Production Proposal for City of San Luis Obispo (Response to RFQ) Submitted March 15, 2022 Tim De Frisco • 805-234-6682 • tim@defrisco.com De Frisco Visuals • 570 Funston Avenue • San Luis Obispo, CA 93401 Tim De Frisco • Letter of Interest City of San Luis Obispo: Thank you for the invitation to be included in The City of San Luis Obispo’s on-call list of qualified photography and video production vendors. As a City resident for more than 10 years, I welcome the opportunity to work directly with City staff to create world class content through my production company, De Frisco Visuals. I always place local work at the top of my priority list, and have the availability to produce short or long-term projects for The City. These projects may be video production or still- photography. I relocated my business operations to San Luis Obispo in 2011, after many years operating a commercial photography studio in downtown Denver, Colorado. My current address is: De Frisco Visuals / Tim De Frisco Photography 570 Funston Ave. San Luis Obispo, CA 93401 805-234-6682 phone 805-439-2487 fax San Luis Obispo Business License # 111512 I currently operate as a sole-proprietor, and assemble support teams on a project-to-project basis. My teams have overseen a variety of productions, large and small. We realize that every project is unique, and our experience allows us to determine what will be necessary, depending on the objectives of the project. We have associations with direct casting talent networks, that allow us to connect directly with talent resources for actors, models, and voice talent. I can also personally assure you that all work would adhere to the provisions set out in the RFQ. Insurance above required amounts is in effect, and certificates of insurance are prepared for each project, naming client as additional insured. Certificate of Insurance attached. My own personal experience behind the camera, as well as in the post-production editing process, qualifies me to oversee all aspects of a production and assemble a team that best suits the individual project. Communication with the client is key to creating successful projects. I rely on many years of personal production experience to assess each potential project and foresee what will be essential to communicate the client’s concept, often making the client aware of variables they may not have considered. I look forward to continuing this conversation and sharing further ideas. Best regards, Tim De Frisco 805-234-8862 tim@defrisco.com Tim De Frisco / De Frisco Visuals • Experience We have served many well-known commercial and editorial clients, producing images and video content for national advertising campaigns and print work for magazines around the world. The projects have ranged from simple photo shoots to large-scale video productions featuring dozens of cast and crew members. Locally, we recently produced a series of videos in English and Spanish, to support the vaccine efforts by San Luis Obispo County Public Health. This included a 30 second commercial which aired on local television stations. We are currently in production on a video for City of San Luis Obipso Active Transportation introducing some of the new infrastructure features for cyclists and pedestrians in San Luis Obispo. Working locally allows us to invest in each project and make sure the work is delivered to our high standard. The fee structure below has been prepared to comply with this request. However, since each project is unique and we are aware of budgetary concerns, we estimate each project to include many of the items listed below at a flat rate, considering the parameters of the project agreed upon at the outset. FLAT RATE FEES: Through years of experience, we have learned that clients can be concerned about additional expenses, such as video editing, growing beyond the original estimated amount. To ease this concern, we draft an estimate based on the projected project goals and then stick to that amount even if we end up investing more time than originally estimated. LICENSING AND USAGE FEES: We also understand that our clients want to be able use the photographs and videos created for them without any additional concerns about usage fees. We factor this into every project we produce, and the production fees (photography, video capture, editing) all include unlimited use-rights for the client. We also attempt to negotiate these unlimited use-rights for any hired talent, as well as music and graphics licensing fees. EQUIPMENT: We own all of our own professional-level production equipment, and clients are never charged rental or use fees as part of a production. This includes all cameras and lenses for both video and photography, as well as all lighting and audio equipment. PHOTOGRAPHY: Production Photography hourly rate: $200/hr. (two hour minimum). Assistants, Crew, Talent fees: TBD based on project details. Post-Production Editing/Raw Image processing: $95/hr. Image retouching: $95/hr. VIDEO PRODUCTION: Production Video capture (one camera): $200/hr. (two hour minimum). Video capture (second camera): $75/hr. (two hour minimum). Assistants, Crew, Talent fees: TBD based on project details. Post-Production Video editing: $95/hr. Graphics: $95/hr Audio editing: $95/hr Drone camera (via FAA licensed pilot partner) $150/hr. (Two hour minimum). REFERENCES 1.
