Data Points There are three general categories of data points that are commonly used to determine comparability for purposes of conducting studies among public organizations. These include: • Demographic characteristics; and • Community wealth. In order to create more precision within the general categories, eight specific data points have been selected: • Demographic characteristics  Population  Median Age  Education Level  Crime Level 7 • Community wealth  Median Household Income  Median 2016 (October) Home Sales  Unemployment  Poverty Level Each data point is considered representative of its categor y. For each data point, we have identified the fourteen (14) counties within the representative geographic area, including Alameda Count y, in which EBMUD has facilities and/or conducts work activities. The final recommended rational universe includes those counties which appear like Alameda County in the greatest number of instances. III. COMPARATIVE CRITERIA – DATA POINT DESCRIPTIONS AND TABLES The accompan ying tables sort the potential comparable counties in ascending or descending order on each data point, and include Alameda County in each sort, also in relative order. From this sort recommended surve y universes have been identified. The data points which form the determinative criteria by which to measure similarity are discussed at greater length below. A. Demographics and Social Characteristics The size, structure and delivery s ystem of public services tend to be, in some large part, a function of the size, age and educational level of the population that is serviced. B. Population As discussed above, population is the most direct and commonly accepted basis for comparison, and often used as a prox y for comparability. Population offers guidance into the level, variet y and complexity of services offered by a public agenc y. The size of the population tends to correlate with the size and complexity of service providers. C. Median Age The age of the population has a strong influence on the type of services required and provided. D. Educational Attainment Level Education levels tend to correlate to income levels. Those with higher levels of education t ypicall y have greater earning power, and realize higher levels of income. E. Crime Level Crime levels tend to provide indications of key issues such as the age of a service population, wealth, education, unemployment and povert y. 8 F. Community Wealth and Cost of Living Community wealth is an indicator both of the economic base in a community, closel y related to the ability to pa y, and the type and level of government services required. Theoreticall y, a wealthier communit y would be more likely to have a strong tax base, coupled with less demand for public services. Federal measure areas for the Consumer Price Index (CPI) provide a limited criterion for measuring communit y wealth and cost of living between counties which are located near each other. However, median home value and recent median home sales prices is often used as a measure of relative cost of living, even among communities which are in close proximity to each other. Additional factors such as median household income, unemployment level and level of povert y round out an anal ysis of cost of living and community wealth. These factors are considered in more detail below. G. Median Household Income Income level tends to correspond to the cost of living in a particular area. The cost of housing, food, transportation, clothing and related essentials tend to correspond to income or earnings. In fact, income strongl y influences the demand side of the economic suppl y/demand equation. Median household income measures the total income of a household, in contrast to per capita income which may var y by the number of wage earners in a household. H. Median Home Sales Prices Especiall y in the current real estate market, the median home sales price provides an immediate barometer of economic activity in a community, at least as it relates to what has become the single most valuable asset for most families. Additionally, the value of property forms the basis for a major source of local revenue. Because home prices have risen rapidly, this indicator tends to be more current than median home values. I. Unemployment Level A strong indicator of the economic pulse of a community is the level of unemployment. J. Families Below Poverty Level The percent of families living below the povert y level tends to correspond inversel y to income levels, and creates special demands on public services. The higher the income level, the fewer impoverished families. The percent of families below the poverty level also tends to correspond to public safet y issues, health, education, and related quality of life concerns Data Sources. For the most part the data referenced in this report comes from well documented publicly 9 accessible sources, including the U.S. Census, the California Employment Development Department, California Department of Finance, California Department of Justice, and DataQuick. The U.S. Census was last conducted in 2010 and updated in 2014. Age and demographic data is derived from the census. Crime data is constructed from the FBI report of felony arrests b y count y. The reported data does not include misdemeanor arrests, nor does it include convictions. However, this index does offer insight into more serious crimes and the level of apprehension. The method of arriving at an index involves summarizing the number felony arrests for violent and property crimes reported b y local police departments, and standardizing the total for a population of 1,000. This approach results in a standard number for comparative purposes. Unemployment data is produced by the California Department of Emplo yment Development and is reported for October 2016, the most recent available data at the time of constructing this report. Information concerning median home sales prices was acquired from Data Quick, which is generall y recognized as the most reliable and comprehensive source of such information in California. 1 0 IV. RESIDENCE INFORMATION The first step in defining a relevant labor market for purposes of conducting a salary survey is to determine the residences of both employment applicants and current employees. These data points are consistent with the compensation objectives of recruitment and retention. That is, to understand competitiveness, one needs to know where applicants and emplo yees reside. In this regard, the following charts provide residence information b y city and count y for over 11,000 recent employment applicants and over 1800 current employees. Applicant Residence EBMUD provided zip code information for 11090 applicants. The applicant information was not sorted by job title, but only b y zip code. Consequently, it is not possible in the sorts below to determine whether there was variation in residence by specific recruitments or whether any particular recruitments had a greater or lesser impact on the overall numbers. However, given the large size of the sample provided, it is likely that the data is representative of man y recruitments. The zip code date was first sorted so that all data was sorted b y zip code and the number of applicants from each code. It was determined that zip codes which yielded fewer than five (5) applicants would be removed from further analysis. This reduced the total number of observations to 9924, or about 90% of the original data. Next, all zip codes were linked to a city, and finally all cities to a county. This resulted in two sorts. The first sort includes all cities ordered from the cities yielding the largest number of applicants to those yielding the smallest. A total of 109 cities were identified in this sort. As many of the cities represent small percentages of applicants, only cities which represent at