I am writing today on behalf of Cal Poly Urbanists, a student organization focused on human-centered
urban design at Cal Poly, in support of the Waterman Village project and rejection of the appeal. Please

Mayor Stewart, Councilmembers, City Manager McDonald:
Cal Poly Urbanists is a student club at Cal Poly that focuses on advocating for human-centered
urban design, especially projects that promote equity in urban planning. We support staff’s
recommendation to uphold the Planning Commission’s approval of the Waterman Village
project.
Below market rate rental housing plays a key role in the city’s housing continuum. The
Waterman Village project would provide housing for 20 low to very-low-income residents at a
time where Housing has been stated as a major city goal from 2023 to 2025 and remains a
tentative major city goal in this upcoming budget cycle. The project has gone through multiple
levels of outreach. The Cultural Heritage Committee, Architectural Review Commission and
Planning Commission have all reviewed this project extensively, and the applicant has changed
the project after considering input provided by the advisory bodies, such as evaluating additional
historic context to the Canet Adobe, changing the color of the new buildings to a darker color,
and requiring e-bike charging access in the long-term parking areas.
Analysis by the City Attorney’s office has determined that there is no legal basis to the filed
appeal. There is no reason to delay the approval of much-needed affordable housing. We
strongly urge you to reject the appeal and move this critical project forward.
