Dear Honorable City Council Members,
I hope this letter finds you well. I am writing as a resident of Los Verdes Park 2 which is directly east of the
proposed Broadstone South development project that would be located on Los Osos Valley Road. I support
the annexation of the Hayashi property and the proposed construction of the LOVR Bypass. I do have some
reservations about the density of the project as is currently proposed.
Currently, crossing Los Osos Valley Road during most of the day has become increasingly difficult. I
appreciate that City Traffic Engineers have adjusted signal timing to allow for improved spaces for us to exit
our development but over the past year traffic has continually increased. I have now resorted to turning right
(east) onto LOVR and then south to the S. Higuera/101 onramp. This adds several minutes to my trip, an
additional two miles and requires getting up to freeway speeds for a trip to the nearby shopping center that is
less than a mile away. I believe that access to a signaled traffic light proposed in the Broadstone project is the
only chance my neighbors and I will have to easily access the area directly to our west on Los Osos Valley
Road.
I do have concerns about the proposed density of this project. I understand that this area was identified for
potential development in the 2020 Housing Element. In that report, the recommendation was to rezone these
parcels to R-3. However, today I see the proposal is for the project to be rezoned R-4. I am concerned that the
overall density may not be consistent with the surrounding residential areas, particularly with the Los Verdes
communities. The current proposal, could lead to an undesirable strain on local infrastructure, services, and
community character.
I respectfully request that the City consider limiting the rezoning of these parcels to R-3 at most. This would
align with the envisioned density in the Housing Element and ensure that the development respects the scale
and character of the surrounding residential areas.
I appreciate the City’s commitment to addressing key issues such as traffic congestion, creek preservation,
and sensitive environmental concerns in this project. I believe that more careful attention to the density of
housing will allow for a more balanced and harmonious development that meets both the City’s growth goals
and the needs of the surrounding community.
Thank you for considering my concerns. I am hopeful that the City Council will take these points into account
as the project moves forward, and I look forward to seeing how this development can improve the quality of life
for all residents in the area.
