Permit valuation shall include total value of work, including materials and labor, for which the permit is being issued, such as electrical, gas, mechanical, plumbing equipment and permanent systems. 2. When the adjusted construction cost, as defined, is less than or equal to the current valuation threshold, as defined, the cost of compliance with Section 11B-202.4 shall be limited to 20 percent of the adjusted construction cost of alterations, structural repairs or additions. When the cost of full compliance with Section 11B-202.4 would exceed 20 percent, compliance shall be provided to the greatest extent possible without exceeding 20 percent. §11B-202.4 3. Where a building contains two or more occupancies, the means of egress requirements shall apply to each portion of the building based on the occupancy of that space. Where two or more occupancies utilize portions of the same means of egress system, those egress components shall meet the more stringent requirements of all occupancies that are served. In the event of power supply failure in buildings that require two or more means of egress, an emergency electrical system shall automatically illuminate all of the following areas: 1.Interior exit access stairways and ramps. 2.Interior and exterior exit stairways and ramps. 3.Exit passageways. 4.Vestibules and areas on the level of discharge used for exit discharge in accordance with Section 1028.1. 5.Exterior landings as required by Section 1010.1.6 for exit doorways that lead directly to the exit discharge. Egress from a room or space shall not pass through adjoining or intervening rooms or areas, except where such adjoining rooms or areas and the area served are accessory to one or the other, are not a Group H occupancy and provide a discernible path of egress travel to an exit. 7. Where circulation paths are interior, required accessible routes shall also be interior; An accessible route shall not pass through kitchens, storage rooms, restrooms, closets or other spaces used for similar purposes, except as permitted by Chapter 10. §11B-206.3 11. At least one accessible route shall be provided within the site from accessible parking spaces and accessible passenger loading zones; public streets and sidewalks; and public transportation stops to the accessible building or facility entrance they serve. The maximum travel distance from any accessible space to an area of refuge shall not exceed the exit access travel distance permitted for the occupancy in accordance with Section 1017.1. Where more than one means of egress is required by Section 1006.2 or 1006.3 from any accessible space, each accessible portion of the space shall be served by accessible means of egress in at least the same number as required by Sections 1006.2 or 1006.3. In addition to the requirements of this chapter, means of egress, which provide access to, or egress from, buildings for persons with disabilities, shall also comply with the requirements of Chapter 11B as applicable. Where occupants egress from one or more rooms, areas or spaces through others, the design occupant load shall be the combined occupant load of interconnected accessory or intervening spaces. Design of egress path capacity shall be based on the cumulative portion of occupant loads of all rooms, areas or spaces to that point along the path of egress travel. Where the means of egress from stories above and below converge at an intermediate level, the capacity of the means of egress from the point of convergence shall be not less than the largest minimum width or the sum of the required capacities for the stairways or ramps serving the two adjacent stories, whichever is larger. Include the name and phone # of the person(s) providing responses. The following items need correction on the draft construction plans : 1. See plans labeled “Public Works Dev Rev Redlines #1”. Return this redlined set with your resubmittal. 2. The following notes shall be included on the cover sheet of the building plans, the architectural site plan, and/or grading plans as appropriate: a. All work located within the public right-of-way or within the jurisdiction of the Utilities and Public Works Departments shall comply with the most current edition of the Engineering Standards and Standard Specification. (The current adopted Standards are dated August 2020.) b. Any sections of damaged or displaced curb, gutter & sidewalk, or driveway approach shall be repaired or replaced to the satisfaction of the Public Works Director. c. A separate encroachment permit is required for any work in the public right-of-way, within city easements, or for connections to public utilities. Work requiring an encroachment permit includes but is not limited to demolitions, utilities, water, sewer, and fire service laterals, curb, gutter, and sidewalk, driveway approaches, sidewalk underdrains, storm drain improvements, street tree planting or pruning, curb ramps, street paving, and pedestrian protection or construction staging in the right-of-way. d. Contact the Public Works inspection hotline at 781-7554 with at least a 48-hour notice for any required encroachment permit inspection or final inspection. e. The adjoining street shall be cleaned by sweeping to remove dirt, dust, mud and construction debris at the end of each day. f. A traffic and pedestrian control plan shall be submitted to the Public Works Department for review and approval prior to encroachment permit issuance. g. Any existing survey monuments shall be protected in place or shall be tied out by a licensed land surveyor prior to disturbance and then replaced prior to occupancy in accordance with Section 8771 of the California Business and Professions Code. Erosion control measures shall be implemented and maintained to the satisfaction of the Building Official and Public Works Director during all demolitions, construction and ground disturbing activities. i. Hand digging is required within the drip line of trees to remain; any exposed roots shall be observed by City Arborist before removing. Contact City Arborist Ron Combs at 781-7023 before commencing with construction, grading, or excavations. j. One 15-gallon street tree is required for each 35 lineal feet of frontage or fraction thereof. Tree species and planting requirements shall be per city engineering standards. 3. Suite 110 has applied for a sprinkler permit to accommodate high-piled storage of aerosols, and a building permit for a high-piled storage racking system. Please rectify with the tenant and provide a list of commodities stored at the location. 2. While the martial arts studio is a Group B occupancy, and while Chapter 5 of the building code does not require separation between a Group B and an S1 occupancy, it is an anomaly in the code as Chapter 10 does not permit a group B occupancy to exit through a storage occupancy unless the B occupancy is ancillary to the warehouse (ie; breakroom, or office space for warehouse staff). The martial arts space shall either have a direct exit discharge to the public way or have a exit directly to an exit access corridor without passing through the warehouse.
