RE: Item 8.A Review of An Initiation of a General Plan Amendment, Rezone, And Annexation to Facilitate
Broadstone Village, A Phased Residential Development Project, At 12500 And 12501 Los Osos Valley
Road
Dear City Council,
I’m writing you today to ask you to support annexation of the Hayashi property and construction of a
bypass road and Bob Jones Trail extension as part of the Broadstone project. As a local resident living
near the project area, I believe the bypass road is essential for helping alleviate current and future
congestion along LOVR.
The adjacent Los Verdes housing developments (approx. 178 3 & 4 bedroom units) were built in the
1970s under different requirements and different conditions, back before LOVR crossed over the 101.
Both developments (LVP 1 & 2) only have 1 access point to the communities, what would be considered
an unallowable safety issue today. Traffic on LOVR and back-up at the LOVR/South Higuera Intersection
has dramatically increased in recent years and will continue to worsen with new housing and business
traffic on the South Side of the City, including the relocation of CALTRANS to the Buckley/South Higuera
intersection.
Traffic backs up in front of the Los Verdes housing developments, sometimes blocking the exits. Turning
left is a dangerous endeavor with few breaks in the traffic and limited visibility. However, the ability to
turn left is critical for residents who would have to travel 2 miles or more out of the way if turning was
restricted. (For local families traveling to schools and work this extra mileage adds up quickly.) City staff
have indicated that the only hope for a signaled access for LVP 1 & 2 and the new Broadstone housing is
with the addition of the bypass road.
In addition to helping solve dangerous access issues for local residents, this bypass road will help with
the flow of traffic throughout this area of the City and help to solve problems with the LOVR/South
Higuera intersection. The bypass also provides an opportunity to connect two sections of the Bob Jones
Trail, the existing one that is plagued with issues related to underutilization of the trail segment and the
new trail that the county will be building to the Octagon Barn.
While a major infrastructure endeavor such as this should not be undertaken lightly, I believe the long-
term benefits of annexation and creation of the bypass road far exceed the drawbacks and I hope you will
strongly consider approving it. I’d also ask that it be made a priority by the developer when planning the
phases of development.
