The Parks and Recreation Commission holds in-person meetings. Zoom participation will not be
supported. Attendees of City Council or Advisory Body meetings are eligible to receive one hour of
complimentary parking; restrictions apply, visit Parking for Public Meetings for more details.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990
Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your
email, please include the date of the meeting and the item number (if applicable). Emails will not
be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the
agenda item number you are calling about, and leave your comment. Verbal comments must be
limited to 3 minutes. Voicemails will not be played during the meeting.
*All correspondence will be archived and distributed to members, however, submissions received
after the deadline may not be processed until the following day.

Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy,
Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire
to utilize electronic visual aids to supplement their oral presentation must provide display-ready
material to the City Clerk by 12:00 p.m. on the day of the meeting. Contact the City Clerk's

CALL TO ORDER: Chair - Bob Spector
ROLL CALL : Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari Duperron,
Toni Kincaid, Yukie Murphy, and Adam Stowe

Director Avakian: Provided an update regarding a member of the SLO Pickleball Club passing
away the week prior.
CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Commission Meeting of December 11, 2024,
and February 5, 2025.
Commissioner Blair provided input on the December 11, 2024, PRC Minutes. Noted
the vote of four Commissioners in favor of the Multi-Generational Community Center
project as the #1 priority project and two Commissioners voted for the SLO Swim
Center expansion as the #2 priority.
ACTION: Approval of the Meeting Minutes for the rescheduled meeting of the Parks
and Recreation Commission for December 11, 2024.

February Minutes input: Chair Spector asked the Commissioners to come back by
June to prioritize and what locations might be available to use as a Community Center

space. Clarifying Motion passed unanimously. Avakian-P&R Staff will bring back some
key program suggestions and priorities for the community at a future meeting.

2. Receive Presentation from Friends of SLO City Dog Parks, Regarding Proposal
of wind blocks and memorials for Laguna Lake Dog Park- (20 min)
a. Provide feedback to the presenter of a potential fundraising project for
construction and installation of ‘wind blocks’ for the revised dog park at Laguna
Lake Park.
b. Recommend any actions to Staff
John McKenzie presentation. Laguna Lake Dog Park Windbreak/Memorial
Plaque Proposal. Provided overview of plan details. Followed by Commission
questions. The project received Commission support. P&R Staff has reviewed,
and as for all proposals, it will need to go through a full a ssessment by city
engineering and the city attorney’s office.
3. Receive Presentation on Emerson Park Prop 68 Grant Beautification Project
Regarding Design Rescoping Plan (Avakian – 25 minutes)
a. Staff to present revised options of the scope of amenities and potential redesign
to maintain budget expectations and adhere to grant criteria .
b. Discuss and provide feedback to staff to provide SSA Design direction for 50%
construction design documents.
Director provided a presentation of the draft proposed rescoping of the project
amenities and shared the budget impacts and need for the changes. The rescoping of

the project to reduce scale of upgrades are based on the forecasted project cost
increases and to meet the State Parks Prop 68 Grant supported funding. Next step will
be to return to PRC at a future meeting with the redesigns when they are at 90%.
4. PRC Sub-Committee on Level Of Service (LOS) Amenities: Discuss and Review
Amenity Prioritization Associated with the Parks & Recreation Blueprint for the
Future (15 min) – Commissioner Blair and Duperron
a. Commission to discuss and provide any additional advisory topics related to the
Parks & Recreation Blueprint and LOS updates.
No report was presented.
5. Receive Directors Report: (Avakian - 15 min)
a. Laguna Lake Dog Park Revitalization Project: Progress Update.
Walk through taking place in the next week. Tentative Grand Opening slated
for May 2025. Additional details to be presented at the April PRC meeting.
b. Jack House Roof Project – Timeline and Status.
Project timeline is set as mid-March through August 2025. City programs and
events at the Jack House will be suspended during the construction phase.
c. Ranger Service Divisional Update
d. Next Steps of City Financial Plan Timeline
e. Discussion of Chair and Vice Chair Selection Process
6. Receive Department Updates (Hyfield / Tolley - 30 min)
a. Divisional Update – Community Services (Youth Basketball, Youth Futsal, Adult
Softball, Junior Giant Training, Leprechaun Lost event, Community Gardens
and Senior Programs). Public Art (Chorro Underpass Mural, Ribbon Cutting at
Garden Street Alley and ongoing projects). Youth Services (Teacher Workday
Camp, Spring Break Camp and TK Programs). Volunteer Program (Volunteer
Service Day and Volunteer Spotlights).
b. Divisional Update – Aquatics (Programming, Lifeguard Certification Classes,
Social Media Award, DEI Alive Initiative and Water Watcher Program). Golf
(Operations and Maintenance, Programming, Spring projects and storm
impacts), Facilities (Indoor and outdoor facility updates, Citywide Special Event
Highlights).
7. Selection of new Chair and Vice Chair positions (Staff – 20 minutes)
a. Staff to facilitate the voting and selection of the new Chair and Vice Chair roles
to serve for the next two-year terms.
Vice Chair Kari Howell stated interest in remaining for another term as Vice
Chair and Commissioner Rick Blair offered to be considered as Chair. Motion
to elect Commissioner Blair and Vice Chair Howell for their future positions.
Unanimous acceptance of the vote. April 2, 2025, Commissioner Rick Blair will
take over as PRC Chair.
b. Recognize outgoing Chair and Vice Chair, terming out of current Commission
and Acting Chair, Bob Spector for years of service.

the PRC and the community over his 8 years of service. On April 1, 2025, City
Council and the Mayor will formally recognize.
New commission member to join the PRC starting with the April 2, 2025, PRC
meeting.
SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
8. Subcommittee Liaison Reports (Chair– 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair)
b. Active Transportation Committee: (Vice Chair Howell)
c. Youth Sports Association: (Commissioner Stowe)
d. Jack House: (Commissioner Kincaid) Will be
organizing field trips for the Jack House docents to local historic sites during the
Jack House closure months of March-August 2025.
