Dear Mr. Harbors
This letter is to confirm that on September t8,2OL8 a 1"0,000 gallon single wall steel tank and
associated piping was removed from the NW Corner of the property mentioned above. The tank
was formerly used to store Stoddard Solvent. The UST was removed under a permit from the SLO
City Fire Department and witnessed by a Fire Dept. lnspector. A complete record of the tank
removal and associated soil sampling is documented in a Project Summary Report prepared by the
contractor, Williams Excavation, and dated November 1.,ZOLI.
Based on the analytical results from soil sampling during closure activities, no further remedial
action is required with this project. This is based on the data received to date - however, if the
data is incomplete or additional soil contamination is discovered at the site additional assessment

Underground Storage Tanks (UST) as per Title 23, California Code of Regulations, Chapter
15; CA Business and Professions Code, section 7O58.7; StO City Fire Department Permit
Application to Remove Tanks.
Dear Mr. Harbers
Thank you for the opportunity to meet with you several days ago to discuss our permit
requirements for removal of the underground storage tank on your property mentioned above.
Obtaining permits is the first step in the process, as follows: 1) Submit plans to the SLO City
Building Official; 2) Complete a SLO City Fire Department UST removal permit application - include
a check payable to the City of San Luis Obispo in the amount of 54,551.05; 3) Hire a contractor
with a CSLB License as a General Engineering (A); General Building (B); Plumbine (C_36); or Limited
Specialty (C-61/D-40); a) All contractors must also possess a "Hazardous Substance Certification"
issued by the CSLB. 5) Obtain a permit from the SLO County Air Pollution Control District.
As a point of clarification, a third-party equipment operator can work at the tank site onlv under a
contractor licensed as above and with the State licensed contractor present on site during all
grading, soil excavation, or removal of soilfrom the tank top. Following plan submittaland
approval, a SLO City Fire Department permit will be issued. No work at the site is allowed without
an Air Pollution Control District permit, a SLO City Building/Grading permit, or the SLO Fire Dept.
UST Removal permit. On-going inspections will be required during this UST removal process.

I am going to a meeting in Fresno Tuesday 911812018. I thought that a scheduled tank removalwas going to
happen today (Monday), but unknown to me it was scheduled for Tuesday and due to my meeting I can't be
there. Can you attend on by behalf? Here are the particulars: Contractor is Williams Excavation c/o Jim
Williams cell telephone is (559) 978-5163. The tank will be cleaned by the time you arrive and you can check
for quality of the cleaning before they add the dry ice. All paperwork will be submitted later when hazwaste
manifests have been signed by the disposalfacility.
To get into the construction area turn into the driveway of Atoll Holdings at 1 150 Laurel Lane, and proceed
straight to the rear of the facility where there will be a chain link gate and an electronic gate keypad that uses
the code * 1776
They will collect soil samples from product piping and the vent line for the tank at intervals of 20' or at
elbows. The product piping used to run into the building and be around 60 feet in length from the tank to the
building. ln the tank pit there will be samples collected at each end of the tank and then two sidewall
samples. One final sample will be collected from below the center of the tank. All of the samples will be
collected at around 13' - 14'depth below ground surface. Samples will be run for Semi-volatile VOCs. Thank
you for your assistance. I should be available by cell phone until about 9:30 am. Please leave them an
lnspection Report with a summary of the UST removal and soil sampling. You should be out of there no later
than noon - if you have to leave then at least try to confirm the tank was thoroughly cleaned and removed
under Fire Dept. oversight. Thanks, Kerry

Hi Kerry,
The tank removed on September 18, 2018 was an approximately 30,000 gallon, old single walled steel
tank. There was substantial moisture (looked like water) in the bottom of the tank pit. Jim Williams said this
was from a sprinkler contractor that had recently flowed water from the fire sprinkler system to this outdoor
area. The tank was pumped, cleaned and filled with 250 pounds of dry ice. I examined the tank for holes
when it was removed from the ground and did not see evidence of holes or breaches in the tank. The waste
water from the pumping and cleaning was taken by lndependent Environmental Services.
The consultant Jim Williams contracted with Technicon Engineering Services for the soil sampling. The
sampler was Jonathan Cayaban.
Samples taken:
Vent pipe at 3 ft soil depth.
Tank -1, east side tank pit wall, 12 ft soil depth.
Tank-2, Center bottom tank pit, 14 ft soil depth.
Tank-3, south end tank pit,14 ft soil depth.
Tank-4, Middle, west side tank pit, 12 ft soil depth.
Tank-S, North end, 14 ft soil depth.
Product piping-1, 3.5 ft soil depth.
Product piping-2, 3.5 ft soil depth.
Sump-Under brick sump at edge of building where piping entered building, 13 ft soil depth.
Marshall Holmes, of lndependent Environmental Services, has asked for a time extension until next Thursday
to remove the chemicals from the building (all stored under a large hood inside the building). I told him I
thought you could accommodate this request. They were able to take some of it yesterday and will send you
documentation of that product.
I would suggest you contact the sampler Jonathan Cayaban, of Technicon Engineering Services to confirm the
soil analysis is specifically what you wanted (phone 559-276-9311).
