ELECTION OF CHAIR AND VICE CHAIR As required by the Planning Commission Bylaws, hold the election of Commissioners to serve as Chair and Vice Chair to a one-year term. Motion By Commissioner Jorgensen Second By Commissioner Kahn Elect Commissioner Dave Houghton to the position of Chair for a 1-year term. Ayes (6): Commissioner Flores, Commissioner Jorgensen, Commissioner Kahn, Commissioner Tolle, Vice Chair Houghton, and Chair Cooley Absent (1): Commissioner Munoz-Morris CARRIED (6 to 0) Motion By Commissioner Jorgensen Second By Commissioner Kahn Elect Commissioner Tolle to the position of Vice Chair for a 1-year term. Ayes (6): Commissioner Flores, Commissioner Jorgensen, Commissioner Kahn, Commissioner Tolle, Vice Chair Houghton, and Chair Cooley Absent (1): Commissioner Munoz-Morris CARRIED (6 to 0) Commissioner Munoz-Morris joined the meeting at 6:05 p.m. 2 4. CONSENT Chair Houghton pulled Item 4b 4.a CONSIDERATION OF MINUTES - MARCH 12, 2025 PLANNING COMMISSION MINUTES Motion By Commissioner Kahn Second By Commissioner Munoz-Morris To approve the Planning Commission Minutes of March 12, 2025. Ayes (6): Commissioner Cooley, Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Vice Chair Tolle, and Chair Houghton Abstained (1): Commissioner Flores (Per the PC Bylaws, abstentions without a conflict of interest are counted as a “Yes” vote) CARRIED (7 to 0) 4.b REQUEST TO ABANDON A 10-FOOT-WIDE PUBLIC RIGHT-OF-WAY BETWEEN 1998 AND 2006 SAN LUIS DRIVE IN THE R-1 ZONE (STAB- 0759-2024) Motion By Chair Houghton Second By None To continue this item to a date uncertain. FAILED due to lack of a Second Motion By Commissioner Cooley Second By Commissioner Munoz-Morris Adopt a Resolution which finds that the abandonment of a 10-foot-wide public right of way between 1998 and 2006 San Luis Drive is in conformity with the General Plan and recommend that the City Council approve the abandonment by adopting a Resolution of Vacation. "A RESOLUTION OF THE CITY OF SAN LUIS OBISPO PLANNING COMMISSION FINDING THE PROPOSED STREET ABANDONMENT IN CONFORMITY WITH THE GENERAL PLAN AND RECOMMENDING THE CITY COUNCIL ADOPT A RESOLUTION OF VACATION ABANDONING A 10-FOOT-WIDE PUBLIC RIGHT OF WAY BETWEEN 1998 AND 2006 SAN LUIS DRIVE. THE PROJECT IS EXEMPT FROM ENVIRONMENTAL REVIEW (CEQA) AS REPRESENTED IN THE PLANNING COMMISSION AGENDA REPORT AND ATTACHMENTS DATED APRIL 9, 2025 (STAB-0759-2024)" 3 Ayes (6): Commissioner Cooley, Commissioner Flores, Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, and Vice Chair Tolle Noes (1): Chair Houghton CARRIED (6 to 1) 5. PUBLIC HEARING 5.a REVIEW OF TEXT AMENDMENTS TO MUNICIPAL CODE SECTION 17.86.080 (CANNABIS) OF TITLE 17 (ZONING REGULATIONS) (CODE- 0051-2025) Motion By Vice Chair Tolle Second By Commissioner Munoz-Morris Adopt a Resolution recommending the City Council introduce and approve an Ordinance to amend Section 17.86.080 (“Cannabis”) of Title 17 (“Zoning Regulations”) of the Municipal Code to clarify specific land use and operational requirements for commercial cannabis activity. "A RESOLUTION OF THE CITY OF SAN LUIS OBISPO PLANNING COMMISSION RECOMMENDING THE CITY COUNCIL INTRODUCE AND ADOPT AN ORDINANCE AMENDING SECTION 17.86.080 (“CANNABIS”) OF TITLE 17 (“ZONING REGULATIONS”) OF THE MUNICIPAL CODE TO CLARIFY SPECIFIC LAND USE AND OPERATIONAL REQUIREMENTS FOR COMMERCIAL CANNABIS ACTIVITY.
