1. CLOSED SESSION (5:00 - 5:30 PM)
1.a CALL TO ORDER
Mayor Erica A. Stewart called the Closed Session of the San Luis Obispo
City Council to order at 5:00 p.m. in the Council Hearing Room at City
Hall, 990 Palm Street, San Luis Obispo with all members present.

1.c CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION
ACTION: City Attorney Christine Dietrick announced that the Council met
in closed session regarding a potential litigation, Blake Etherton v. City of
San Luis Obispo; San Luis Obispo Superior Court Case No. 25CV-0018.
Council provided authorization to defend the litigation upon motion of
Council Member Francis, seconded by Mayor Stewart, with a 5 - 0 vote.
1.d ADJOURNMENT
The Closed Session adjourned at 5:25 p.m. to the City Council Regular
Meeting on February 18, 2025 at 5:30 p.m. in the Council Chambers at
City Hall, 990 Palm Street, San Luis Obispo.

2. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on
February 18, 2025 at 5:30 p.m. in the Council Chambers, 990 Palm Street, San
Luis Obispo, by Mayor Stewart.

6.c ACCEPTANCE OF SUBDIVISION IMPROVEMENTS FOR TRACT 2943
PHASE 2, 151 SUBURBAN ROAD (TR 74-07)
Adopt Resolution No. 11542 (2025 Series) entitled, “A Resolution of the
City Council of the City of San Luis Obispo accepting the Public
Improvements and certifying completion of the Private Improvements for
Tract No. 2943 Phase 2 (151 Suburban Road, TR 74 -07)”accepting the
public improvements and certifying the completion of the required private
subdivision improvements for Tract 2943 Phase 2, 151 Suburban Road.
6.d AUTHORIZE THE POLICE DEPARTMENT TO SUBMIT GRANT
APPLICATIONS FOR FY 2025-26 OFFICE OF TRAFFIC SAFETY AND
THE CALIFORNIA HIGHWAY PATROL GRANT PROGRAMS
1. Authorize staff to submit FY 2025-26 grant applications to the
following agencies:
a. California Office of Traffic Safety in an amount not to exceed
$155,000.
b. California Highway Patrol Cannabis Tax Fund Grant Program in
an amount not to exceed $185,000.
2. If the grants are awarded, authorize the City Manager and the Chief
of Police to execute grant related documents and authorize the
Finance Director to make the necessary budget adjustments upon
the award of the grant.
6.e AUTHORIZE APPLICATION FOR PROHOUSING INCENTIVE FUNDS
Adopt Resolution No. 11543 (2025 Series) entitled, “A Resolution of the
City Council of the City of San Luis Obispo, California, authorizing
application to and participation in the state Prohousing Incentive
Program,” authorizing the City Manager, or Community Development
Director as designee, to:
1. Submit a Prohousing Incentive Program Application to the California
Department of Housing and Community Development; and
2. If the application is approved by HCD, execute all documents
necessary or appropriate to participate in the Prohousing Incentive
Program.

6.f APPROVAL OF THE 2025-26 COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDING RECOMMENDATIONS
Adopt Resolution No. 11544 (2025 Series) entitled, “A Resolution of the
City Council of the City of San Luis Obispo, California, approving the
2025-26 Community Development Block Grant (CDBG) Program Funding
Recommendations” for a total of $495,178.
7. PUBLIC HEARING AND BUSINESS ITEMS
7.a REVIEW OF FISCAL YEAR 2024-25 2ND QUARTER BUDGET REPORT
Finance Director Emily Jackson and Principal Budget Analyst Riley Kuhn
provided an in-depth staff report and responded to Council questions.

1. Receive and file the 2nd Quarter Budget Report; and
2. Appropriate $9,167,831 in unassigned FY 2023 -24 General Fund
Balance as detailed in the report; and
3. Appropriate $2,000,000 in assigned FY 2023-24 assigned fund
balance and authorize an Additional Discretionary Payment to
CalPERS of $3,308,870; and
4. Authorize a transfer of $274,700 in funding from the “Other Federal
Grants” revenue account (101-1005-45305) to the “Other Contract
Services” expenditure account (101-1005-61013) to administer of
the Department of Energy Buildings UP Prize Phase 2 Award
(supporting mobile and manufactured home energy efficiency
retrofits).

7.b US 101/PRADO ROAD INTERCHANGE PROJECT UPDATE AND
AWARD OF THE PLANS, SPECIFICATIONS, AND ESTIMATES (PS&E)
DESIGN CONTRACT
Public Works Director Matt Horn and Supervising Civil Engineer Wyatt Banker-
Hix provided an in-depth staff report and responded to Council questions.

Motion By Vice Mayor Shoresman
Second By Council Member Francis
1. Receive an update on the US 101/Prado Road Interchange Capital
Improvement Project; and,Award the Plans, Specifications, and
Estimates (PS&E) Design Contract to Consor for the scope and fee
within available budget; and,
2. Authorize the City Manager to amend the design contract with
additional budget appropriated by Council as part of future
Financial Plan updates; and,
3. Appropriate $9,897,681 from the San Luis Ranch Bond Proceeds
to the project account for use in design and construction; and,
4. Authorize Staff to issue a Request for Proposals for Lobbying
Services, in a form approved by the City Attorney, to assist with
obtaining additional funding to support the Prado Interchange
Project.
With the added direction to come back to Council on at least 2 - 3
occasions, between Phase one, two and three, with decision points about
whether or not we need to look at alternatives because of lack of funding
or a change in course, and to make sure we are loud and clear in our
discussions and advocacy with our regional partners that we cannot go
forward without more regional support.

8. LIAISON REPORTS AND COMMUNICATIONS
Mayor Stewart
• Performing Arts Center Commission - attended the meeting on February
5th and discussed the upcoming performances.
• Attended the Rachel B. Hayes overhead artwork ribbon cutting along
Garden Street Alley
• Attended the Community Welcome event for Central Coast Community
Energy in Atascadero
• Appeared on the Dave Congalton show with Michael Boyer to discuss
Diversity changes on the federal level.
Vice Mayor Shoresman
• Attended the Rachel B. Hayes overhead artwork ribbon cutting along
Garden Street Alley
• Homeless Services Oversight meeting on Wednesday February 19th.
Council Member Boswell
• Airport Land Use meeting tomorrow, February 19th.
Council Member Francis
• Community Action Partnership meeting will be held on February 20th.
• Attended the SLOCOG meeting where the ‘Senior Go’ program was
discussed.
Council Member Marx
• Air Pollution Control District is looking for a new Chief Executive Officer
• Integrated Waste Management Authority is also looking for a new
Executive Director
• County Water Resources Advisory Committee - attended and learned
about the launching of a feasibility study for a desal facility.

9. ADJOURNMENT
The meeting was adjourned at 10:00 p.m. The City Council will hold a Special
Meeting on Tuesday, February 25, 2025 at 5:30 p.m. in Council Chambers at
City Hall, 990 Palm Street, San Luis Obispo. The next Regular Meeting of the
City Council will be held on March 4, 2025 at 5:30 p.m. in the Council Chambers
at City Hall, 990 Palm Street, San Luis Obispo.
