IINOTICE OF VIOLATION''
On October 30, 1989 this office conducted an inspection of the above-
referenced facility in response to a request by your company. During the
lnspection, the following conditions were dlscovered which are violations
of one or more sections of the Californla Health and Safety Code, Divis-
ion 20; callfornia code of Regulations, Title 22; or the code of Federal
Regulations, Title 40 relating to the generatlon, storage, transportation,
handllng' treatment, recovery of resources from, and/or disposal of hazar-
dous and extremely hazardous waste:
1) Drums of unlabeled or improperly labeled, potentially hazardous wastes
are being stored in the southwest corner of the facility.
2) A resinous material has been dumped in the dralnage swale adjacent to
the southern wall of the bullding and extending to the southern property
1ine.
In order to comply with the California Health and Safety Code and the
California Code of Regulations you are directed to take the following
actions:
1) Isunediately remove and lawfully dispose of aLI hazardous wastes and
contaminated material that has been stored on the facility over 90 days,
including the resinous material dunnped in the drainage swale. Hazardous
hTastes can be transported only by haulers registered by the State Depart-
ment of Health Services in vehicles that have been certified to haul said
qrastes and accompanied by a Uniform Hazardous Waste Manifest. The dispo-
sal of hazardous waste is allowed only at facilit.ies that hold a valid
Hazardous Waste Facility Permit issued by the State Department of Health
Services. A copy of the uniform Hazardous Waste Manifest for the dispo-
sal of this material shall be submitted to this office within 60 days of
this notice.
2) In the future, all hazardous r^/astes generated by your facility must
be accumulated in conformance with section 66508 of Title 22 of. the Cali-
fornia Code of Regulations.

3) Subrnit an Envlronmental- Slte Assesament PLan for the area contaln-ing the resinous material on the southern slde of your faclllty. This
plan must contaln a sampling plan as well,as ldentlfy the contractors
and laboratories to be used for sampllng and analysls. Sanpllng and
analysis shall, at a minimum, conslst of.clrarecterlzatLon of the resl-
nous material as well as subsurface soil'slnp$tst to be analyzed for vol-atlle organlcs by E.P.A. method, 8240 or equivalent. This Plan must be
approved by thts office prior to beglnnLng'woik on the slte.
In addition' thls office charges a $35.00 per hour fee for consultation
and inspection of facllities that are not otherwise covered by an inspec-
tl-on fee. For the october 30 inspection of your fat"irlty: 1.5 hours @
$35.00/hour=$52.50. Please rernlt rhis amount, payable tb sl,o county
Health Department, within 30 days of recelpt of this notlce.

25196. Any Person nho knovingly violates a provision of subdlvlsion(a) of Section 2522L or subdivieion (a) or (b) of Section 25232 ehall besubject to a civil penalty not to erceed 25 percent of the fair oarketvalue of the land and improvenents, 25 percent of the sale price of theland and ioproveoents, or flfty thousand dollars (950,000). vhlchever haebeen established and is greatest.
