I would like to request two items not on this agenda be placed on the agenda for the next
ATC meeting. These are topics that the ATC should discuss and hear public input
about. As you may recall from your training, to have an item added to the ATC agenda you
need to vote on adding each item at this meeting. Please vote on adding these two items
to the next agenda.
1. The first is a discussion of a citywide Safe Routes to School (SRTS) plan so that
children can safely walk and ride to school. This is an ideal way to prioritize walking
infrastructure, something that many have raised concerns about.
I attended an active transportation webinar in January and learned that there is a grant
opportunity that is not competitive and easy to apply for that would pay for consultants
to create SLO’s SRTS plan. Furthermore, this will likely be the last federal money for
active transportation funding for many years.
The grants are part of the Safe Streets For All (SS4A) program and applications are listed as
opening by the end of March with a due date in August. According to my conversations
with the Cities of Chico and Bakersfield, the grant application process is easy and not time
consuming.
Last year Bakersfield received a $980,000 SS4A grant for Bakersfield Safety Action Plan,
and Chico received $320,000 for Safe Routes to School Master Plans for the City of Chico.
I understand that the city is short staffed, but there is up to 5 years to spend the grant
money and I have a group willing to write the grant for free.

2. The second is the Madonna Rd multiuse trail. What is the next step for this top priority
project with the City Council’s recent approval?
