b. Indicate that the Consultant has the availability and time to dedicate the personnel and
resources necessary to provide on-call video and photography consulting services.
VideoVets is available and dedicated to allocating the time required to fulfill this RFQ. We have
the personnel and resources to honor all commitments. We own our film equipment, including
numerous cinema, DSLR, and video cameras; all necessary sound, lighting, servers, camera
stabilization, movement equipment; and multiple computers dedicated to editing and motion
graphics design.
VideoVets is fully funded, with numerous accounts receivable from ongoing and repeat clients,
including multiple local government and state contract awards. Through the SBA, VideoVets has
been able to procure extensive funding, and we have saved capital resources in reserve that
exceed any necessary monies required for this work.
Many of our team are cross-trained in cinematography and editing, allowing quicker
turnaround times and more reliable workflow. Each VideoVet technician is professionally
trained and educated, with degrees in all of their areas of expertise. We are all skilled with
multiple technical elements of filmmaking, allowing us to fluidly and efficiently fulfill a ny
project-development need. We maintain an elastic and flexible workforce to take on projects
anywhere in California without impacting time or efficiency.
c. Indicate that the Consultant has the minimum qualifications listed in Section III above.
VideoVets has all required qualifications as listed in this RFQ to carry out the work detailed
therein. VideoVets has been in business for the past six years, but each team member has more
than a decade of experience working in their profession.
VideoVets provides all services in-house, with preproduction planning, scripting, logistics, talent
coordination, and scheduling, as well as all video production and photo shoots carried out by
our staff with you. We will provide the City with raw video and photographs and the finished
product, including high-definition videos and/or photographs. We are licensed and educated in
all necessary areas of expertise, including piloting drones to capture footage, cinematography,
sound design, lighting, motion graphics, and video editing.
VideoVets will work collaboratively with you on video and photography production to
supplement your communications efforts with stakeholder audiences, such as residents,
nonprofit service providers, business owners, and operators, college students, and help you
communicate the critical City issues and services.
VideoVets will provide visual aids, such as videos and photography, that are important to the
success of the City's outreach efforts. We anticipate helping you reach the desired outcome
from this effort by increasing community satisfaction with City communication.
d. Indicate the intention of the Consultant to adhere to the provisions described in the RFQ.
VideoVets will adhere to all provisions described in this RFQ, including all Terms and Conditions,
Additional Considerations and Assumptions, and Proposed Agreement as detailed by the Notice
requesting qualifications for on-call consulting for video production and photography services.
e. If selected to provide on-call consulting services, the Consultant will be expected to sign a
service provider agreement with the City.

2. Relevant Experience of Key Personnel and the Firm (10-page maximum).
a. Key Personnel Experience. The submittal must identify the key personnel that is to b e
assigned if awarded a contract, detailing their qualifications, areas of expertise, a summary of
their past experience performing similar services for other jurisdictions, and a resume of each
key personnel, including experience working with City staff, local San Luis Obispo community
groups and decision-makers, and regional partner agencies.

Fifteen years of professional film experience. In 2014, Luis earned a Bachelor of Fine Arts
summa cum laude from California State University in Video Production and Time-Based Media,
Certificate of Completion - The Academy of Radio and TV Broadcasting.
Areas of Expertise:
Luis is a skilled camera operator and director of photography. He has worked with many
industry-standard film and digital cameras and provides advanced troubleshooting and basic
repair. He is proficient in the entire Adobe Suite, including, but not limited to, After Effects,
Premiere, InDesign, Photoshop, and Audition.
Summary of Past Experience:
Luis has taken part in various successful social media campaigns focused on social justice issues.
Luis is the President of VideoVets. In 2016 he co-founded VideoVets, a video production firm
based in Northern California. His client experience includes government, education, nonprofit,
and retail. Luis will oversee each project from conception to completion during each video
produced for Solano Transportation Authority and may also be involved in the marketing and
distribution process. He will work closely with the production staff on each project.
During production, Luis will be acting as director of photography, working with our camera
crew, and responsible for making artistic and technical decisions related to the project. His
client experience includes government, education, nonprofit, automotive sa les, food &
beverage, travel, financial services, retail, health & wellness having worked with companies
such as Valley Transportation Authority (VTA), Bureau of Cannabis Control (BCC), CalWORKs,
California State University Stanislaus (CSUS), Modesto Junior College, BIC, 2XU, PaperPro,
Samuel Adams, Central Valley Automotive, Modesto Toyota, American Pacific Mortgage,
Children's Crisis Center among others.
Luis worked as Director of Photography and Producer on the following government proje cts:
• Valley Transportation Authority (VTA) captured and coordinated a 3-minute video
presentation highlighting the Mathilda Avenue construction project.
• Bureau of Cannabis Control (BCC) produced several short English and bilingual tutorial
videos on legalization, safety & health, the importance of getting licensed, and finding
licensed retailers.
• California Prison Industry Authority (CalPIA), a video campaign producer whereby
previously incarcerated individuals who received training through CalPIA were
showcased as having successfully integrated into the civilian sector.
• California State University at Stanislaus—Luis was the consultant during the
construction and development of their state-of-the-art KECK Visual Anthropology
Center.