least .25% of the total are included in the table below. RECOMMENDED EMPLOYERS The following includes a variety of water and/or wastewater utility district employers and municipalities which operate water and/or wastewater utilities within the Recommended Survey Universe. Ideall y, a survey should include 12-16 employers. Based on this guideline and the anal ysis in this report, at least one employer was selected for each of the proposed universe counties. As the largest proportion of candidates and employees reside in Alameda and Contra Costa counties, they are more heavil y represented. Sixteen (16) emplo yers have been identified in all, as listed below. TOTAL COMPENSATION 27 A. Overview of Survey Methodology Classification Matching Classification matching across employers is challenging and potentiall y imprecise, while some classifications exhibit substantial overlap in key duties across organizations, some do not. Differences in operational and organizational structure, size of the employer, and the services offered often results i n variations in the organization of job duties between emplo yers. Additionally, classification documents are often out of date, with regular maintenance occurring only sporadicall y. In the end, the most reliable and efficient classification matching relies on skilled and experienced anal ysts who have substantial familiarity with public sector classifications plans and practices, and who are able to read classification descriptions with a strong ability to recognize similarities and distinctions. For this project, PMG utilized analysts with a total of more than sevent y-five (75) years of public sector classification experience. In order to determine appropriate matches for EBMUD selected job classifications, PMG relied primarily upon publicl y available job descriptions and Memoranda of Understanding (MOU) posted on agencies’ websites. If data was unavailable or where job matching was unclear, PMG contacted Human Resources staff b y phone and/or email for clarification. The following key factors were used in determining appropriate matches: ▪ Major job duties; ▪ Training and experience requirements; ▪ Reporting relationships; and, ▪ Level of supervision received/exercised. Elements of Compensation Included in the Survey To facilitate a commensurable comparison across employers, PMG uses March 2017 as a snapshot date. Where an MOU was expired, PMG collected and used the most recent salar y schedule available. The “notes” sections contain additional information regarding compensation data. There are several components reported in the survey: ▪ Identification of the comparator agenc y; ▪ Title of the matching or corresponding survey classification; ▪ Maximum monthly salary; ▪ Employer paid member contribution (EPMC) both as a percentage and dollar equivalent; ▪ Employer Pension Contribution both as a percentage and dollar equivalent; ▪ Employer Social Security and Medicare contributions both as a percentage and dollar equivalent; 28 ▪ Employer paid deferred compensation; ▪ Employer paid health insurance premiums; ▪ Employer paid dental insurance premiums; ▪ Employer paid vision insurance premiums; ▪ Employer paid supplemental insurance premiums; In addition, two totals have been calculated including total cash, and total cash plus benefits. • Maximum monthly salary - The first reported surve y data point is base salary. PMG collected and analyz ed the maximum base wage (i.e., top step) from employer salar y plans and schedules for each classification. • Employer paid member contribution (EPMC) both as a percentage and dollar equivalent- Emplo yers may pick up some or all of the mandatory emplo yee contribution for employe es hired prior to Januar y 2013. This data point reflects instances and the value of such practices. • Employer Pension Contribution both as a percentage and dollar equivalent – this data point reports the normal employer contribution to a defined benefit retirement plan. The data provided represents the “blended rate” of the “classic plan” and the “pension reform act” plan. Or, when the blended rate was not available, it reports the rate for the “classic plan”. The percentage and cost is for the normal rate only, and does not include the unfunded actuarial liability (UAL). T ypicall y, the annual cost will be higher, as it would include both the normal cost and the unfunded liability. However, as that cost is subject to annual change and can be influenced by factors such as the level of unfunded liabilit y the employer wishes to pay down, it is not used in this report. • Employer Social Security and Medicare contributions both as a percentage and dollar equivalent - Contributions to Social Security are 6.2% up to the Social Security Wage Base of $118,500 in 2016 for participating employers and employees. • Employer paid deferred compensation – this data point reports the amount, if any, which the employer contributes to a deferred compensation plan for employees. In some cases the amount is provided without condition, and in others it requires an employee match. Further, in all cases the contribution is limited to the IRS limit for annual contributions to such accounts. • Employer paid health insurance premiums – this data point reflects the maximum employer contribution toward an HMO health insurance benefit for employee plus families. This standard was chosen as the substantial percentage of EBMUD employees have selected the Kaiser HMO plan for their health insurance provider. • Employer paid dental insurance premiums – this data points reflects the maximum employer contribution towards dental care premiums for employee plus family. • Employer paid vision insurance premiums - this data points reflects the maximum employer contribution towards vision care premiums for employee plus family. • Employer paid vision insurance premiums - this data points reflects the maximum employer contribution towards vision care premiums for employee plus family. • Employer paid other insurance premiums – this data point reflects other health and welfare related insurance premiums paid by the employer. Such information might include supplemental benefit dollars and additional cafeteria plan contributions. • Some employers combine their contribution toward health, dental, and vision through a cafeteria plan. In these cases, the maximum employer contribution toward the cafeteria plan is listed under the “Health” column, but dental and vision plans may still 29 be available to emplo yees and their dependents. B. SUMMARY OF RESULTS Using the compensation data described above, the surve y reports EBMUD’s variance from the median and mean of the comparison agencies, excluding EBMUD. The variances for all of the classifications studied are presented in multiple summary and detailed tables at the end of this report. The report includes two measures of central tendency, including means and medians. The mean is the arithmetic average of all observations, and is most familiar to most readers. It is generall y recognized as a useful measure when there are a large number of observations. The median is the midpoint in a distribution of observations. When there are an odd number in a set, the median is the middle observations. When there is an even number in a set, the median is the average of the two middle observations. The median is a more effective measure to avoid the potential impactof outliers. When both the mean and median are the same or ver y close, the distribution is considered close to normal. When the mean and median are less similar, the data is likely to contain outlier observations. The statistical information is provided solely for purposes of information, and to help provide some context to the survey dat a. It is not intended to constitute a recommendation either for or against market based salar y adjustments. 30 C.
