MINUTES - Parks and Recreation Commission
February 5, 2025

The Parks and Recreation Commission holds in-person meetings. Zoom participation will
not be supported at this time. Attendees of City Council or Advisory Body meetings are
eligible to receive one hour of complimentary parking; restrictions apply, visit Parking for
Public Meetings for more details.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings are held in-person. To provide public comment during the meeting, you
must be present at the meeting location.
Electronic Visual Aid Presentation. To conform with the City's Network Access and
Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual, members of
the public who desire to utilize electronic visual aids to supplement their oral
presentation must provide display-ready material to the City Clerk by 12:00 p.m. on
the day of the meeting. Contact the City Clerk's Office at cityclerk@slocity.org or

CALL TO ORDER: Chair - Bob Spector
ROLL CALL : Vice Chair - Kari Howell (absent), Commissioners - Rick Blair (absent),
Kari Duperron (absent), Toni Kincaid, Yukie Murphy, and Adam Stowe
(absent)
PUBLIC COMMENT: At this time, people may address the Committee about items not on
the agenda. Persons wishing to speak should come forward and state their name and
address. Comments are limited to three minutes per person. Items raised at this time are
generally referred to staff and, if action by the Committee is necessary, may be scheduled for
a future meeting.
Paul – Gave input on the need for additional pickleball courts in SLO city parks. City of SLO
has the lowest number of parks in SLO County . Proposed adding new pickleball courts at
Laguna Lake Park.
Jonathan – Asked for an update on the timeline for the Righetti Ranch neighborhood park.
Director Avakian provided background information on the overall project and the
responsibilities and ownership divisions between the housing community developer and the
city of SLO.
CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Commission of December 11, 2024.
Commissioner Blair provided input on the #1 and #2 rankings of project priorities for
agenda item 3b as discussed at the December PRC. The top two future projects
discussed were a SLO Swim Center Expansion and a Multi-Generational Community
Center. The topic will be revisited at the March PRC meeting.

BUSINESS ITEMS
2. Receive Presentation from Architect, Gregory B. Cole, Regarding Proposal of
Beautification Project within Santa Rosa Park- (20 min)
a. Provide feedback to the presenter of a potential project for a gazebo and social
gathering area to honor past Dean of Cal Poly Department of Environmental
Design, George Hasslein.
b. Recommend any actions to Staff
Followed by Commissioner questions. Request made to provide additional
detailed information (financial costs, investors and backers) to the commission
and add to a future meeting agenda for further discussion. Greg Wynn provided
input on supporting the project.
3. PRC Sub-Committee on Level Of Service (LOS) Amenities: Discuss and Review
Amenity Prioritization Associated with the Parks & Recreation Blueprint for the
Future (15 min) – Commissioner Blair and Duperron
a. Commission to discuss and provide any additional advisory topics related to the
Parks & Recreation Blueprint and LOS updates
Commission and staff discussion on proposed short-term renovation and usage
ideas for SLO swim center and multi-generational community center by utilizing
some currently available spaces within the city. Suggestion to add the topic to
the June 2025 meeting. Identify list of potential locations and clarify on what
types of programs based on what is not currently available. Staff could provide
a general description of a plan by June. Staff will discuss and report back at the
March PRC meeting.
4. Receive Directors Report: (Avakian - 45 min)
a. City Financial Plan Process 2025-2027: Update. Community Forum overview.
b. Laguna Lake Dog Park Revitalization Project: Progress Update, Project is in the
landscaping phase and further updates will be provided at the March PRC
meeting.
c. Laguna Lake Bike Park Project: Phase 2 completed and the second (advanced)
jump line will be a spring project.
d. Emerson Park Prop 68 Grant: Project Status: Staff to bring forward ideas for
rescoping in March
e. Righetti Park System Project: Progress Update – public comments were
received and discussion on construction timeline and plead for additional
pickleball courts throughout the city parks. Staff provided additional input on
current number of pickleball courts throughout the city. Project is scheduled
within the proposed 25-27 Financial Plan.
f. Mission Plaza renovation project
g. Discussion of Chair and Vice Chair Selection Process in March.
5. Receive Department Updates (Staff - 30 min)
a. Divisional Update (Meghan Tolley) – Community Services - Sports program

updates (basketball, volleyball and softball), Public Art project updates, Senior
Programs, Youth Services (Childcare Room Updates, SLCUSD school district
changes, summer program updates, Early Bird Registration. Commission
questions about registration software), Volunteer Program.
b. Divisional Update (Devin Hyfield) – Aquatics (preparing for the spring and
summer programming and special programs), Golf (Operations and
Maintenance updates), City Facilities updates and special events.

6. Subcommittee Liaison Reports (Chair– 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair) – no report.
b. Active Transportation Committee: (Vice Chair Howell) – no report.
c. Youth Sports Association: (Commissioner Stowe) – no report.
d. Jack House: (Commissioner Kincaid) – no report
