Active Transportation
Committee
The purpose of the Active
Transportation Committee is
to provide oversight and
policy direction on matters
related to bicycle
transportation and pedestrian
transportation in the City and
its relationship to bicycling
and walking outside the City.

Administrative Review Board
The Administrative Review
Board (ARB) is a three-member
body tasked with the review of,
and final decision on, appeals
of certain administrative
citations issued by the City.
When a more substantial record
would be required, to defend
the City should a final decision
be appealed to the Superior
Court, it is required that the
ARB be convened.

Area Agency on Aging Board
The Area Agency on Aging Board is the
policy maker and grantor of funds from
both the Older Americans Act and the
Older Californians Act and it sets policy
concerning funded programs and the
internal operations of the Agency. This
is a State designated agency with
jurisdiction covering both San Luis
Obispo and Santa Barbara Counties.
The City Council names one member
to the 12-member board.

Architectural Review Commission
The Architectural Review
Commission plays a vital role in the
preservation and enhancement of
the beauty and visual character of
the City by ensuring that projects are
consistent with required ordinances
and standards, as well as the
Community Design Guidelines, to
maintain a high level of architectural
excellence in the City.

Construction Board of Appeals
The Construction Board of
Appeals is called to conduct
hearings and provide a second
level of administrative review
for contested Administrative
Citations issued by the Chief
Building Official and to serve
as the Housing Appeals Board
under CA State Health &
Safety Code.

Citizens’ Revenue Enhancement
Oversight Commission
•Anthony Bozzano

The Citizens' Revenue Enhancement Oversight
Commission was established as part of the passage
of a ballot measure approving a general use tax to
protect and maintain essential services and
facilities, such as open space, traffic congestion
relief, flood protection, and senior citizen programs.
The commission’s purpose is to provide
transparency and maximize city accountability, by
reviewing and making budget recommendations
directly to the City Council regarding expenditures
from essential services funds.

Committee serves the San Luis
Obispo Council of Governments,
SLOCOG, studying and reviewing
exiting transportation related issues
throughout the County and making
recommendations on transportation
policies and project implementation.
There are fifteen regular voting
members, with one appointed by the
City Council of San Luis Obispo.

Cultural Heritage Committee
The Cultural Heritage Committee
oversees a broad range of
educational and technical
assistance programs aimed at
preserving historical and cultural
resources. It also maintains the
master list of historic buildings,
advises people interested in
restoring historic structures, and
reviews planned demolitions of
historic structures.

Housing Authority Board
The Housing Authority was
founded in 1968 with a
mission to assist the
county’s lower income
citizens secure and
maintain long term housing,
and it advises the Council
on the housing issues and
needs of low and
moderate–income
households within the City.

Investment Oversight
Commission
The IOC is responsible for reviewing
the City’s portfolio to determine
compliance with the City’s
investment management plan, and
for making recommendations
regarding the City’s investment
policies and practices. There is one
citizen appointed by City Council to
this City committee.

Mass Transportation
Committee
The purpose of the Mass
Transportation Committee is
to assist with the ongoing
public transit program in the
City and Cal Poly, providing
Council with
recommendations regarding
routes, schedules, fares,
marketing and capital projects.

Parks and Recreation Commission
The Parks and Recreation Commission
advises the City Council on the
development and operation of
recreation programs and parks within
the City, as well as on the
implementation of the Parks and
Recreation Element of the City's
General Plan. Additionally, they provide
oversight on the Jack House and
provide recommendations concerning
joint use facilities with the San Luis
Obispo Coastal Unified School District.

The purpose of the
Personnel Board is to hear
employee appeals of
disciplinary action, review

Promotional Coordinating
Committee
The Promotional Coordinating
Committee advises Council on city
grants to help promote the City as a
regional trade, recreation, and tourist
center consistent with community
goals, working collaboratively with
the City’s Tourism Business
Improvement Board to ensure a
unique San Luis Obispo experience
for residents and visitors.

Tourism Business Improvement
District Board
The Tourism Business
Improvement District Board
advises the Council in the
administration and use of the
TBID assessment funds and
recommends projects to
promote tourism to the City of
San Luis Obispo to benefit
directly the City’s lodging
industry.

Tree Committee
The Tree Committee
hears Tree appeals and
makes recommendations
to the Council and staff
on City tree policies and
regulations.

Zone 9 The City Council appoints one member to
the Zone 9 committee. “Zone 9” is
shorthand for the San Luis Obispo
County Flood Control and Water
Conservation Districts’ Zone 9 Advisory
Committee. Zone 9 is an area that
encompasses the City and some
surrounding areas in the County. The
Committee was formed to assist the
County Board of Supervisors on policy
decisions relating to the area as well as
determining the needs, desires, and
financial capabilities of property owners
in Zone 9 and to recommend programs to
alleviate and control flood damage.
