Lea Brooks 1 Item 8a: Broadstone Village Review To: Mayor Stewart and Councilmembers Shoresman, Boswell, Francis and Marx| From: Lea Brooks, San Luis Obispo March 31, 2025 I am a member of your Active Transportation Committee, and recommended approval of the City of San Luis Obispo Bob Jones Pathway Octagon Barn Connection Study released in November 2013 when the ATC was the Bicycle Advisory Committee. The then-BAC unanimously supported the preferred San Luis Obispo Creek alignment following a vigorous public engagement process. I am commenting as an individual here because the ATC has not reviewed the Broadstone Village proposal. First, please applause the California Transportation Commission’s unanimous approval on March 21 of the Bob Jones Trail connector from the staging area on Ontario Road to the iconic Octagon Barn. This decision culminates decades of community efforts to fulfill the dream of a City-to-Sea Trail, a pathway separated from motor vehicles connecting San Luis Obispo with South County communities where bicycle commuters, recreationalists, pedestrians and tourists feel safe. This action also elevated the City’s segment to a Tier 1 priority in the Active Transportation Plan. The City of San Luis Obispo has been a major supporter of the Bob Jones Trail, which is why I am disappointed that the staff report for Broadstone Village refers to the trail as a realigned extension. Excluding the preferred creekside alignment in the Bob Jones Pathway Octagon Barn Connection Study, the Broadstone Village staff report refers to a two-way, multiuse pathway adjacent to Los Osos Valley Road that crosses both vehicle entrances/exits to the development and blocks the sights and sounds of San Luis Obispo Creek with development. If City Council directs staff to move forward with Broadstone Village, my request is that you please include for consideration the preferred creekside alignment in the Bob Jones Pathway Octagon Barn Connection Study. Yes, there are challenges with this and other options, but respect members of the public who participated in the outreach and trusted that their choice would be considered rather than ignored. And, Class 1 trails directly adjacent to a roadway with driveway crossings are the least favored option in the Highway Design Manual. This design should only be considered as a last resort rather than the only option. Thank you for your consideration.
