Zoom participation will not be supported at this time. Attendees of City Council or Advisory Body meetings are eligible to receive one hour of complimentary parking; restrictions apply, visit Parking for Public Meetings for more details. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings are held in-person. To provide public comment during the meeting, you must be present at the meeting location. Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire to utilize electronic visual aids to supplement their oral presentation must provide display-ready material to the City Clerk by 12:00 p.m. on the day of the meeting. MINUTES - Parks and Recreation Commission December 11, 2024 2 | P a g e Wednesday, December 11, 2024 5:30 p.m. MEETING Ludwick Community Center 864 Santa Rosa Street CALL TO ORDER: Chair - Bob Spector called the meeting to order at 5:30 p.m. ROLL CALL : Present: Chair Bob Spector, Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari Duperron, Toni Kincaid, Yukie Murphy, and Adam Stowe Absent: None Staff: Parks and Recreation Director Greg Avakian Recreation Manager Devin Hyfield Recreation Manager Meghan Tolley Administrative Assistant III Lisa Russell PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. Kathy - Vice President of the SLO Senior Center – Gave a “Thank You” to the Parks and Recreation Department for funding the recent special events for members: A visit to the SLO City Farm with a guided tour and harvesting vegetables and flowers, and a group visit to the Oceano Melodrama for the Holiday show. Commissioner Toni Kincaid - The final Jack House Holiday Tour takes place this coming Sunday, December 15th from 1-4 p.m. CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Commission of November 6, 2024 ACTION: APPROVAL OF THE REGULAR MEETING Motion made by Commissioner Blair with a second by Commissioner Stowe. Staff-led Tour of Ludwick Community Center and Review of Current Amenities - (Staff – 45 min) a. Staff to provide walking tour of community areas within the Ludwick Community Center (gymnasium, assembly room, kitchen, staff support areas). Historical background on the Community Center was provided and information was provided about the multiple usages of the Community Center throughout the year. b. Commissioners to discuss current facility status and potential amenity upgrades and options, including programming ideas. Commissioners’ comments: Commissioner Kincaid – There is a lot of storage space so perhaps some could be converted to rooms for classes. Commissioner Murphy – Is a Gap Analysis needed? Director Avakian: Yes, it is documented in the Blueprint. Public maintenance manages the facility infrastructure which is funded by the general fund. Example, Cheng Park renovation was funded by the city. Vice Commissioner Howell – Perhaps the Ludwick family could be contacted to assist with funding for Ludwick Community Center building renovations? Commissioner Spector – Is there a facility available that could be used for additional classes which would be a larger and newer space? What about school sites? Could we start looking for space now to move the discussion forward. Director Avakian – Perhaps for a Teen Center? Children’s center for city staff? A place that could host larger gatherings. There is a lot of demand for drop in MINUTES - Parks and Recreation Commission December 11, 2024 4 | P a g e sports space. There are many options for a variety of sports and activities. Perhaps a review of downtown empty spaces could be utilized. Commissioner Duperron: Teen Center question. During what times would it be made available? Meghan Tolley: The idea would be for them to be able to drop by the center anytime. There had previously been a lunchtime program. Having both inside and outside areas to utilize would be good. Commissioner Blair: Is it for casual visiting or for physical activities? Director Avakian: Youth social area inside but next to a school where a gymnasium is also available for use. We would need to consider budget priorities. 3. PRC Sub-Committee on Level Of Service (LOS) Amenities: Discuss and Review Amenity Prioritization Associated with the Parks & Recreation Blueprint for the Future (15 min) – Commissioner Blair and Duperron a. Staff to present recap of the top two priorities identified and confirmed from November meeting and steps taken for the City’s Capital Improvement Plan: b. Commission to discuss and provide any additional advisory topics related to the Parks & Recreation Blueprint and LOS updates. Would be 2027-2029 timeframe. i. SLO Swim Center Expansion ii. Multi-Generational Community Center iii. Commission Discussion: Commissioner Blair: A plan bridging from today into the future. Try a pilot project in the meantime based on supply and demand needs. Explore creative ways to find new spaces that can be versatile. iv. Commissioner Stowe: What’s the most efficient space based on the highest needs for the long term. Pilot programs are great. v. Vice Chair Howell: Many programs are already full and that data shows that those are the high demand programs. vi. Commissioner Spector: Being creative on what spaces might be available and match to highest need. Pilot programs are good because they are short term commitments. For example, the old SLO Rep building could be available. vii. Commissioner Duperron: In support of pilot project programming. Sports fields also space needs. Could Laguna Lake Golf Course be used as a pilot project site? Pop-up style. i. 4. Receive Directors Report: (Avakian - 20 min) a. City Financial Plan Process and Timelines (2025-2027) b. Emerson Park Prop 68 Grant project – Financial Status Report i. Review of prioritization to design and amenities and phasing-in based on budget constraints was presented for discussion. Will resubmit new MINUTES - Parks and Recreation Commission December 11, 2024 5 | P a g e prioritized list to the design firm. Commission to review and provide input to staff when plans return. Potential additional Grant available in early 2025. c. Laguna Lake Dog Park Revitalization: Progress Update. On track for end of December completion date. Late February/March 2025 for the grand opening. d. Laguna Lake Bike Park: Phase 2 – Jump Lines. Beginner line will open today, and the expert line will open at the beginning of the year. e. Ranger Service Divisional Update – Winter Evening Access trail hiking and biking is now open to the public. 5. Receive Department Updates (Staff - 30 min) a. Recreation Manager Meghan Tolley – Community Services (Youth Basketball and Drop-In Basketball updates), Public Art (Box Art Round 2 Installed, Box Artist Tea), Senior Programs (Golden Decades Holiday Party), Youth Services (State Licensing Overview, Childcare Room and Facility Updates, Revenue review and Club STAR program), Volunteer Program (Adopt-a-Park, Jack House). b. Recreation Manager Devin Hyfield – Aquatics (Programming Overview, Photos with Surfer Santa event taking place on December 14, Aquatics Facility Closure dates), Golf (Operations and Maintenance updates), Facilities (Indoor/Outdoor Facilities updates, Citywide upcoming Special Event highlights, Lunar New Year Jan. 30, Mission Plaza Construction begins February 2025 ). SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS 6. Subcommittee Liaison Reports (Chair– 15 minutes) a. Adult and Senior Programming: (Commissioner Blair) - No update. b. Active Transportation Committee: (Vice Chair Howell) - November meeting held and a survey is in process. c. Youth Sports Association: (Commissioner Stowe) - No update. d. Jack House: (Commissioner Kincaid) - Provided Updates on the Jack House December activities. Communication: Cancellation of the Regular Meeting of the Parks and Recreation Commission on January 2, 2025, was unanimously approved by the PRC.
