There are several items of concern to us regarding this project. 1. The traffic on Los Osos Valley Road is very congested and backs up in front of LVP I and II, making a safe left turn nearly impossible at times and a right turn a challenge when cars block our intersection. The developer has proposed building a ‘bypass’ with a traffic light to ease the congestion while also making his development more desirable. The assumption is people travelling LOVR to Higuera/Buckley will take the bypass. However, the speed limit on the bypass road will be 25 mph along a residential area. How many people will actually make that right turn at the bypass and not just continue to Higuera as currently done and turn right where they can travel 45 mph to Buckley or the freeway. And how many people who do utilize the bypass will actually stick to the 25 mph limit? Perhaps all that will be accomplished if 400+ units are allowed to be built will make a bad situation on LOVR worse. 2. We have watched the property flood over the years. Will development of the Broadstone project make our homes in LVPII subject to potential flooding? 3. A development of 200+ homes will certainly attract families with school age children. Is it possible school bus stops would be moved to accommodate these children? If so, it will have a detrimental impact on our kids as well as those who live in the surrounding homes and apartments. 4. Here in LVPII we have experienced a variety of problems with the unhoused along the creek in the past. Will the trail development create a situation where these problems increase, making our community less safe? 1 As the City Council reviews the possible annexation of the property to our south and the Broadstone development we request that consideration be made to leave this property zoned R1. Our understanding is that approximately 40 houses could be built which would have much less impact on our neighborhoods and LOVR. We also ask that further study be done to determine if a stop light similar to the one on Tank Farm by MindBody could be placed at the entrances to LVPI and LVPII. Although this is an item that has been reviewed and rejected in the past, request it be reviewed in light of increasing traffic on LOVR. Thank you Sam and Christine Kekaha 2
