SUBJECT: ITEM 6G - 2025 LEGISLATIVE ACTION PLATFORM
In response to comments received regarding the updated legislative plank, staff
recommend a few minor administrative revisions to the legislative platform. These
updates will be reflected in the final 2025 Legislative Platform (Exhibit A to the Resolution)
and are shown in italics below.
1) Energy Plank #8 Update: Clarified language to emphasize support for all zero-
emission buildings, noting that low-income and disadvantaged communities are
already referenced. The revised language reads:
a. “Support - Reform of CPUC policies, state regulation, and state legislation that
support low income all zero emission buildings, including support for mobile
home parks, low-income households, and other disadvantaged community
members.”
2) Homelessness Plank #16 Update: Updated terminology to reflect 2024 changes,
replacing “Mental Health Services Act” with “Behavioral Health Services Act.” The
revised language reads:
a. “Support - Legislation for Mental Behavioral Health Services Act (MBHSA) to
allow for flexibility in funds earmarked for “Innovation” programs that are aimed
at finding new and different ways to provide services.”
3) Human Resources/Employee Relations Plank Reassignment: Move the
following health care related plank from the Human Resources/Employee
Relations category to the Diversity, Equity, and Inclusion category, as it pertains
to all residents, not just employees:
a. “Support - Meaningful statewide and national efforts to make quality health care
more affordable and accessible to residents and reduce costs for cities and
employers.”
