Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361, enacted in response to the state of emergency relating to novel
coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by
suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code §
54950 et seq.), commissioners and members of the public may participate in this regular meeting
by teleconference.
Using the most rapid means of communication available at this time, members of the public
are encouraged to participate in Human Relations Commission meetings in the following ways:

2. Public Comment - Public comment can be submitted in the following ways:

➢ Received by 3:00 PM on the day of meeting - Can be submitted via email to
advisorybodies@slocity.org or U.S. Mail to City Clerk at 990 Palm St. San Luis
Obispo, CA 93401.
➢ All emails will be archived/distributed to Commissioners, however, submissions after
3:00 p.m. on the day of the meeting may not be archived/distributed until the following
day. Emails will not be read aloud during the meeting.
3. Verbal Public Comment
➢ In Advance of the Meeting – Call (805) 781-7164; state and spell your name, the agenda
item number you are calling about and leave your comment. The verbal comments must be
limited to 3 minutes. All voicemails will be forwarded to the Commissioners and saved as
Agenda Correspondence. Voicemails will not be played during the meeting.
➢ During the meeting – Join the webinar (instructions above). Once public comment for
the item you would like to speak on is called, please raise your virtual hand, your name

PUBLIC COMMENT PERIOD: At this time, the general public is invited to speak before the
Human Relations Commission on any subject within the jurisdiction of the Human Relations
Commission that does not appear on this agenda. Although the Commission will not take
action on any item presented during the Public Comment Period, the Chair may direct staff to
place an item on a future agenda for formal discussion.

Recommendation: Approve the Human Relations Commission Regular Meeting Minutes of
December 1, 2021.

Recommendation: Develop a subcommittee to review GIA applications received for the 2021-
22 funding year.

ADJOURNMENT
The next Regular Meeting of the Human Relations Commission is scheduled for Wednesday,
March 2, 2022 at 5:00 p.m., via teleconference.
APPEALS: Administrative decisions by the Human Relations Commission may be appealed
to the City Council in accordance with the appeal procedure set forth in Chapter 1.20 of the
San Luis Obispo Municipal Code.
The City of San Luis Obispo wishes to make all of its public meetings accessible to the
public. Upon request, this agenda will be made available in appropriate alternative formats
to persons with disabilities. Any person with a disability who requires a modification or
accommodation in order to participate in a meeting should direct such request to the City Clerk’s
Office at (805) 781-7100 at least 48 hours before the meeting, if possible. Telecommunications

A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on
Wednesday, December 1, 2021 at 5:00 p.m. via teleconference by Chair Dusty Colyer-Worth.

Recommendation: Review 2022-23 CDBG applications and develop preliminary funding
recommendations to forward to City Council for consideration.
Assistant Planner Owen Goode presented the staff report and responded to Commissioner
questions.

3. Staff Updates
Assistant Planner Owen Goode informed that the Grants- in Aid Application period has begun
and is assessable on the City’s website in a fillable PDF. The application can be found on the
City’s website at https://www.slocity.org/how-do-i/apply-for/hrc-grants-in-aid. The Grants-in-
Aid Application Period will close on January 19, 2021.

4. Commissioner Updates
Chair Colyer-Worth reported that the city has narrowed down Diversity, Equity, and
Inclusivity Manager candidates and will hold the next interview round on December 16, 2021.
Chair Colyer-Worth also announced that the SLO Chamber of Commerce, in partnership with
the SLO Sheriff’s Department Unity Committee, the Diversity Coalition, and Race Matters
SLO, will hold an event titled, “Advancing Diversity & Inclusion” on Thursday, December 9,
2021, 4:00-6:00 p.m., Cuesta Collage – Room 5401.
ADJOURNMENT
Chair Colyer-Worth adjourned the meeting at 5:49 p.m. The next Regular Human Relations
Commission meeting is scheduled for Wednesday, February 2, 2022 at 5:00 p.m., via
teleconference. There will be no Human Relations Commission meeting in January.
