Dear Mayor Stewart and City Council, As a County parks commissioner, I have been helping advocate for and guide the Bob Jones Trail development for almost 20 years. In that time, as with any multi use path, I have been focused on safe connectivity that promotes and provides an opportunity for people to travel without a car. After reviewing the proposal for the Broadstone Village, I was surprised to see that the current proposal does not accomplish this goal of safe connectivity promoting active transportation. The current proposal is a less direct route with crossings of access roads D & E. This does not encourage active transportation and would be counter to energy efficiency and climate action goals. In 2013 as a parks commissioner I reviewed the proposed alignment for the City connection to the trailhead at the Octagon Barn. The preferred alignment is along the creek providing the most direct un- interrupted and safe corridor between Los Osos Valley Road and the Octagon Barn. Please do not take action to re-align the Bob Jones Trail in the City's Active Transportation Plan. I would like to recommend that you give direction during your review of this item requiring that the Bob Jones Trail alignment be designated along the creek corridor on the west edge of the development as per the ATP. In addition, the Bob Jones Trail should be considered as part of Phase 1 in the project phasing. We would not think of building a development and then adding roads later. The same should be true with active transportation, including a requirement to build infrastructure at the same time as the first phase of community amenities and dwelling units.