Paul has sixteen years of experience with project managing, production , and sales. In 2005, Paul
earned a Bachelor of the Arts degree in Film & Television Studies from the University of
California Santa Barbara. In 2010, he earned a Juris Doctorate degree in law from McGeorge
School of Law. Paul has served on the Board of Directors for the American Advertising
Federation, Sacramento Advertising Club from 2016 through 2021.
Area of Expertise:
Produces, distributes, and markets video content on social media, totaling 130,000 subscribers
and 100 million views across various media platforms. Manages Facebook, Instagram, Twitter,
Vimeo, LinkedIn, TikTok, and YouTube for numerous clients, overseeing multimedia marketing
campaigns that include cross-platform communications and utilization of customer relationship
management and marketing software such as VidIQ, Insightly, HubSpot, Hootesuite, and
MailChimp. Adept at social media and project management.
Skilled at utilizing current analytics software tools, Paul's experience with film marketing
campaigns and the technical details of project management includes a deep understanding of
online video advertising, viral video marketing, transmedia storytelling, and the principles of
inbound marketing: 'tools of influence' – authority, reciprocity, liking, commitment and
consistency, and social proof by providing each client and audience with the information they
want and answers to their questions.
Summary of Past Experience:
Paul's experience includes managing the production pipeline, working closely with City staff
personnel, production crews, creatives, post-production editors, and other key players. He
ensures that the projects are executed on time by meeting all deadlines and fulfilling
deliverables as needed. He creates and manages detailed video production project plans,
ensuring that all deliverables track on-time delivery to the client. He maintains tracking hours,
expenses, and overall budget utilization on a project basis.
Paul worked as Project Manager on the following government projects:
• Managed million-dollar budget and team collaboration with the Bureau of Cannabis
Control (BCC), including weekly and monthly spreadsheets, update/progress reports,
virtual meetings, and budget controls.
• Coordinated statewide film shoots throughout California for the California Prison
Industry Authority (CalPIA), procuring permits, locations, and personnel from San Diego
to Sacramento.
• Worked closely with Police Officer Standards and Training (POST) to manage
collaborations on education modules that incorporated videography for interview
subjects and greenscreen photography into the software training coursework.
• Worked with Public Affairs and Public Relations companies, KP Public Affai rs and
Unearth, to develop video media campaigns for political and legislative agenda items,
developing ideas into compelling and persuasive content, including work on Proposition
13 and the Almond Alliance.

Ten years of professional video experience. In 2011, Justin earned a Bachelor of Science in
Digital Filmmaking and Video Production from The Art Institute of California.
Area of Expertise:
Justin is a professionally trained editor who solves problems, collaborates, and quickly adapts to
new workflows. He is familiar with different professional camera workflows and is well versed
in all aspects of film and video production. His experience in editing includes pioneering work
with YouTube sensation Smosh. He was a Senior Editor at BuzzFeed Motion Pictures from its
inception, including Ashton Kutcher's A+ and several feature documentary and narrative films.
Justin is adept in multiple video-editing programs, including Adobe Premiere, Final Cut, and
Avid. He has a passion for delivering high-quality content and knows all the ins and outs of
production, from pre-planning to post-production.
Summary of Past Experience:
Justin's experience includes camera operations and video editing, working closely with
government staff personnel and the VideoVets management production team. He meticulously
bridges what each client envisions and the finished video content. He oversees all other editing
and motion graphics personnel and assets. His deliverables and editing workflow have ensured
that all clients have been delighted with the process and very happy with the results.
Justin worked as Senior Editor on the following government projects:
• Wove narrative content into storytelling through editing, with a four -part documentary-
style video for California Prison Industry Authority (CalPIA).
• Produced and edited daily social media content for Facebook and Instagram with US

VideoVets is a DVBE, SB, and DBE video production California Corporation , owned and operated
by Luis Alcazar, President, and Paul Zagaris, Vice President. Paul Zagaris will be the primary staff
person to oversee the City's account as the main point of contact.
Our team is made up of eight employees split into two teams. Each team has a Producer,
Director, Cinematographer, and Audio Technician. Each member has over a decade worth of
experience in the film and digital media industry.
Videovets has two locations:
We have a corporate office in downtown Sacramento, at 809 16th Street in Sacramento,
California 95814. We chose this central location to enable clients to meet with our teams easily.
It also facilitates staff collaboration to work on sales, marketing, production, strategy, and
planning sessions.
VideoVets has a second location in the heart of the Central Valley, 1901 Tully Road, Hughson,
CA 95326. With an office centrally located between the Bay Area and Fresno, VideoVets is
conveniently accessible to a broader base of clients.
3. Fee Structure. Please include a clear and comprehensive fee schedule, including a detailed
statement of hourly rates for all positions and classifications of individuals involved and
reimbursable expenses. Please also include the rates for a project -by-project basis, such as
short-form videos, long-form videos, aerial photography/videography, etc.
