Dear Henry Burrow: Thank you for the February 12, 2020 submittal for the Laurel Creek Subdivision. We have reviewed your application and found it to be incomplete. We will be unable to process your application until additional information and/or revisions have been submitted, to the satisfaction of the Community Development Director. Preliminary review is necessary to ensure that staff has adequate information to evaluate your project and identify any conflicts with City standards or guidelines. The purpose of this letter is to provide you with a list of items that need to be addressed prior to taking action on your project. Preliminary review indicates that your application will remain in an incomplete status until the following information and/or revisions are submitted: Note: Upon resubmittal please provide a narrative indicating where responses to these items can be found on plans. Department comments/completeness items: Plan ninie Division - Cominsinity Development Department The proposed subdivision of the property appears to provide more than four lots on a property that is larger than 5 acres and will require an environmental review application to begin an initial study. Contact Planning to apply for environmental review. N/A - Initial Study not required for 4 Parcels a. To accompany the environmental review please submit the following studies as applicable to the property; i. Drainage Report ii. Hazards Study: The location of all potentially dangerous areas, including fault zone areas and areas subject to inundation, landslide, or settlement; or excessive noise, and the means of mitigating the hazard. iii. The locations of any existing or abandoned wells, septic leaching fields, springs, water impoundments and similar features to the extent they affect the proposed use of the property. Soils and Geology Report (provided with 1 st submittal) b. Additional reports may be required upon further review of the Initial Study. 2. Please provide Average Cross Slope for each property. Average cross -slope is the ratio, expressed as a percentage of the difference in elevation to the horizontal distance between two points on the perimeter of the area for which slope is being determined. Slope calculations shown in table on Sheet 1. 3. Please provide the area of each lot expressed in feet as well as acreage (Gross and Net) Lot areas needed for calculations are shown on Sheet 1. Pn ineerin Division — Public Works/Community Development De urtment 5. Provide all pertinent supporting documents from the Planning Division checklist. Provide a project description and summary of this subdivision proposal. Clarify the limits of any shared parking, access, off -site parking, shared solid waste facilities, etc. to the satisfaction of the Planning Division. Proposed shared access and parking easements noted, existing trash locations and designated area for additional trash at northwest side of building are shown. Provide a preliminary drainage report to clarify the extent of run-on from on -site and any off -site pronerties. Include some analysis of the potential build -out of the proposed vacant parcels. No run-on occurs from offsite. A preliminary drainaqe report to be required with any future proposed development. Provide a preliminary Stormwater Control plan and/or strategy for the vacant parcels and underdeveloped/re-development parcels. Clarify whether any campus/shared stormwater facilities are existing or will be proposed. Existing storm drainage facilities noted on Sheet 2. Provide a complete site utility plan showing all existing and proposed underground and overhead wire utilities. Unless otherwise proposed in the project description and a deferral is endorsed, show the required utility services to all newly created parcels. Clarify how underground wire services will be provided to the vacant and underdeveloped parcels. This is expected to be a COA. 10. Show and label all existing and proposed public and private easements. Some easements may be provided for as blanket easements. Exisitng and proposed easements are shown on Sheets 1 and 2. 11. Show all existing, proposed, and/or the termination of accessways to the Railroad Safety Trail. Existing asphalt accessway to the public trail is shown on Sheet 2. 12. Show the location of any existing water well(s) or private waste disposal systems for reference. Clarify the disposition for any existing private water well(s). Provide an exhibit and analysis to show that the parcel boundaries and lot line locations conform to required building setbacks, building allowable area analysis, exterior wall protection, projections, exiting, and the location of building service equipment in accordance with the uniform codes to the satisfaction of the Building Official and Fire Marshal. Included in information shown on Sheets 1 and 2. 14. Show and label all on -site and street trees. The on -site tree summary may be limited to the vacant/raw land parcels. Include the tree diameter and species for reference. Clarify whether any tree removals are proposed. This is expected to be a COA. Street trees were installed with prior project permits. 15. Contact this to schedule a site inspection prior to resubmittal and response to these completeness comments. The proposed utility infrastructure shall comply with the latest engineering design standards effective at the time a building permit is obtained and shall have reasonable alignments and clearances needed for maintenance. Please show the proposed utility easements for the proposed private sewer and water infrastructure that will be outside of the public right of way. proposed utility easements shown or noted on Sheets 1 & 2. 19. The existing irrigation system will need to be separated and divided among each individual parcel, connecting to designated landscape meters. Expected as a COA. 20. In order to be reused, existing sewer laterals shall be inspected and submitted to the Wastewater Collections Supervisor, Jeremy Gearhart, for review. Expected as a COA.
