Dear Mayor Stewart and Councilmembers Shoresman, Boswell, Francis and Marx: Thank you for your public service and for the opportunity to comment on the Broadstone Village, before you Tuesday, which potentially offers hundreds of much needed homes within City limits. As you provide direction to guide the project forward, I would make these four suggestions regarding affordability levels, Bob Jones Trail location, density and design so the project can bring community wide benefit above and beyond traffic and other impacts: 1. Require and apply standard inclusionary affordable housing as a project component: Just because the proposal includes "senior housing" does not mean any of it will be affordable. Seniors are not excluded and can live anywhere in San Luis Obispo already, whereas low income seniors and others in lower income brackets are, unfortunately, excluded. Senior housing cannot be equated with or a replacement for affordable housing unless such housing is "deed restricted low income affordable \[senior\] housing." Please make sure that the development benefits all income segments and not just San Luis Obispo's wealthy--or only its wealthy seniors--by requiring deed restricted affordable rental and/or for sale homes, per your inclusionary housing standards. 2. Request incorporation of the Bob Jones Trail (BJT) in its approved alignment, along San Luis Creek: Your staff report shows a proposed Bob Jones Trail, along the proposed new bypass. This is puzzling because a lengthy public process has placed the route of the Tier I priority Bob Jones Trail along the creek--and somehow there seems to be no mention of this. Proximity to a 4 lane road with driveways substantially diminishes safety components of the trail and aesthetic benefit and connectivity. There may be reasons to compare different routes, at some juncture, but a comparison is impossible with no mention or map showing the current creek adjacent approved routing. 3. Green light potential for high density housing approval: If the project incorporates the inclusionary housing requirements, needed micro-units adding diversity to the housing stock, and the BJT pathway, this location near shopping, transit, and the middle school could make sense for high density approval. 4. Encourage creek facing development: Design is conceptual, but it would appear that the development turns its back on San Luis Creek rather than faces it. It would seem the creek would be treated as an asset and opportunity for beauty, nature, multi-modal pathway and recreation, enhancing livability of the site Please encourage the developer to provide interaction between the project and the creek, e.g. facing homes and patios along creekside pathway (BJT).
